Metropolitan News-Enterprise Thursday, January 29, 2004 Page 3 Judges Haber and Hay Will Retire in Coming Months By a MetNews Staff Writer Los Angeles Superior Court Judges Alan Haber and Margaret Hay have slated retirements from the court, the MetNews learned yesterday. Haber is retiring Feb. 9 and Hay March 31. Haber was said by a court official to be due back next week from vacation, while Hay could not be reached for comment. Haber. 60, has been a judge on the court for 18 years. Then-Gov. George Deukmejian tapped him for the bench in 1986 after he had served more than three years as a commissioner of the court. A graduate of California State University , Northridge and UCLA School of Law, Haber practiced in Los Angeles and Beverly Hills from 1969 until his election as commissioner. He initially practiced criminal law, but later concentrated and business and real estate matters. As a commissioner, he heard family law cases, and later criminal matters, in Van Nuys. Before becoming a commissioner, he was an as-needed referee. He later moved to Santa Monica and became supervising judge of the West District, a post he yielded at the beginning of this year.

    Table of Contents
  • Introduction Factors Determining Price Determing Price
  • Introduction
What is standing hay worth and what is a fair price? In recent years, standing hay has been sold for from one cent to over four cents per pound of dry hay produced. Standing hay is sometimes sold by farmers that have surplus hay, don't have hay making equipment or storage, or don't want to assume the risk of rained on hay. There is a wide variation in prices.
    Factors Determining Price
The price of standing hay is determined by many factors:
    • Supply and demand is the most significant factor. During years of drought, when hay supplies are low, standing hay will be in demand and will be worth more. During years of higher corn and soybean prices, land shifts from hay to grain production. Poorer pasture production also results in greater demand for hay.
    • The earlier the date of cutting, the better the quality, and the more standing hay will be worth per pound of dry hay. Hay cut later will be worth less per pound, but there will be more pounds.

Will Hay Will Hay's comedy genius was in combining the role of authority figure with that of the little man struggling against authority. His hopeless incompetence when placed in a job he can't possibly do makes him a sympathetic, as well as an anarchic, figure. He was seedy, greedy, idle and mean - who could fail to love him? He served a long apprenticeship in the Music Halls, gradually developing his sketch The Fourth Form at St Michael's, where his schoolmaster character took form. In 1934 he made his first feature for B.I.P. Those Were The Days an adaptation of Pinero's The Magistrate. He made two other films at the studio before moving to Gainsborough and making the films he's best remembered for. His first film for Gainsborough, Boys Will Be Boys, brought out his schoolmaster character in full but it wasn't until Windbag the Sailor that he was united with Graham Moffat and Moore Marriott as his sidekicks Albert (the fat boy) and Harbottle (the old one). This teaming hit the heights in Oh, Mr Porter!

Hay Storage - Planning and Design Guidelines
Planning the storage Building design Structural design Highest quality hay is required for the export market. This applies both to processed and feed hay. A good weather-tight hay storage is required to maintain the desired quality. Both structural and functional design are essential to a quality hay storage. This is not to imply that a good quality storage will not benefit any hay producer or user.
Structurally, the hay storage building must resist the forces of nature; wind loads that tend to blow the building over, or remove the roof, and snow loads. Functional design implies weather tightness, convenience of access and hay handling, and the proper type of base to prevent spoilage of hay at the floor.
Functional design relates to the following topics:
    • Site selection
    • Base material and site preparation
    • Roads and access
    • Drainage and snow control
    • Fire separation and safety
    • Building design for weather protection
    • Ventilation and condensation control

    Planning the Storage
    Size and shape

Capacity of a hay storage building can be estimated by allowing 160 - 190 kg/m (10 - 12 lb/ft ) for "regular" density bales, and 1.5 to 1.7 times this amount for high density bales. On this basis, allow 1.1 - 1.25 m

Will Hay December 6 April 18 ) was a British comedian and actor and amateur astronomer . He was born in Stockton-on-Tees Cleveland England He had a relatively brief screen career: by the time he made his first film he was in his mid-40s and an established music hall artist , and his last role came less than a decade later. But between and he was a prolific and popular film comedian. He was credited on several films as a writer or co-ordinator, and was arguably the dominant 'author' of all the films in which he appeared, in that they were built around his persona and depended on the character and routines he had developed over years on the stage He worked at Elstree, then Gainsborough, then Ealing; the Gainsborough period was the most consistently successful, particularly when he worked with the team of Marcel Varnel director Val Guest and Marriott Edgar (writers), and Moore Marriott and Graham Moffatt (supporting cast) - as on the railway film Oh Mr Porter! ). Just as Tony Hancock , in some ways a descendant of Hay, would later cut himself off from sidekick Sid James , Hay felt impelled to break up the partnership with Moffatt and Marriott and was, likewise, never quite the same again, although The Goose Steps Out for Ealing (1943) was an effective anti- Nazi piece of slapstick Aside from his day job as a comedian, Hay was a dedicated and respected amateur
