Standards emerging in speech technology could boost the market and make software development easier.

Emerging standards in speech technology could give a much-needed boost to an industry hampered by proprietary software and hardware. Today, VoiceXML from the Worldwide Web Consortium is the primary standard for building an interface to access an application by telephone. Called interactive voice response, or IVR, such applications make it possible to get stock quotes or check account balances without talking to a person. Nevertheless, most IVR software and hardware is proprietary, which has slowed the market by making it impossible for software developers to build an application that can run on multiple platforms. The user "is stuck with one vendor, and everything costs way more than it should," says Brian Strachman, senior analyst for Cahners In-Stat Group. But that may change faster than anticipated with the release of SALT, a speech technology specification under development by Cisco Systems, Comverse Technology, Intel, Microsoft, Royal Philips Electronics, and SpeechWorks Technologies. SALT, or speech application language tags, is scheduled for release this quarter, and is set to be turned over to an independent standards body by midyear. While VoiceXML has focused on IVR applications, SALT concentrates on multimodal communication, or the ability to ask for information over a cell phone, PDA, or other handheld device, and get a text response.

LangTech 2003 is organised with the support of the French Ministries in charge of Research, Industry and Culture, in relation to Technolangue , the national programme for Language Technology.
More than 350 industrial and academic representatives came to visit LangTech 2003 , meet partners and potential customers, with the 21 exhibiting companies. Over 280 participants, whose two-thirds came from the industry, attended the conference sessions and the panels organised at LangTech 2003 , which has proved to be a real successful and fruitful forum. There is no doubt that this era’s rapid shift to digital and other technology is changing the rules of the game. Reproduction, transmission and storage technology all are progressing exponentially, resulting in an unprecedented power to copy, send and save all forms of media. Reproduction technology has become incredibly cheap and reliable. Transmission technology, including satellite, cable, broadcast, wired or wireless, and often connecting through the Internet, has linked everyone at ever increasing speeds and competitive pricing. Storage technologies also quickly have expanded in capacity as total storage media costs have plummeted. With each new technology, the fears of the music and motion picture industries have grown. With television and the VCR, it was going to be the end of movies. With CDs and cassettes, it was the supposed harm from real-time transfers and one-at-a-time copies. Today’s technologies make these perceived threats seem naïve and harmless. With high-speed connectivity and the Internet, it’s not buying a CD and making a copy for a friend; it’s downloading from a stranger or making available thousands of copies with the touch of a keystroke.

Importance of Human Language Technology
Human Language Technology (HLT) incorporates a broad spectrum of disciplines such as Natural Language Processing working towards two closely related goals: to enable computers to interact with humans using natural language capabilities, and to serve as useful assistants to humans by providing services such as automatic text understanding and retrieval, information extraction and question answering, automatic translation and speech recognition.
Human Language Technology has the potential to tame the information explosion determined by the advent of the Internet. HLT helps by providing solutions for summarization of on-line documents, more intelligent search retrievals, conversational agents capable to engage in natural dialogs with users, extraction of knowledge from digital libraries, problem solving via question answering, translation of electronic documents from a broad range of languages and speech recognition and synthesis.

Abstract The DVD video format has become one of the most important developments in the home entertainment market since the popularisation of the magnetic video recording. The film industry delivered this format with a built in security system which was supposed to avoid illegal copying of the discs, much as what is taking place with the music CD and the almost indiscriminate copying of music into MP3 format over the Internet. This was achieved by means of encryption technology. This essay deals with the cracking of DVD encryption and its further diffusion as a computer programme named DeCSS, which has been made available over the Internet in various formats, including t-shirts and a numerical representation of the code. There are three court cases based on the online posting of this programme, two in the United States and one in Norway. The article starts by describing the technology involved, as it is felt by the author that some of these technical issues are of importance to the legal implications of the case and should be understood properly. The article then deals with the developments in all of the three cases up to this date. The essay then finishes with a look at the legal issues involved, including hyper-linking, trade secrets, freedom of speech and the translation of DeCSS into numerical format.
