Carpeting has become ubiquitous in North America, covering more floors in homes, businesses, and institutions than all other floorcoverings combined. We love it for its softness, dirt-hiding ability, acoustic muffling, and low cost. Recently, however, carpets have come under fire for their potential role in indoor air quality problems, and they've been questioned for their typically short service life. Carpets have come to have two strongly contrasting images in our culture: they represent the warmth and comfort of home, but also the worst of our fossil-fuel based, disposable society. Carpets have been gradually increasing their share of the floorcovering world for the last few decades. Once a luxury reserved for the very rich, carpets and rugs now cover 70% of the floors in the United States. In 1993 Americans purchased 5.5 square yards of carpet per person, or nearly 1.5 billion square yards totalenough to cover nearly 40% of Rhode Island. Between 1960 and 1993, carpet purchases grew by 654%, while the average cost of carpets in real dollars dropped dramatically. Cheap fossil fuels and mass production have made very inexpensive carpet possible. Our look at carpets addresses the indoor air quality (IAQ) concerns and also some broader environmental questions.

Overview The Council of Governments (COG) provides daily reports and forecasts of regional air quality. The Washington region is a non-attainment area for ground-level ozone according for federal health standards. As a participant in Clean Air Partners , COG helps alert area employers when it declares Air Quality Action Days . The ozone season generally runs between May and September. Through COG, the Metropolitan Washington Air Quality Committee (MWAQC) and its subcommittees coordinate planning to reduce pollutant emissions. We work in partnership with the other Devolved Administrations and the Department for Environment, Food and Rural Affairs (DEFRA) to ensure objectives set out in the Air Quality Strategy for England, Scotland, Wales and Northern Ireland are achieved. In relation to European and international issues we take forward the transposition and implementation of European Community (EC) and other international obligations.

Transportation planning and project development must reflect the desires of communities, and take into account the impacts on both the natural and human environments. Transportation projects are closely looked at to see how they might impact the community, the natural environment, and our health and welfare. Before any project can move forward to construction, the FHWA must address and comply with laws related to the environment. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get through this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project. Two Offices within the Federal Highway Administration focus on environmental protection and enhancement. The Office of Natural and Human Environment primarily focuses on environmental programs associated with air quality, noise, and water quality, and on programs associated with the built environment, including transportation enhancements, bicycle and pedestrian facilities and scenic byways. The Office of Project Development and Environmental Review focuses on NEPA project development process as a balanced and streamlined approach to transportation decisionmaking that takes into account the potential impacts on both human and natural resources and the public's need for safe and efficient transportation improvements. CFE Achieves Great Success For Connecticut’s Environment During 2004 Session Here is a short report on the outcomes of Connecticut Fund for the Environment’s legislative agenda. These are the bills that CFE, its members and activists worked so hard for this session:
· SB 119 – The Clean Cars bill
· SB 371 – Protecting water company lands from development
· SB 465 – Protecting our drinking water sources, and
· SB 445 – Re-establishing wetland protections.
All of these bills have PASSED. S.B. 465 passed as part of the budget implementation bill during special session Tuesday, the same day Gov. John G. Rowland signed the Clean Cars Bill. He is expected to sign the others. Air quality
New Zealand has relatively good air quality due to our low population density, close proximity to the sea, and remoteness from other continents and sources of pollution. However, there are some areas (mostly urban) where concentrations of air pollution are quite high, especially during low wind conditions where there is high traffic density and where home heating is mainly by open fires or wood burners.
