Students' free-speech rights extend to the Internet
A Missouri school district violated a student's free speech rights when it suspended him for criticizing his high school and its faculty on his personal web page, a federal court has ruled. The case is among the first to reach the courts concerning students' rights to free speech on the Internet. Brandon Beussink, 17, was a junior last year at Woodland High School, about 100 miles south of St. Louis, when he set up a home page with his sister on their parents' home computer. Using occasionally vulgar language, the page criticized the school's official web site. It also urged visitors to send e-mail to the principal and inform a teacher that the web site was bad. Beussink removed his home page from the Internet after school officials complained. They also suspended him for 10 days and then failed him for the semester as a result of his absences, according to a suit filed on Beussink's behalf by the American Civil Liberties Union. Last December, a federal judge issued a preliminary injunction against the Woodland School District, prohibiting it from using the suspension against Beussink in grade and attendance calculations. The injunction also bars the district from punishing Beussink or restricting his ability to post his web page.

Aquatic ape theory and speech origins: a hypothesis Marc J. M. Verhaegen Speculations in Science and Technology 11, 165-171 (1988) Received: March 1987 Abstract - The question of speech origins is discussed in the light of the theory that humans had semi-aquatic hominid ancestors. Diving requires a special anatomy of the airway entrances and a very refined control of breathing. The brain structures that "voluntarily" controlled the airway entrances’ closure and breathing could also be used for elaborating the older (early hominid, perhaps gibbon-like) sound production. Later, the evolution of association areas in the brain greatly enhanced human ability for attaching a particular meaning to a conventional sound combination. The aquatic ape theory (AAT) of Sir Alister Hardy (1) states that a few million years ago human ancestors spent a considerable part of their day swimming and diving in a river, lake or sea, and, at least partially, consumed aquatic food. The AAT is supported by the presence of our thick subcutaneous fat layers, by our lack of body hair and by several other features that are absent in non-human primates, but widespread among aquatic mammals (1-13). The ability to speak is a uniquely human characteristic. Innumerable attempts to explain it have been made but the question of how language emerged is not yet solved. Recently, it has been suggested that the origin of speech was facilitated by our aquatic past (5,14). All aquatic mammals "voluntarily" control their breathing. When surfaced they open the airway passage whenever they want to inhale air, and they can hyperventilate and then close the airway passage when they intend to dive. The subtle "voluntary" control of breathing and airway closure in mammals in general is a pre-adaptation for speech (15,16).

This course, Educational Policy Studies 304: Ethical and Policy Issues in Information Technologies , included an assignment for seven teams, composed entirely of teachers and other K-12 personnel who were part of the course, to develop a set of white papers on a number of issues centrally affecting the ways in which new information and communication technologies are changing schools today.   • An Overview of the Communications Decency Act (CDA) In a landmark 1997 decision , the Supreme Court ruled that the Internet is a unique medium entitled to the highest protection under the free speech protections of the First Amendment to the US Constitution. This gives the Internet same free speech protection as print. The Internet is the first electronic media to achieve this because of low barriers to access, abundance, many speakers, no gatekeepers. The Court struck down the Communications Decency Act (CDA), Congress' first attempt to censor speech online. Writing for the court, Justice John Paul Stevens held that "the CDA places an unacceptably heavy burden on protected speech" and found that all provisions of the CDA are unconsitutional as they apply to "indecent" or "patently offensive" speech. In a separate concurrence, Chief Justice William Rhenquist and Justice Sandra Day O'Connor agreed that the provisions of the CDA are all unconstitutional except in their narrow application to "communications between an adult and one or more minors."

    Aims and Objectives
    The ISCA Special Interest Group on Speech and Language Technology for Minority Languages has the overall aim of promoting research and development in the field of speech and language technology for lesser-used languages, particularly those of Europe. It has the following specific objectives:
    • Promoting conferences and workshops. Promoting electronic discussion through the Internet (Web site, discussion list, etc). Maintaining a database of active researchers. Providing a channel of communication between minority language researchers and those active in speech and language technology in general.

    Motivation
    By definition, a minority language has a smaller resource base than the major languages. For some minority languages (those that are fighting for survival), there are not sufficient resources to support research and development in speech and language technology. This means that, in time, the language will fall even further behind the major languages and will be viewed as second-class and pre-technological, since all interaction with computers will need to take place in a major language. This is a critical factor in the survival of some languages. If minority languages die, then a valuable part of the world's cultural diversity will have been lost. Therefore support is necessary for research in speech and language technology for minority languages. It is probable that advances can be made by acting together that could not be made by any one language acting alone. In the case of certain minority languages, the state Government is not particularly sympathetic to their existence, and support must be found from outside or private agencies.

    LEGISLATIVE ALERT: SSSCA - Security Systems Standards and Certification Act
    The Security Systems Standards and Certification Act, or SSSCA, was originated by Senator Fritz Hollings (Dem.-S.Carolina), Chairman of the Senate Commerce Committee. Essentially, all devices and software that fall into this vague definition of digital interactive technology will have to include encryption so it can't be copied. This could include VCR tapes, compact discs, and the devices that run them, as well as computers and open source software. The act would make it illegal to:
  • Remove or alter the security technology. Transmit content where the security technology has been modified or removed. Manufacture or distribute any digital device or software that does not incorporate the technology.
  • Without question, Red Hat strongly opposes the bill. We believe it encroaches into the first amendment rights of individuals. It could also have harmful effects on open source software if the fundamental right to copy the software is restricted. In addition, the bill's definition of digital technology is far too broad and could be used to refer to almost any digital technology. The bill is being motivated by motion picture and television studios that seek to end piracy of their movies and other forms of entertainment. Curiously, these studios also happen to be among Hollings' top campaign contributors, as noted by Newsforge reporter Dan Berkes.
