Gertrude Himmelfarb has written a most helpful introduction to this little known work (it was not even translated into English until 1968) by the great Alexis de Tocqueville, and I rely on her for the background to the book. Visiting England in 1833, de Tocqueville was struck by the prevalence of pauperdom in this most prosperous of nations. In 1835, shortly after the first volume of Democracy in America was published, he delivered this lecture to the Royal Academic Society of Cherbourg. Himmelfarb suggests that he may have been influenced by J. B. Say's Cours d'economie politique , in which Say offered what Himmelfarb refers to as a "supply-side theory of pauperism" : England is the country that has the most havens available to the unfortunate, and it is perhaps the

orn in France to an aristocratic and monarchist family, Alexis de Tocqueville visited America at age 25 on a government mission to observe the new nation and its institutions. Impressed by what he saw, Tocqueville wrote Democracy in America in two volumes. Volume One, written in 1835, is the more optimistic of the two and was very popular in Europe since it praised the American experiment. Volume Two, written in 1840, warned against the potential for despotism and governmental centralization and applied the lessons learned in America to France. For this reason Volume Two was less popular except in England.
Why Alexis de Tocqueville is important to the ideals of freedom: Alexis de Tocqueville held that freedom, democracy, and equality would replace the monarchies and aristocracy of Europe. He viewed religion as a pillar of society and necessary for that society's goodness and well-being.

Alexis de Tocqueville (Parigi, 1805 - Cannes, 1859) frequentò il collegio di Metz, città dove il padre è prefetto.
Nel 1831 compie un viaggio negli Stati Uniti insieme all'amico Gustave de Beaumont per studiare il sistema carcerario americano, visto come modello alternativo al modello francese, considerato obsoleto.
In realtà, Tocqueville era assai più interessato al sistema politico d'oltreoceano. Infatti, al suo ritorno, dopo aver lavorato alla stesura dell'opera Del sistema penitenziario negli Stati Uniti e della sua applicazione in Francia , in collaborazione con Beaumont, si ritirò in casa dei genitori per elaborare quella che viene considerata la sua opera più importante: Della democrazia in America
Nel 1841 viene eletto membro dell' Académie Française ; nel 1849, sotto la presidenza di Luigi Bonaparte, viene nominato ministro degli affari esteri, ma si ritira dalla vita politica dopo il colpo di stato del dicembre 1851.
Nel 1858, in seguito all'aggravarsi della malattia - la tubercolosi - i cui primi sintomi si erano manifestati anni addietro, si trasferì a Cannes con la moglie, dove fu assistito dai familiari e dagli amici a lui più vicini fino alla morte avvenuta qualche mese più tardi.
Tocqueville è interessato soprattutto alla democrazia come forma di potere che permette, più di ogni altra di governare e di armonizzare i diversi interessi della società. La chiave della sua concezione politica è il principio di uguaglianza sociale come fondamento della libertà: non di un'eguaglianza economica, ma dell'uguaglianza nella vita pubblica indipendente dalle differenze individuali di status e di ricchezza.

L'immense retentissement de cet ouvrage lui valut d'être élu à trente-trois ans à l'Académie des sciences morales et politiques puis, en 1841, à l'Académie française. Son souci du devenir de la France le conduisit bientôt à préciser son engagement politique : élu à la Chambre des députés pour le département de la Manche (1839-1848), Tocqueville défendit un certain nombre de réformes comme la décentralisation des pouvoirs et l'indépendance du pouvoir judiciaire. En 1849, il devint vice-président de l'Assemblée nationale, puis ministre des Affaires étrangères. Son opposition au coup d'État de Louis Napoléon Bonaparte en 1851 l'obligea à se retirer de la vie politique. Il profita alors de cette retraite forcée pour rédiger son deuxième grand ouvrage : l'Ancien Régime et la Révolution où il s'interroge sur les causes de la Révolution française. Il fut ainsi, avec Guizot, parmi les premiers auteurs du XIXe siècle à proposer une analyse dépassionnée de cette période. Mais sa mort en 1859 l'empêcha de donner à cet ouvrage la suite escomptée. Alexis de Tocqueville (1805-1859) Charles Alexis Clérel de Tocqueville est né à Verneuil-sur-Seine en 1805. Issu de la vieille noblesse féodale normande, il étudie le droit et obtient un poste de juge auditeur en 1827. A partir de 1828, Tocqueville dénonce les fautes politiques et l'autoritarisme du roi. En 1831, il propose au ministère d'aller étudier le système carcéral aux Etats-Unis. De ce voyage de neuf mois, il ramènera les matériaux nécessaires à la rédaction de son ouvrage De la démocratie en Amérique qui paraîtra en 1835. Ayant renoncé à tout espoir de carrière dans la magistrature, il se lancera dans une carrière politique et sera élu député lors de la II ème République. The theories of Alexis de Tocqueville have had a profound effect on the concepts of democracy, penology and crime and punishment. Tocqueville’s historical background deeply influenced his theories. His early experiences and travels to America were instrumental to the forming of his theories. Equality of conditions is a central theme throughout all of his theories. He argued equality is essential to democracy and it is the lack of quality that leads to crime. Critics of Tocqueville cite this reliance on equality as his major weakness. Despite these criticisms, Tocqueville’s theories remain popular 150 years after his death. HISTORICAL BACKGROUND: Alexis de Tocqueville was born in Paris on July 29, 1805. He was born into a noble family from Normandy, France shortly after the French Revolution. Most of his family had been executed during the “Reign of Terror” (Siedentop, 1994: 1). His parents were spared from the guillotine, but imprisoned for several months awaiting execution.

The son of an aristocratic and monarchist family, Tocqueville's travels in America, England, and Ireland led him to a reformist political stance in support of democratic institutions. Before traveling to America and after experiencing the social chaos and despotism in early-nineteenth-century France, Tocqueville suspected that democracy led inevitably to "a debased taste for equality, which leads the weak to want to drag the strong down to their level and which induces men to prefer equality in servitude to inequality in freedom" (1969 [1835-1840]: 49). He feared that this servile egalitarianism would lead to despotism by leaving people defenseless against public opinion. Yet Tocqueville cautioned that the American self-reliance also could lead people to pursue only their own private interests, and he coined a new term
