Intelligence Authorization Act for Fiscal Year 2000 (Engrossed Senate Amendment)
SEC. 312. REPORT ON LEGAL STANDARDS APPLIED FOR ELECTRONIC SURVEILLANCE.
    (a) REPORT- Not later than 60 days after the date of the enactment of this Act, the Director of Central Intelligence, the Director of the National Security Agency, and the Attorney General shall jointly prepare, and the Director of the National Security Agency shall submit to the appropriate congressional committees a report in classified and unclassified form describing the legal standards employed by elements of the intelligence community in conducting signals intelligence activities, including electronic surveillance. (b) MATTERS SPECIFICALLY ADDRESSED- The report shall specifically include a statement of each of the following legal standards:
      (1) The legal standards for interception of communications when such interception may result in the acquisition of information from a communication to or from United States persons.
        (2) The legal standards for intentional targeting of the communications to or from United States persons.

STANFORD A broadening alliance of people on the left and right of the political spectrum think it's time to abolish the U.S. Central Intelligence Agency, two speakers said Feb. 1 at a Stanford University conference on national security. While they disagreed on what intelligence policies the United States should have, Larry Bensky, an international affairs correspondent for Pacifica Radio, and M. Carling, a research assistant at the Hoover Institution, agreed that the CIA has not done a good job and obstructs the development of an open, coherent international security policy. Their discussion was part of a day-long student-organized conference on "Redefining National Security" sponsored by the Haas Center for Public Service. Carling said the CIA's covert operations have all been unsuccessful and undertaken for the wrong reasons - "not to enhance effectiveness" but to make it easier for the president and other policymakers to avoid making unpopular policy decisions in public. The agency was successful in installing the shah in Iran precisely because it was not a covert action, he said.

Dear Dr. Rice:
It is becoming clear that the ill treatment and torture of prisoners by the U.S. military in Iraq were not limited to isolated incidents, but reflected, in the words of the U.S. army’s own inquiry, “systemic and illegal abuse of detainees.” The brazenness with which the U.S. soldiers involved conducted themselves suggests they thought they had nothing to hide from their superiors. The reported role of U.S. intelligence officers in encouraging such treatment to “soften up” detainees for interrogations, combined with earlier reports of similar abuses in Afghanistan, suggests a much wider problem that must be addressed.

In the wake of the tragic events of September 11, the Bush Administration has embarked upon a military adventure which threatens the future of humanity. This is the largest military operation since the Second World War. According to the Pentagon, a quarter of a million troops, made up of the various coalition forces, will be involved in the invasion of Iraq. Sophisticated deadly high tech "star wars" weapons are to be used. The US does not exclude the use of nuclear weapons, as a basis for self defense, In fact, the Bush administration has stated that the "mini-nukes", so-called tactical nuclear weapons do not harm civilians.
