    For years people who have struggled to work with mindless interactive voice response (IVR) systems have wondered when computers might become smart enough to react like conversational human beings. The answer is not very soon and possibly never unless computer scientists can invent a machine with something resembling conscious intelligence. But that still leaves plenty of room for improvement for the IVR systems we have to work with from time to time. It can get a lot more sophisticated than simply pushing telephone buttons in response to voice commands and questions. Speech system developers, led by IBM, are conducting research into increasing the natural language and near-conversational capabilities of this technology.

    Apple says it is incorporating speech technology into new versions of its OS X operating system which will make Macs more accessible to users who are visually impaired as well as people with learning difficulties.
    The Mac's new operating system will be more accessible The company says that, unlike screenreaders for Windows, its software will be embedded in the operating system. This, according to Apple, will mean that anyone who needs to use the speech facility will be able to move from one computer to another without having to install assistive technology on each machine. The software, called Spoken Interface, will have a variety of voices so that users can select one for menus and other command functions, and another to read content such as documents or web pages. The announcement has been welcomed by the Royal National Institute for the Blind.

Basic and applied research is carried out continuously on speech synthesis, compression and speech quality improvement. The objective is the definition and development of products which incorporate speech technology and can be used within specific applications. The following platforms are being developed:

    Thank you. Good evening, everyone. On the morning of September 11, I awoke to the news that the World Trade Center had been struck. Like many of you, I stood transfixed, staring at the images on television, horrified by the events unfolding before our eyes. And like many Americans, I felt a deep and extraordinary connection to the people in the World Trade Center and the Pentagon and on those airplanes, to the companies decimated, to the families forever altered, to the parents, and fathers, and mothers, and children who are still hoping beyond hope that their family members will return. And as a business leader, I experienced a whole other set of emotions - first and foremost concern for the safety of our employees and their families. Concern for the security of our employees who are of Middle Eastern descent or who practice the Muslim religion here in the US and abroad. Concern for employees who are traveling, and how to get them home to their families as fast as possible. And then a concern for the safety of customers and partners located in the World Trade Center complex, in the Pentagon, and in the airline industry. Concern about the potential threat of cyber attacks against IT infrastructure. Concern for the security across our international operations.

    ABSTRACT
    We investigate the suitability of deploying speech technology in computer-based systems that can be used to teach foreign language skills. In reviewing the current state of speech recognition and speech processing technology and by examining a number of voice-interactive CALL applications, we suggest how to create robust interactive learning environments that exploit the strengths of speech technology while working around its limitations. In the conclusion, we draw on our review of these applications to identify directions of future research that might improve both the design and the overall performance of voice-interactive CALL systems.
    INTRODUCTION
    During the past two decades, the exercise of spoken language skills has received increasing attention among educators. Foreign language curricula focus on productive skills with special emphasis on communicative competence. Students' ability to engage in meaningful conversational interaction in the target language is considered an important, if not the most important, goal of second language education. This shift of emphasis has generated a growing need for instructional materials that provide an opportunity for controlled interactive speaking practice outside the classroom.
