Blackboard U.S. Census of Population and Housing The U.S. Census of Population and Housing is conducted every ten years by the U.S. Census Bureau, dating back to 1790. The census is designed to measure characteristics of the civilian, noninstitutionalized population of the United States. Data and statistics from the census are available in a variety of forms (including some that are not very "user friendly", i.e., they take a certain amount of skill to use them) and in a variety of places. Census data held locally at Trinity are available in print or on DVD's/CD-ROM's. There are also a number of online places where census data can be obtained. The availability and the content of census data and statistics vary depending upon which year the census was conducted. The decennial U.S. Census of Population and Housing is not the only "census" conducted by the U.S. Census Bureau. The Census Bureau also conducts an economic census, among many other surveys.

Overview
The Census of Population and Housing, or Decennial Census actually is two Censuses taken concurrently. The Census of Population , taken every ten years since 1790, counts the number of people and some personal, social, and economic characteristics. The Census of Housing , taken since 1940, counts the number of residential dwellings and selected physical and financial characteristics. Uses
  • Reapportionment - the U.S. Constitution requires the use of Census data in determining the number of seats each state has in the House of Representatives.
  • Redistricting - Census data is used to determine voting district boundaries with States.
  • Government agencies, businesses, social, and non-profit organizations use Census data to determine need and best locations for services. Additional information on government uses of Census Data can be found in Preparing for Census 2000: Questions Planned for Census 2000: Federal Legislative and Program Uses
Availability of Data Preliminary Data is released within a year of the Census. National and state level summary data are released first. Detailed data and data for smaller geographic areas are released over time.

Data description
The Profiles of General Demographic Characteristics data are released as individual files for each of the 50 states, the District of Columbia, and Puerto Rico, as well as for all 50 states combined (Part 61) and for the entire United States (Part 60). The files contain the 100-percent data, which is the information compiled from questions asked of all people and about every housing unit. They provide various demographic, social, economic, and housing characteristics for the U.S., regions, divisions, states, counties, minor civil divisions in selected states, places, metropolitan areas, American Indian and Alaska Native areas, Hawaiian home lands and congressional districts, thus including a total of 71 population and 25 housing data items.

    Two questionnaires were used when the Census was conducted on April 1, l990. A short form with population and housing items was sent to each household in the United States. The long form with additional questions was sent to 17% of all housing units. Copies of the questionnaires appear in 200 Years of U.S. Census Taking [Entry 1] , most 1990 Census publications, and the 1990 Census Users' Guide [Entry 2]. The electronic data collection presented here was compiled by the Inter-university Consortium for Political and Social Research (ICPSR) under a grant from the National Science Foundation. The data selection was carried out under guidelines developed by the American Historical Association and reflect an interest in political and economic analyses.

Article I, Section 2, of the United States Constitution required in 1787 that Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three-fifths of all other Persons. The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. In subsequent decades, the practice of "Service for a Term of Years" died out. "Indians not taxed" were those not living in settled areas and paying taxes; by the 1940's, all American Indians were considered to be taxed. The Civil War of 1861-65 ended slavery (abolished legally through the 13th Amendment in 1865), and the 14th Amendment to the Constitution, ratified in 1868, officially ended Article I's three-fifths rule. Thus, the original census requirements were modified Direct taxation based on the census never became practical
