E-Mail This Article Published on Sunday, April 27, 2003 by Inter Press Service U.S. Undermining Arms Control - Experts by Thalif Deen UNITED NATIONS - The United States is undermining the international disarmament regime by abandoning multilateralism in favor of unilateralism, according to senior U.N. officials and U.S. arms control experts. After its runaway military victory over Iraq , Washington has publicly rebuffed both the International Atomic Energy Agency (IAEA) and the U.N. Monitoring, Verification and Inspection Commission (UNMOVIC) - the only U.N. bodies legally mandated to declare whether or not Iraq possesses weapons of mass destruction (WMD).
Was a bloody and costly pre-emptive war against Iraq the only option left? Does it provide a model for denying other states access to weapons of mass destruction? No. The war with Iraq sets a perilous precedent and a flawed formula for dealing with other global proliferation challenges.

Decision making
The President has delegated most aspects of decision making to the State Department
Executive branch
Within the State Department the responsible agency is the Office of Defense Trade Controls (DTC). The Office of Defense Trade Controls controls the export and temporary import of defence articles and services by taking final action on licence applications and other requests for approval for defence trade exports and retransfers, and handling matters related to defence trade compliance, enforcement and reporting. The responsibilities of DTC include:
  • Maintaining the Register of US legal entities entitled to manufacture and/or trade in munitions list items;
  • Issuing licenses;
  • Notifying Congress of export cases of particular military significance or crossing certain thresholds specified in legislation;
  • Coordinating with other government agencies to ensure compliance with the AECA and ITAR;
  • Providing education, training and guidance to the US defence industry on compliance with AECA and ITAR;
  • Providing education, training and guidance to foreign countries that request assistance in establishing export control systems.

    Barry M. Blechman is Vice President of the Roosevelt Center for American Policy Studies in Washington. He was Assistant Director of the Arms Control and Disarmament Agency from 1977 to 1980. Janne E. Nolan is a Washington-based foreign affairs and defense consultant who also served with ACDA during the Carter Administration.

    Once again there has been a long and bitter fight in the Senate over the President's nominee for Director of the Arms Control and Disarmament Agency. Like Paul Warnke in 1977, Kenneth Adelman has now been confirmed, but by such a narrow margin-and with such substantial political baggage-as to cripple his ability to manage the agency and promote its objectives. The Adelman dispute is only the latest chapter in the agency's stormy history. Born in controversy in 1961, ACDA has been a headache for every President since John F. Kennedy. Repeatedly purged, always distrusted, criticized by its friends, savaged by its enemies, the agency has been the center of turmoil and discord for more than 20 years. These controversies reached new peaks of viciousness in the 1980s, however, and after cuts of nearly one-fourth in the agency's staff and one-half in its research budget, the firing of Eugene Rostow, the first director appointed by President Reagan, delays of two years or more in appointments to most of its executive positions, and the present director's inauspicious beginning, there is little question that ACDA is in no position to fulfill its responsibilities effectively.

    Program Information The Program in Arms Control, Disarmament, and International Security (ACDIS) is an interdisciplinary, research, teaching, and public service program at the University of Illinois . Established in 1978, the program's primary areas of focus are: energy uses of technology and security; South Asia; democratization in Russia and Eastern Europe; globalization; human rights; and military history. ACDIS is a unit of International Programs and Studies and receives funding from the State of Illinois, private foundations, and federal government agencies. ACDIS maintains a research library, organizes seminars, workshops, and conferences, and produces and distributes a variety of publications featuring faculty and student research.     Bureau of Arms Control
    The Bureau of Arms Control, headed by Assistant Secretary Stephen G. Rademaker , is responsible for developing policy in the areas of conventional, chemical/biological, and nuclear forces, for supporting arms control negotiations, for implementing existing agreements in these areas, and for advising the Secretary on related national security issues such as nuclear testing and missile defense. The Bureau of Arms Control leads efforts to negotiate new arms control agreements, such as the May 2002 Moscow Treaty on strategic offensive reductions, as well as ongoing efforts in the Geneva Conference on Disarmament (CD). This Bureau also has the equally important task of implementing a large number of existing agreements, including INF, START, Moscow Treaty, CWC, and BWC. The Bureau has the lead for negotiations, implementation, and policy development related to the Treaty on Conventional Armed Forces in Europe (CFE), Confidence and Security-Building Measures (CSBMs)* in the OSCE, the Treaty on Open Skies, arms control elements of the Dayton peace accords, and other European conventional arms control issues. Moreover, the Bureau supports the Secretary and Under Secretary (T) on issues and efforts with other countries related to strategic stability. NOTE : In early 2004, the Confidence and Security Building Measures office was moved from the Bureau of Political-Military Affairs to the Bureau of Arms Control.
