History
Proposals to coordinate the activities of the military services were initially considered by Congress in . Specific plans were put forth in by the Army , the Navy , and the Joint Chiefs of Staff . In a special message to Congress on December 19 , President Harry Truman proposed creation of a unified Department of National Defense. A proposal reached Congress in April , but was held up by the Naval Affairs Committee held hearings in July 1946 due to objections to the concentration of power in a single department. Truman eventually sent new legislation to Congress in February , where it was debated and amended for several months.

W elcome to the United States District Court for the Eastern District of New York. The Eastern District has 14 Active Judges, 6 Senior Judges and 13 Magistrate Judges. The district comprises the counties of Kings, Nassau, Queens, Richmond, and Suffolk and concurrently with the Southern District, the waters within the counties of Bronx and New York. The Eastern District has a population of eight million people. The main courthouse, located at 225 Cadman Plaza East, is in the civic center of Brooklyn and is directly adjacent to Brooklyn Heights, the first Historic District named as such in the City of New York. Only a short distance from the courthouse's current location is the site of Gen. George Washington's escape to Manhattan during the American Revolution, an escape that ensured a later victory for his army. Cadman Plaza, itself was named after Samuel Parkes Cadman, a popular Brooklyn Minister in the early twentieth century who was one of the first to use radio as means to reach his audience.

's editors first treated the subject of nursing as a stand-alone topic in the Ninth Edition (1875-89), some 15 years after Florence Nightingale had established the first school of nursing, the Nightingale School for Nurses, in London. In the Ninth and Tenth (1902-03) editions, the article was unsigned and probably compiled by the editors. For the Twelfth Edition (1922), the Scottish social-welfare worker and writer Elizabeth Sanderson Haldane discussed the nursing profession in the United Kingdom; the remainder of the article was signed "(X.)," a designation that signified anonymous authorship. It is worth noting that the entire article on Nursing took up not quite three pages, while Nomographymethods of graphic calculationcovered nearly six. In 1926, the year of publication of the Thirteenth Edition, Haldane's article had been replaced with a piece by Emily E. MacManus, matron of the Royal Infirmary, Bristol, and Lillian D. Wald had been enlisted to write about the profession of nursing in the United States. By this time Wald, who had been active in the field of nursing since the mid-1890s, had in effect established the profession of public health nursing.] The rapid development of the nursing profession in the United States has been due in large measure to the three national nursing organisations established by the nurses themselves, in the belief that they were responsible for the ethics, standards and educational developments of their profession.

E ighty-eight printed manuscripts, 5 February 1862 - 7 March 1866, General Orders and Circulars from the Department of the South, United States Army, deal primarily with the organization and administration of the military command of Brig. Gen. Rufus Saxton of the sea islands of South Carolina. General Orders No. 7, 22 August 1862, addresses "the hope of correcting a deplorable evil," bigomy among the freedmen. "Any negro claiming to have, or charged with having more than one wife, is required to confine himself to, and, if need be, support that one to whom he has been lawfully married. If no such marriage has ever been celebrated, he will select that one of his so-called wives who is the mother of his children, if any he have; and, after a marriage service duly performed by some Minister of the Gospel, take her to himself as his own sole lawful wife." Thereafter, all infractions "will be liable to arrest and imprisonment." On 18 October 1862, General Orders No. 10 decreed "the 1st Regiment of South Carolina Volunteers will be organized as soon as possible." Encouraging enlistments, the order states that by an act of Congress "all slaves of rebel masters who enter into the service of the United States, are forever free." Recruits were to report to the regimental headquarters at Smith's plantation. However, General Orders No. 17, dated 8 March 1863, revealed a lack of volunteers and invoked a draft of "every able-bodied freedman in this department, between the ages of eighteen and fifty years." By 16 August 1864 "great numbers of unemployed colored men and deserters hiding about to avoid labor or service" would cause General Orders No. 119 to be published. It outlined punishment for shirkers and provided provisions for plantation superintendents placing such persons under arrest.

Alcohol U.S. ARMY "PROHIBITION", 1890-1953 In 1890 Congress imposed limited prohibition on the Army by banning intoxicating beverages to enlisted men at military posts located in states, territories, or counties with local prohibition laws. However, the Army considered beer and light wines to be non-intoxicating and thus allowed their sale and consumption in post canteens at the discretion of post commanders. Congress then expanded Army prohibition with the so-called Canteen Act of 1901, which forbade "the sale of, or dealing in, beer, wine or any intoxicating liquors by any person in any post exchange or canteen or army transport or upon any premises used for military purposes by the United States." The Secretary of War duly reported that the force and effect of this law had been carried out, and Army Regulations contained this particular prohibition statement for the next fifty years. In practice, however, the Army defined "intoxicating" beverages, as those containing "an appreciative quantity of alchohol." When America entered World War I, Congress extended alcoholic prohibition beyond the Army's post boundaries. Section 12 of the Selective Service Act of 18 May 1917 prohibited intoxicating beverages "in or near military camps," which the War Department implemented by establishing a prohibition zone five miles wide around each post. Meanwhile, the same law made it illegal anywhere to sell intoxicating beverages to a member of the armed forces
