    Yemen is important to world energy markets because of its oil and natural gas resources as well as its strategic location at the Bab el-Mandab strait linking the Red Sea and the Gulf of Aden, one of the world's most active shipping lanes. Note: The information contained in this report is the best available as of May 2003 and can change. GENERAL BACKGROUND
    Yemen's government continues to implement an economic reform program which it agreed to in 1995 as a condition for lending from the International Monetary Fund (IMF). The program includes banking reform, privatization of state-run industries, major infrastructure investment, and reduction or elimination of government subsidies, including wheat, flour, gasoline, and electricity. Yemen's economy has benefited from relatively high oil prices over the last year, which increased its hard currency receipts and remittances from Yemeni workers in the wealthier Persian Gulf countries. Oil income makes up about 70% of total Yemeni government revenues. Yemen's real gross domestic product grew 3.4% in 2002, and it is projected to grow 4.1% in 2003. Security remains a major concern of foreign firms doing business in Yemen, particularly after the French-flagged tanker Limburg was attacked off the coast of Yemen in October 2002. The Canadian oil company Nexen, which operates the ash-Shihr oil export terminal, agreed in Januray 2003 to provide assistance to the Yemeni government in improving security. Kidnappings of foreigners, including oil workers, have been a problem. Besides kidnappings, there have been periodic attacks on an oil pipeline in the Marib region of eastern Yemen, which is operated by U.S.-based Hunt Oil.

    The Atmospheric Chemistry Program (ACP) is a Global Change Research program sponsored by the Environmental Sciences Division of the U.S. Department of Energy (DOE)
    The overall objective of the ACP is to provide DOE with advanced information on the atmospheric environment that is required for long-range energy planning. The research is carried out primarily at four DOE laboratories and approximately twelve universities and non-DOE labs. The thrusts of this research are on regional and continental chemistry and fate of tropospheric air pollutants, extracontinental and global chemistry and fate of tropospheric air pollutants, and aerosol genesis. Laboratory studies emphasize rate and equilibrium processes. Field studies are conducted with aircraft and surface measurements on reaction chemistry, advective influences on the chemical composition of chemistry, and air-surface exchange processes. Modeling efforts address both chemistry and dynamics on regional and global scales.
