Senior Cabinet Minister Margaret Beckett said the proposal, aimed at controlling the number of people visiting Britain, could be delayed or possibly dropped following widespread opposition. Mr Morris accused the government of creating a "climate of fear" with its immigration policy. Writing in the Independent, he said black supporters of the government were losing faith because Labour's policies were "giving life to racists". Mrs Beckett told ITV's Dimbleby programme that the criticised scheme had generated a high level of interest. "I have got lots of constituents who have said to me that they would like there to be a system whereby they can give assurances and back up those assurances if there is doubt about whether some member of their family is just coming on a visit or not," she said.
