The United States Army Corps of Engineers continues to support FEMA, DoD and the nation in the disaster recovery mission in New York City and at the Pentagon through the execution of USACE's emergency Support Function #3, Public Works and Engineering mission. As of 0900 yesterday morning, 79 USACE deployed personnel from around the Corps continue to support the FEMA mission in New York City. This is a reduction from 95 from the 27 SEP update.Every Corps division is represented among the 79, as are the labs. Fifty personnel now augment the headquarters, a reduction of ten from 27 SEP. Twenty-five of the 50 in the headquarters support role have been provided by the United States Army Reserve Command. The number of reservists is expected to continue to rise in the coming weeks to support a variety of USACE requirements around the nation. Two of the 50 are 249th soldiers performing maintenance on the emergency generators supporting Pentagon recovery operations. The Emergency Support Team mission is complete. Disaster Field Offices are at Pier 90, Manhattan, NY, and at Arlington, VA. Current USACE missions in New York City include debris removal planning, dredging, and structural safety assessment and technical assistance.

    Kenneth David Nichols
Major General, United States Army From a contemporary press report: Kenneth David Nichols, 93, a retired Army Major General who as a civil engineer helped build plutonium- and uranium-producing facilities for the atomic bomb, died of respiratory failure February 21, 2000 at the Brighton Gardens retirement home in Bethesda, Maryland. General Nichols was also an important figure in the development of guided-missile technology, efforts to establish a national defense against nuclear attack and advances in peacetime uses of atomic energy. In the summer of 1942, General Nichols was reassigned from a combat unit to a special Army Corps of Engineers' organization set up by President Franklin D. Roosevelt to produce an atomic bomb. After taking part in initial organizational meetings, he rose to district engineer, reporting directly to General Leslie R. Groves, commanding general of the effort, which was code-named the Manhattan Project. As pressure mounted to complete the atomic bomb at the earliest possible date, General Nichols supervised research for the production of certain nuclear materials and the construction of atomic installations and related facilities in Oak Ridge, Tennessee, and Hanford, Washington. While involved in the construction of electromagnetic plants, schools, commercial buildings and barracks, among other projects, he also drafted a policy position on the exchange of atomic information between nations.

    Manhattan Project History
    The Manhattan Engineer District
    The Beginning
"On the day I learned that I was to direct the project which ultimately produced the atomic bomb, I was probably the angriest officer in the United States Army." - Leslie Groves The summer of 1942 proved to be troublesome for the fledgling bomb project. Col. James C. Marshall, with the Syracuse, New York Army Corps of Engineers, was picked to direct the new Laboratory for the Development of Substitute Metals (DSM). Marshall immediately moved from Syracuse to New York City where he set up the Manhattan Engineer District, established by general order on August 13th. Marshall, like most other Army officers, knew nothing about nuclear physics. Furthermore, Marshall and his Army superiors were disposed to move cautiously. In one case, for instance, Marshall delayed purchase of an excellent production site in Tennessee pending further study, while the scientists who had been involved in the project from the start were pressing for immediate purchase. While Bush had carefully managed the transition to Army control, there was not yet a mechanism to arbitrate disagreement between the S-1 Executive Committee and the military. The resulting lack of coordination complicated attempts to gain a higher priority for scarce materials and boded ill for the future of the entire bomb project.

    History
Before the area which now comprises Oak Ridge was a small collection of farm communities in Anderson and Roane Counties: Robertsville, Edgemoor, East Fork, Bethel Valley and Wheat. These communities were by far overshadowed by their neighbors: Clinton , in Anderson County and Kingston , in Roane County. The area was chosen by the federal government as a site for developing materials for the Manhattan Project in 1942. Maj. Gen. Leslie Groves , military head of the Manhattan Project, liked the area for several reasons. Its relatively low population made acquisition affordable, yet the area was accessible by highway, rail, and water. Because the area was partitioned by ridges and valleys, it provided some natural protection against disasters at the four industrial plants planned to separate Uranium -235 from Uranium-238.
