Home News Events City Departments ... Contact Us Search for: Improving air quality is a main focus for the Department of Environment (DOE). First, the Department ensures compliance with and enforces air quality laws in the city. On a daily basis DOE enforces the City's air pollution control laws and many federal and state laws. The Department issues permits and conducts inspections at more than 2,100 industrial facilities to ensure they are in compliance with laws and regulations. Appropriate legal action is taken against facilities that are in violation. The Department is also responsible for administering certain programs required by the federal Clean Air Act. For instance, we test gasoline at City gas stations to ensure that it complies with federal air quality requirements for gasoline formulation. Second, the Department implements many voluntary initiatives to encourage better air quality. More information about these programs can be found below. New information on air quality is now available year-round in more than 100 U.S. cities. As part of an ongoing effort to protect the American public from air pollution, the Environmental Protection Agency, together with state and local governments, is expanding current air quality forecasts to include daily information on particle pollution You can find this new air quality index at http://www.epa.gov/airnow/

Welcome to Air Quality
Australians consistently rank air pollution as a major environmental concern. The state of our air is an important factor in the quality of life of Australian cities. It affects the health of the community and directly influences the sustainability of our lifestyles and production methods. The Air Quality Section of the Department of the Environment and Heritage seeks to protect and improve urban air quality through national action to reduce emissions of major air pollutants. Our focus will be on those sectors that make the greatest contributions to adverse air quality as well as those pollutants that continue to pose threats to the environment and human health. We are implementing national policies and programs to reduce emissions from these sectors: National action can take the form of implementing relevant national standards and strategies, a common approach to monitoring air quality, research to inform air quality policy and community education on air quality issues.

Lead
Lead was used for centuries in water pipes, water jugs, and bullets because it is easy to mould into different shapes. However, as lead is known to be harmful to human health, its use is restricted to products that are not used for food or drink. Lead was also used in paint products. Paints containing as much as 50% lead were used on the inside and outside of houses built before 1950. Until the late 1960s, paint with more than 1% lead was still being used. By 1970, the lead content of paint was limited to 1%. As such, precautions may need to be taken when renovating or repainting your home. Lead exposure could also occur if the paint is flaking or peeling in a house built before 1970. Extra care should be taken to avoid exposure to children and pregnant women. For more information on lead, see our factsheets: While lead is emitted to the atmosphere from lead smelters, mining operations and waste incinerators, lead in the atmosphere is mostly (approximately 90%) from the exhausts of motor vehicles that use leaded petrol. In many ways, America's environment has improved dramatically since the first Earth Day in 1970. The quality of the nation's air has improved substantially with respect to many pollutants, particularly lead after it was phased out as a gasoline additive several years ago. Water pollution from "point sources" like industrial facilities and wastewater treatment plants has seen similar improvement, though pollution from "nonpoint" sources principally urban, suburban and agriculture runoff has proved an intractable problem of ongoing concern. While these and other domestic environmental issues draw continued attention, however, many environmentalists are now placing international issues at the top of their list of priorities. Issues like global warming, population growth, deforestation, and the continued loss of many species of plants and animals have reached increasing prominence on the environmental agenda. These issues are not without controversy. While few people consider themselves anti-environment, many environmental policies draw considerable opposition from those who are adversely affected economically. Domestically, industries complain of a heavy regulatory burden and question the benefits of new environmental proposals. Property owners complain that their rights are being infringed. There is also significant conflict in the international arena, where poor, developing nations argue that they can not afford new environmental restrictions and that rich, industrialized nations, who have until recently been the world's primary polluters, should shoulder most of the burden.

Congestion Mitigation and Air Quality (CMAQ) Improvement Program
In 1990, Congress amended the Clean Air Act (CAA) to bolster America's efforts to attain the National Ambient Air Quality Standards (NAAQS). The amendments required further reductions in the amount of permissible tailpipe emissions, initiated more stringent control measures in areas that still failed to attain the NAAQS (nonattainment areas), and provided for a stronger, more rigorous linkage between transportation and air quality planning. In 1991, Congress adopted the Intermodal Surface Transportation Efficiency Act (ISTEA). This law authorized the CMAQ program, and provided $6.0 billion in funding for surface transportation and other related projects that contribute to air quality improvements and reduce congestion. The CAA amendments, ISTEA and the CMAQ program together were intended to realign the focus of transportation planning toward a more inclusive, environmentally-sensitive, and multimodal approach to addressing transportation problems. The CMAQ program, jointly administered by the FHWA and the Federal Transit Administration (FTA), was reauthorized in 1998 under the Transportation Equity Act for the 21st Century (TEA-21). The TEA-21 CMAQ program provides over $8.1 billion dollars in funds to State DOTs, MPOs, and transit agencies to invest in projects that reduce criteria air pollutants regulated from transportation-related sources over a period of six years (1998-2003). The TEA-21 CMAQ program is similar to its ISTEA predecessor, but it features greater program flexibility, several new program options, an expansion of eligible activities available for funding and the statutory formula for apportioning funds was redesigned to provide a more equitable distribution.
