It provides a clear and succinct introduction to the question of Environmental Impact Assessment, especially vis-à-vis the Ramsar Convention, and concludes with a potential set of draft guidelines for eventual use of the Contracting Parties. At the April 1997 meeting of the Scientific and Technical Review Panel, BirdLife International undertook to pursue this work further with a view to presenting recommendations to the Standing Committee in September 1997. Introduction Environmental Impact Assessment (EIA) is a tool used to identify the environmental, social and economic impacts of a project prior to decision-making. It aims to predict environmental impacts at an early stage in project planning and design, find ways and means to reduce adverse impacts, shape projects to suit the local environment and present the predictions and options to decision-makers. Chemical to Biocriteria Although biocriteria are important indicators of environmental impact, their use raises several problems. There is not currently a widely-accepted, multi-dimensional measure of biological integrity/ecosystem quality (Barbour et al. 1995). An index of biotic integrity (IBI) has been developed using biosurvey data to construct a multimetric index of heterogeneous variables (Karr 1981, Simon and Lyons 1995). Criticism of this index approach include ambiguity, eclipsing of one metric by another, arbitrary variance , unreality involved in combining unlike metrics, post hoc justification, single linear scale of response, inability to use in diagnostics, and nonsense results. Simon and Lyons (1995) attempt to defend IBI in the face of these criticisms, but many of Suter's concerns are inherent to such indices and therefore should be taken seriously.

Laid down by Royal Decree of 21 May 1999 pursuant to section 5 of the Public Administration Act of 10 February 1967 and sections 6, 33-2, 33-3, 33-5, 33-9, 33-12 and 120a of the Act of 14 June 1985 No. 77, the Planning and Building Act. Submitted by the Ministry of the Environment. Cf Appendix XX of the EEA Agreement (Council Directives 85/337/EEC and 97/11/EC).
§ 1. Purpose and administrative provisions
The purpose of environmental impact assessment is to elucidate the effects of projects that may have a significant impact on the environment, natural resources or the community. Environmental impact assessment shall ensure that such effects are taken into account during the planning of projects and when a decision is taken as to whether and if so subject to what conditions a project may be carried out. Appendices I, II, III and IV form part of these regulations.

Environmental Impact Assessment
The right to information on the consequences of encroachment on the environment is guaranteed by the Norwegian Constitution. Regulations in the Planning and Building Act for environmental impact assessments (EIA) make provision for public access to information on the consequences of major development projects which can have serious consequences for surrounding areas. The developer is required to draw up reports on the effects of the proposed project on the environment, natural resources and social structure. These reports ensure that the authorities have the information they need to decide whether the project should be approved. The reports also help ensure that the developer is made aware and obliged to take account of environmental consequences at the planning stage. The relevant sectoral authorities are responsible for supervising and approving the EIA. Regulations on EIAs are set out in Chapter VII-a of the Planning and Building Act. We have had provisions for EIA since 1990. The regulations conform to corresponding legislation in the EU, and are covered by the EEA agreement.

  • The Environmental Impact Assessment (Uncultivated land or Semi-Natural Areas) (Scotland) Regulations 2002.
  • Purpose and intended effect of the measure Issue and objective
  • Issue: To implement obligations arising under Directive 85/337/EEC (as amended by Directive 97/11/EC) as far as they relate to the provisions on uncultivated land or semi-natural areas. Objectives:
    • To introduce regulations which would implement these provisions effectively, minimising unnecessary burdens on land managers; To safeguard uncultivated land or semi-natural areas which may be significant in terms of biodiversity, historic interest or landscape by providing a mechanism to evaluate the environmental impacts of bringing such land into intensive agricultural use.
    Risk Assessment Failure to implement these measures would risk further land of environmental value being brought into intensive use without the environmental effects of the change being considered. Non implementation or failure to implement EU obligations fully would also lead to infraction proceedings being brought against the UK at the European Court of Justice.
