The Central Intelligence Agency: A Short Primer
The Central Intelligence Agency of the United States (CIA)is one of several organizations responsible for gathering and evaluating foreign intelligence information vital to the security of the United States. It is also charged with coordinating the work of other agencies in the intelligence community, including the NATIONAL SECURITY AGENCY and the Defense Intelligence Agency. It was established by the National Security Act of 1947, replacing the wartime Office of Strategic Services. Its first director was Adm. Roscoe Hillenkoetter. The CIA's specific tasks include: advising the president and the NATIONAL SECURITY COUNCIL on international developments; conducting research in political, economic, scientific, technical, military, and other fields; carrying on counterintelligence activities outside the United States; monitoring foreign radio and television broadcasts; and engaging in more direct forms of INTELLIGENCE GATHERING. Throughout its history the CIA has seldom been free from controversy. In the 1950s, at the height of the cold war and under the direction of Allen Welsh DULLES, its activities expanded to include many undercover operations. It subsidized political leaders in other countries; secretly recruited the services of trade-union, church, and youth leaders, along with business people, journalists, academics, and even underworld leaders; set up radio stations and news services; and financed cultural organizations and journals.

1977 Senate Hearing on MKULTRA by U.S. Senate Perhaps most disturbing of all was the fact that the extent of experimentation on human subjects was unknown. The records of all these activities were destroyed in January 1973, at the instruction of then CIA Director Richard Helms. In spite of persistent inquiries by both the Health Subcommittee and the Intelligence Committee, no additional records or information were forthcoming. And no one no single individual could be found who remembered the details, not the Director of the CIA, who ordered the documents destroyed, not the official responsible for the program, nor any of his associates. A Study of Assassination: A CIA Manual by CIA Assassination is a term thought to be derived from "Hashish", a drug similar to marijuana, said to have been used by Hasan-Dan-Sabah to induce motivation in his followers, who were assigned to carry out political and other murders, usually at the cost of their lives. Admissions and Omissions: The CIA in Guatemala by Linda Haugaard The president's advisory Intelligence Oversight Board (IOB) report on human rights cases and the ClA's role in Guatemala, released on June 28, shows that the CIA knowingly hired paid informants who were involved in assassinations, kidnappings and torture. The report also asserts that U.S. support was "vital" to the Guatemalan intelligence services.

February 6, 2004 Executive Order Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows: Section 1. Establishment. There is established, within the Executive Office of the President for administrative purposes, a Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction (Commission). (b) With respect to that portion of its examination under paragraph 2(a) of this order that relates to Iraq, the Commission shall specifically examine the Intelligence Community's intelligence prior to the initiation of Operation Iraqi Freedom and compare it with the findings of the Iraq Survey Group and other relevant agencies or organizations concerning the capabilities, intentions, and activities of Iraq relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of Weapons of Mass Destruction and related means of delivery.

Fourth public hearing of the National Commission on Terrorist Attacks Upon the United States
Intelligence and the War on Terrorism
The Commission heard testimony from two sets of witnesses on leadership of U.S. intelligence, intelligence and national security policy, and the effectiveness of warning against transnational threats. Among the six witnesses testifying was former Secretary of Defense and Director of Central Intelligence James R. Schlesinger and former Deputy Secretary of Defense and Director of Central Intelligence, John M. Deutch. In announcing the hearing, the Commission's Chair, Thomas H. Kean, said: "How to improve the effectiveness of the Intelligence Community against the terrorist threat is one of several areas Congress mandated our commission review. We are considering several ways of strengthening it, including the question of whether the United States should establish a Director of National Intelligence. We have invited several eminent former and current public officials to share their experience and expertise with us at this open hearing." "We also want to know," added Vice Chair Lee H. Hamilton, "how our government prepares warnings about attacks-both as it took place before September 11th and today."

Tenth public hearing of the National Commission on Terrorist Attacks Upon the United States
The National Commission on Terrorist Attacks Upon the United States held its tenth public hearing April 13-14, in Washington, DC. The two-day hearing examined the performance of law enforcement and the Intelligence Community prior to September 11 and evaluated post-9/11 reforms in these areas. The Commission heard from current and former top-level officials from our nation’s law enforcement and intelligence communities. Attorney General John Ashcroft, Director of Central Intelligence George J. Tenet, and FBI Director Robert S. Mueller III testified before the Commission, as well as former Attorney General Janet Reno, former FBI Director Louis J. Freeh, and former Acting FBI Director Thomas J. Pickard. In addition to witness testimony, four staff statements were delivered during the course of the proceedings. In announcing the hearing, Commission Chair, Thomas H. Kean stated: “This hearing will focus on four important questions: How was our government structured before 9/11 to address the terrorist threat inside the United States? What was the threat in 2001 and our government’s response to it? How did the Intelligence Community address the threat? What reforms have been taken since 9/11 to respond to the terrorist threat inside the United States, and what have these reforms achieved? These questions are at the core of the Commission’s mandate.”

The CIA was created in 1947 by President Harry S. Truman as a component of the National Security Act, which also created the Defense Department and the National Security Council. Truman wanted an agency that would collect, synthesize, and analyze information about other nations, especially America’s enemies, so that the United States would never again be caught off guard as it had been when the Japanese bombed Pearl Harbor in December 1941. Intelligence gathering did not begin with the CIA’s creation, however. In fact, the United States had conducted espionage as far back as the Revolutionary War, and the first formal intelligence agencies, which were run by the military, were created in the 1880s. In addition, during World War II, President Franklin D. Roosevelt established the Office of Strategic Services (OSS), which was charged with collecting intelligence and engaging in covert action. The OSS, however, was abolished when World War II ended.
As Truman envisioned it, the CIA’s job was to coordinate the nation’s intelligence activities and correlate, evaluate, and disseminate intelligence that affected national security. In essence, the CIA works for the president, assisting the administration in making foreign policy decisions. Very quickly, the CIA became America’s front line in its war against communism. During the Cold War, the CIA was charged with monitoring Soviet weapons capabilities using spy planes, ships, and satellites. The agency also planned covert operations in an attempt to influence the political processes in Communist countries.
