On behalf of Save The Bay's 20,000 members, I would like to thank Senator Chafee and the Committee for this opportunity to present testimony in support of S. 1222, the Estuary Habitat Restoration Partnership Act. Save The Bay is a member-supported nonprofit organization. Our mission is to restore and protect Narragansett Bay and its watershed. Five years ago, over 20 nonprofit organizations met to discuss the future challenges for our nation's estuaries and to set a course of action to meet those challenges. Many of our coastal areas were beginning to reap the benefits of the Clean Water Act. In Narragansett Bay, harbor seals and oysters were starting to return after decades of absence due to polluted water. Despite similar limited recoveries in many of our nation's estuaries, we shared a deep concern that many species of fish, birds and other animals were not recovering as we had expected. Also troubling, some coastal areas not previously affected by water pollution were now in serious decline. After months of inquiry and discussion, we saw that the problem with the health of our estuaries was no longer grossly polluted water, but the ongoing loss of habitat for fish, birds, shellfish and plants along our shorelines and in our watersheds. Thus in late 1994, Restore America's Estuaries was formed. It is a current partnership of 11 nonprofit organizations from Seattle to Galveston to the Gulf of Maine. Over the past four years, each organization has identified and targeted the habitat resources in its own estuary and coastal environment that are threatened and in need of restoration. Restore America's Estuaries has pledged collectively to restore one million acres of habitat to our nation's estuaries by the year 2010.

About Curtis Tarr (1924- ) Curtis W. Tarr, Lawrence's twelfth president, served the university for only six years. During that time, he negotiated the agreement and shepherded the merger of Lawrence with Milwaukee-Downer College, a move that increased the university's endowment from $7,000,000 to $20,000,000. Tarr came to Lawrence from Stanford University where he had served as a lecturer and assistant dean of humanities and science. He holds an M.B.A. from Harvard University and a Ph.D. in American history from Stanford and while at Lawrence conducted many history tutorials with individual students. Tarr served in the Army during World War II. Toward the end of his term of office, the university began to experience tensions associated with the Vietnam War and desire of students to be more involved in campus decision-making. As a result, the Lawrence University Community Council was created in 1968. President Tarr left Lawrence in 1969 to become an Assistant Secretary of the Air Force. Washington, DC, 20426 Mr. Chairman and Members of the Subcommittee: My name is Curt Hébert, Jr., and I am Chairman of the Federal Energy Regulatory Commission. I appreciate the opportunity to appear before you to discuss the Commission's hydropower licensing program. My testimony today will provide a brief overview of the hydropower licensing program, and some of the challenges it faces. I will then focus on the recommendations for improving the hydroelectric licensing process made by Commission staff in a report submitted to Congress on May 8, 2001, as required by Section 603 of the Energy Act of 2000 (the 603 Report). I fully endorse staff's recommendations. The Commission's Licensing Program The Commission currently regulates over 1,600 hydropower projects at over 2,000 dams pursuant to Part I of the Federal Power Act (FPA). Non-federal hydropower projects are required to obtain Commission authorization if they are on lands or waters subject to Congress' authority. Those projects represent more than half of the Nation's approximately 100 gigawatts of hydroelectric capacity and over 5 percent of all electric power generated in the United States. Hydropower is an essential part of the Nation's energy mix and offers the benefits of an emission-free, renewable energy source.

Henry John was the third child and second son of Gersham and Elizabeth. He was born on the 17th February 1854 in Prince Edward Island. De died on the 21st June 1922 in Westport and is buried at the Orowaiti Cemeteery in Westport. In the 1873 Almanac of the Grey District (as of Aug. 1872) Henry John was residing in Arnold Ferry. In the 1880 Directory he is listed as a miner at Inangahua Junction. By the 1893 Electoral Roll for Buller/Grey he is a miner at Westport and the same for the 1900 Directory. Charles Edward Moore Curtis On the 25th February 1847, Gersham (also spelt Gershom) was married to Elizabeth Jane Molyneux, the daughter of Henry Molyneux and Sarah Moore. (see Molyneux family for more info on her) Gersham and Elizabeth had three children while living on PEI - Mary Ellen born 6th November 1847, William George born 24th May 1849, and Henry John born 17 February 1854. At this point in time Gersham decides to leave Prince Edward Island for warmer lands. I believe land was pretty difficult to come by at this stage and there was quite a lot of shipping going between PEI and NZ about this time. Two years prior to leaving PEI Gersham's father had died and Otto and Owen Curtis, as executors of Williams estate, deeded a 5 acre parcel of land to Gersham, providing he paid four pound yearly to his mother for her support for the remainder of her life.

Mike Curtis Mike Curtis is well known for creating beautiful and inspiring wildlife sculptures in bronze. He has been sculpting the bald eagle since 1971 and is considered the foremost sculptor of this magnificent creature. His artistic and accurate renditions of the bald eagle are widely recognized as those best capturing the beauty and freedom of our nation’s proud symbol. Throughout the year, Bald Eagles dive in the lake after fish and perch in the trees near his studio. Studying eagles in the wild, Curtis observes their courtship rituals, nesting habits, and drawing their catches from the waters of the lakes and rivers. His commanding portrayals of the powerful and symbolic eagle remain unequaled. Exhibitions of Curtis sculptures include the Audubon Art Exhibition in Alaska and The National Sculpture Society in New York. His sculptures have also been exhibited in museums across the country, most notably: the Alaska Museums Tour organized by the Gulf Oil Corporation; the Leigh Yawkey Woodson Art Museum; and the Museum of the Rockies. Mike Curtis sculptures have been presented both to and by United States Presidents. He was the artist chosen by the White House to prepare a work of art, presented by President George Bush, which would symbolize the proud heritage of the United States. A Curtis sculpture was also presented to President Gerald Ford upon his retirement.
