Many years later. But that was a nice introduction, Al, that was so much nicer than an introduction I had recently in Indianapolis where someone told about the time that I had spent with Rumsfeld. I actually worked with him three times in my life, and with Cheney, and with my membership on the Defense Policy Board today, and he got very carried away, and so he said to the audience, “So, listen up very closely: for the latest dope from Washington, here’s Ken Adelman.” Sometimes it doesn’t come out right, and sometimes I think it’s a factor of translation.

The most immediate challenges to world security arise from long-standing conflicts in the Middle East, South Asia, and on the Korean Peninsula, where states already possess or are pursuing nuclear weapons. George Perkovich of the Carnegie Endowment for International Peace argued that the "operational objective" in dealing with all nonproliferation cases is to prevent the use of nuclear weapons, followed closely by the need to make sure nuclear materials are not passed or leaked to terrorists. Robert Gallucci, Robert Einhorn, and Daniel Poneman all offered proposals on how to accomplish these goals for North Korea and Iran. Senator Biden warned that Washington must not simply focus on other states' behavior. He said that U.S. research into new nuclear weapons sends the wrong message to other capitals. Biden declared, "Our search for new nuclear weapons has an aura of mindless devotion to nuclear war."

US-China arms control talks continue
High-level US-China discussions on a range of arms control and non-proliferation issues have been continuing, with an early November visit to Beijing by Under-Secretary of State Lynn Davies. See last issue for an account of the visit of John Holum, Director of the Arms Control and Disarmament Agency - and next issue for an account of the visit of Secretary of State Warren Christopher, and a full US-China summit. After two days of talks (4-5 November), including meetings with Foreign Minister Qian Qichen and Vice Foreign Minister Li Zhaoxing, Davies commented: "We have been encouraged by the steps that China is taking and the positive moves we have been able to make here..." During the visit, China repeated its criticism of US arms sales to Taiwan. According to government spokesperson Chui Tiankai (5 November): "For us, the most sensitive issue is that the United States has violated agreements on selling weapons to Taiwan... We have repeatedly voiced our concern to the US side and hope it will pay attention." Davies retorted, during her 5 November press conference: "I reiterated the US commitment to the one-China policy and that our arms sales are in line with that." It was reported that the agenda of the discussions included India's rejection of the Comprehensive Test Ban Treaty; North Korea; possible civil nuclear cooperation between the US and China; and China's policy on the export of nuclear-related technology and missiles.

White House Fact Sheet 'Reinventing STATE, ACDA, USIA and AID,' White House Fact Sheet, 18 April 1997' Full text "'The era of big government is over.' - Bill Clinton President Clinton's plan brings an end to bureaucracies originally designed for the Cold War, streamlines the Executive Branch's policy-making process, and enhances our nation's ability to meet the growing foreign policy challenges of the 21st century. It puts matters of international arms control, sustainable development, and public diplomacy where they belong, at the heart of our foreign policy within a reinvented Department of State. It incorporates key lessons from the private sector. The Plan: The State Department will undertake a new round of internal reinvention to incorporate new organizations and to manage new responsibilities. This reinvention will make the new State Department more effective and efficient and better able to defend American interests and promote American values abroad. The Arms Control and Disarmament Agency will be fully integrated with State within one year by merging both agencies' related arms control and nonproliferation functions. The ACDA Director will be double-hatted as the Under Secretary of State for Arms Control and International Security Affairs, and then the two positions will be merged as Under Secretary/Senior Advisor to the President and Secretary of State, which will be able to communicate with the President through the Secretary of State. ACDA's unique advocacy role will be preserved and the policy process supporting those efforts will be strengthened through additional interagency responsibilities. Along with ACDA's technical and policy expertise, its verification, compliance, and legal functions will be preserved.

The Presidential Library system is made up of ten Presidential Libraries and one Presidential Project. These nationwide facilities are overseen by the Office of Presidential Libraries within the National Archives and Records Administration, located in Washington, D.C.
