Is it possible that after one generation a Libertarian approach would abolish poverty and unemployment, make people extremely wealthy in a leisure society of a few hours week a month, create a replacement of taxes that actually paid you, and make government a subsidiary service so people will wonder why it was even being discussed? It is one powerful diagnostic concept, and it arises as we ask one question: what, at the end of the day as we sharpen our pencils for April 15th, do we get from government in return, not in some thrilling moralistic picture, but if government is a service, in plain dollars and sense?
An E-Mail Arrives
Sooner or later it had to happen. On April 15th 2002 I got an e-mail: Dear MG: I have a question but first let me say I love your articles. They are witty and so full of unusual information and challenging perspectives. You say things that seem outrageous and two months later I'm reading the Government admits it's all true. I like how you invite people to pause a moment and expand their minds. Just when I think you're going one way, I read the article again and realize you're saying something more. I particularly enjoy how you ground your ideas in facts that are often just out there, it's just most people don't connect the dots, but it's in the back of their minds. Even when you get a little out there, you bring up holes in the official story and likely complexities that people need to start thinking about. Anyway, keep it going!

Welfare and Unemployment
How much does the average welfare recipient receive in a lifetime? Consider. If you're paying $10 for welfare benefits and you get back $3, what favors did the government do you? You may think: hah, some deal. Conversely, if it were a great deal, not dependent on people magnifying benefits with the fear of being thrown in the streets, wouldn't the figure be posted in every government office? I soon discovered that for all the calls that we need more money for the unfortunate, most officials I contacted had no clue of what was actually the benefit per person. "Can anyone say for certain we're not spending $100,000 per person?" I would ask. "Oh, at least that," came the helpful reply, "But where and what gets to them ... " In his lifetime, a typical welfare recipient will receive $6,500 in cash and the same in food and insurance. Industry executives in groceries and insurance assured me it would cost less for them to donate the items directly or at reduced cost, and cited programs such as Food Share, where volunteers mass buy from supermarkets for distribution to low income families as models. Food share informed me that a typical food packet was at one third retail value. Similar inquiries were met with bafflement but in due course produced rough estimates. Unemployment pay averages $400 monthly for 6 months, and again happens some 3 times for an average of 3 months, making a lifetime value of $3600.

I so looked forward to Wednesdays when his column would run in the Washington Post, with a perspective that was fresh and articulate, and which skewered the "political correctness" and conventional wisdom which surround us. His book about the 1st US/Iraq war, Martyr's Day, of which there are excerpts here, is unbeatable journalism which does not really age with time. Michael supported the 2nd US/Iraq war, and in fact his life ended while he was there covering it. But another wonderful aspect of his writing was that eternity was implicit between the lines, and would peak out when he wrote about his family, or the vignettes he could capture so naturally and effectively. And for me, the eternal was also present even when he was very down to earth, for example writing about something like the Clinton/Lewinsky scandal, because he would unhesitatingly remind us that there is right and wrong in this world of ours. His work well justifies publishing this collection.

Previous Headlines Michael Ovitz has testified that the $140 million severance payment that he received after he was fired by Michael Eisner was justified because he saved the company more than that by putting out fires for the company, including, in particular, persuading Tim Allen to return to work after he had walked off the set of Home Improvement . Ovitz said that Eisner had come to him and asked him to use his skills as a onetime agent to win over the star of what was then ABC's top-rated sitcom. He said that he hosted a party for Allen and gave him a Roy Lichtenstein artwork. "I got Tim Allen back to work," he said. "He never missed another episode." Allen, Ovitz contended, represented a $250-million asset to Disney, nearly twice what he received when Eisner fired him. Ovitz's remarks were made during a deposition for a lawsuit by shareholders who claim that the Disney board failed to scrutinize Eisner's hiring and firing of Ovitz and are seeking to reclaim the money that he was paid. 14-May-04

What's a Builders' Merchant Worth?
If you are thinking about buying or selling a builders' merchant you will want to know what it's worth. The bad news is that there's no precise mathematical valuation formula. The good news is that various calculations and comparisons can be used as a guide. They fall into three categories:
  • A. calculations that attempt to value future profits or cash flow,
  • B. the famous P/E multiple, and
  • C. valuations of a business's assets - item by item.
Looking into the future
With very few exceptions the reason for acquiring a merchant is to make or boost future profits/cash flow and/or a capital gain from a subsequent sale. It follows that a formula can be applied to that future result to determine its present value. It also follows that such a valuation will be no more reliable than the projections themselves. In some cases the word 'believable' may be more appropriate than 'reliable'. The key figure is future maintainable profit (FMP). FMP is next year's profit after eliminating the effect of situations that are not ongoing (e.g. costs of property to be vacated, discontinued activities, significant one-off deals, the company's Rolls! etc.) and adjusting for new ongoing situations (e.g. new prices/costs, new facilities/services, new management etc.). Valuation calculations that use FMP include return on investment, discounted cash flow and payback. Return on investment (ROI) alerts a buyer to what the annual return on his investment will be. The return from a building society might be say 4% pa, but a buyer might want at least 25% from an acquisition with all the attendant business risks. The internal rate of return (IRR) calculation does the same sort of thing but covers many years and is useful if changes are planned. Discounted cash flow (DCF) provides the present day value of future cash flow from the acquisition. Payback is a simple calculation of how many years/months future profits are required to equal the purchase price.

SPECIAL CONSULTANT FOR
EXECUTIVE EDUCATION
Washington, D.C. The Council for Advancement and Support of Education (CASE) has named Dr. Michael J. Worth as a special consultant for executive education for a three-year period starting September 1, 2001. Dr. Worth is a professor of non-profit management and a former vice president for development and alumni affairs at The George Washington University. Worth will oversee development of a curriculum to be delivered by CASE to senior-level managers working in the areas of alumni relations, fund raising, and communications at educational institutions. The curriculum will be designed to enhance their skills as institutional leaders and executive-level managers as well as their current knowledge of educational advancement. Worth will work with CASE members and staff to identify the professional development needs of advancement executives and to translate those needs into proposals for workshops, conferences, on-line courses, and printed materials. In announcing the appointment, CASE President Vance T. Peterson said, "We have long discussed the need for more robust training opportunities for executives at educational institutions. We believe it is time for CASE to show increased overall leadership in this area."
