PLAINS, Georgia (CNN) Former U.S. President Jimmy Carter said Thursday that NATO's bombardments of Yugoslavia have failed to achieve the alliance's stated goals, and have unleashed "horrible destruction" on Serb civilians. "I just hate to see us continue to destroy the lives of totally innocent civilians in Serbia in a fruitless effort," he said on CNN's "Larry King Live." He called the air campaign "well-intentioned but counterproductive." In a harsh assessment of NATO, Carter said the alliance should have begun preparing for a ground invasion of Kosovo immediately after Operation Allied Force began "to make sure that (Yugoslav President Slobodan Milosevic) knew we meant business."
Carter: Ground troops better than bombing
Carter said sending ground troops into Kosovo would be "a better option" than the bombing he blames for hurting the people of Serbia but not Milosevic. He said he became alarmed when the bombing shifted from military targets to roads, bridges, and water supplies.

Have We Forgotten the Path to Peace?
By JIMMY CARTER New York Times 5/27/99 After the cold war, many expected that the world would enter an era of unprecedented peace and prosperity. Those who live in developed nations might think this is the case today, with the possible exception of the war in Kosovo. But at the Carter Center we monitor all serious conflicts in the world, and the reality is that the number of such wars has increased dramatically. One reason is that the United Nations was designed to deal with international conflicts, and almost all the current ones are civil wars in developing countries. This creates a peacemaking vacuum that is most often filled by powerful nations that concentrate their attention on conflicts that affect them, like those in Iraq, Bosnia and Serbia. While the war in Kosovo rages and dominates the world's headlines, even more destructive conflicts in developing nations are systematically ignored by the United States and other powerful nations. One can traverse Africa, from the Red Sea in the northeast to the southwestern Atlantic coast, and never step on peaceful territory. Fifty thousand people have recently perished in the war between Eritrea and Ethiopia, and almost two million have died during the 16-year conflict in neighboring Sudan. That war has now spilled into northern Uganda, whose troops have joined those from Rwanda to fight in the Democratic Republic of Congo (formerly Zaire). The other Congo (Brazzaville) is also ravaged by civil war, and all attempts to bring peace to Angola have failed. Although formidable commitments are being made in the Balkans, where white Europeans are involved, no such concerted efforts are being made by leaders outside of Africa to resolve the disputes. This gives the strong impression of racism.

INTRO
My love of cemeteries began when I was a child. The neighborhood I grew up in used to be a farm. There was a small family plot down a path through the woods. Some of my earliest memories are of walking to that cemetery with some friends, checking out the 2 cabin ruins along the way. I don't remember there being more than about 10 markers, some wooden and some stone. I don't recall if they were legible or not. Later on, the land was developed, but the cemetery remained, down a little path, between two lots. Maybe someday I'll go back and get pictures if anything remains. Saturday, February 02, 2002 Well, I've redesigned the front page, finally. I do have pictures from Europe that I will post soon. I also want to redesign ALL of the inner pages of this site. *sigh* We'll see how quickly everything gets done.

A Time to Heal Our Nation
By Gerald Ford and Jimmy Carter The New York Times Op-Ed, Monday, December 21, 1998 It is proverbial that old men plant trees as an act of faith, precisely because they know they won't themselves live to sit under the shade. In this spirit, we believe the time has come to put aside political differences and plant seeds of justice and reconciliation. There is precedent for this, for during our Presidencies each of us made difficult and controversial decisions in efforts to heal national divisions - the pardoning of President Richard Nixon and the granting of amnesty for those who had avoided the Vietnam draft. In the wake of President Clinton's impeachment by the House of Representatives, America once again suffers from a grievous and deepening wound. Our people are angrily divided. Our political institutions are called into question. Public confidence erodes under waves of personal smearmongering. Against such a backdrop of inflamed emotions, we are convinced that the public good requires a prompt and fair resolution of the impeachment issue. While our acts of pardon or clemency are not directly analogous to the decision pending before the Senate, how that body resolves the issue can have similar benefits of healing and finality. Fortunately, Senate procedures, through their flexibility and freedom, provide the means to end this national ordeal in ways that can uphold the rule of law without permanently damaging the Presidency. Before the Senators make history, we hope they will first turn to history for help in devising what would be, in effect, a unique punishment for a unique set of offenses.

The former president has won more respect for his recent statesmanship than he ever did during his White House years. When, in 1977, James Earl Carter Jr blew into Washington DC "like a Southern breeze", the 39th President of the United States symbolised a bright, new future. It wasn't all smiles during his presidency
He'd emerged from the obscurity of a peanut farm in his native Georgia as a man of honesty, armed with the slogan "Trust Me". With the country still reeling from the Watergate scandal, this platform had much appeal. With unprecedented informality, he insisted on being called Jimmy, and he and his wife Rosalynn walked hand-in-hand from Capitol Hill to the White House on inauguration day. Yet, Jimmy Carter was dumped from the presidency after serving just one four-year term, the first elected president to be defeated in office since 1932.

Carter was on King's show to talk about his new book, "An Hour Before Daylight: Memories of a Rural Boyhood." He also took the opportunity to discuss the 2000 presidential election and his thoughts on George W. Bush. When he was young, the former president recalled, his whole existence was based around the family farm in Plains, Georgia. Though the community was segregated, it was close-knit, he explained.
