Plunkitt of Tammany Hall was a skillful and candid Tammany sachem; his observations on politics, taken down by the reporter William L. Riordon and first published as newspaper interviews, still make rewarding reading. Plunkitt's defense of "honest graft" and his disdainful account of reformers were humorously put, but they were in fact a serious statement of the attitude of political leaders of his type. Plunkitt became a millionaire, largely through "honest graft." Everybody is talkin' these days about Tammany men growin' rich on graft, but nobody thinks of drawin' the distinction between honest graft and dishonest graft. There's all the difference in the world between the two. Yes, many of our men have grown rich in politics. I have myself. There's an honest graft, and I'm an example of how it works. I might sum up the whole thing by sayin': "I seen my opportunities and I took 'em." Just let me explain by examples. My party's in power in the city, and it's goin' to undertake a lot of public improvements.

PLUNKITT OF TAMMANY HALL [George Washington Plunkitt (1842-1924), long-time State Senator from New York's Fifteenth Assembly District, was for forty years a Tammany sachem and something of a power in New York City politics. He became wealthy by means of what he called "honest graft," but continued to hang on to political power because he enjoyed it. He seems to have given interviews and conducted much of his business from a seat on the bootblack stand at the New York County Court-House. William L. Riordon, a journalist, published a series of interviews titled Plunkitt of Tammany Hall (N.Y.: McClure, Philipps & Co., 1905) which give the flavor of the man with disarming frankness-indeed, one might regard parts of the book as disingenuous. Here we reproduce parts of two chapters: "Honest Graft and Dishonest Graft," pp. 3-10; and "To Hold Your District," pp. 46-53.] Everybody is talkin' these days about Tammany men growin' rich on graft, but nobody thinks of drawin' the distinction between honest graft and dishonest graft. There' s all the difference in the world between the two. Yes, many of our men have grown rich in politics. I have myself. I've made a big fortune out of the game, and I'm gettin' richer every day, but I've not gone in for dishonest graft – blackmailin' gamblers, saloon-keepers, disorderly people, etc.–and neither has any of the men who have made big fortunes in politics.

I've been readin' a book by Lincoln Steffens on The Shame of the Cities. Steffens means well but, like all reformers, he don't know how to make distinctions. He can't see no difference between honest graft and dishonest graft and, consequent, he gets things all mixed up. There's the biggest kind of a difference between political looters and politicians who make a fortune out of politics by keepin' their eyes wide open. The looter goes in for himself alone without considerin' his organization or his city. The politician looks after his own interests, the organization's interests, and the city's interests all
at the same time. See the distinction? For instance, I ain't no looter. The looter hogs it. I never hogged. I made my pile in politics, but, at the same time, I served the organization and got more big improvements for New York City than any other livin' man. And I never monkeyed with the penal code. The difference between a looter and a practical politician is the difference between the Philadelphia Republican gang and Tammany Hall. Steffens seems to think they're both about the same; but he's all wrong. The Philadelphia crowd runs up against the penal code. Tammany don't. The Philadelphians ain't satisfied with robbin' the bank of all its gold and paper money. They stay to pick up the nickels and pennies and the cop comes and nabs them. Tammany ain't no such fool. Why, I remember, about fifteen or twenty years ago, a Republican superintendent of the Philadelphia almshouse stole the zinc roof off the buildin' and sold it for junk. That was carryin' things to excess. There's a limit to

Plunkitt of Tammany Hall: A Series of Very Plain Talks on Very Practical Politics > Customer Review #1: The Most Honest "Crook" Youll Ever Meet!

I first read this highly informative, often hilarious book for Intro to Political Science back in college. In this short tome are pearls of wisdom about politics and human nature still relevant 100 years later. Plunkitt, high atop his regular boot-black stand in NYC, declaims to his biographer, Riordan, a life spent in the political machine known as Tammany Hall, with such disarming honesty that is nearly non-existent today. Plunkitts diatribes on "honest graft vs. dishonest graft," "Brooklynites Natural-Born Hayseeds," and the evils of civil service exams are outright hilarious. I highly recommend this book to anyone with even a passing interest in politics.

Plunkitt has been one of the great powers in Tammany Hall for a quarter of a century. While he was in the Assembly and the State Senate he was one of the most influential members and introduced the bills that provided for the outlying parks of New York City, the Harlem River Speedway, the Washington Bridge, the 155th Street Viaduct, the grading of Eighth Avenue north of Fifty-seventh Street, additions to the Museum of Natural History, the West Side Court, and many other important public improvements. He is one of the closest friends and most valued advisers of Charles F. Murphy, leader of Tammany Hall.

Riordon Preface THIS volume discloses the mental operations of perhaps the most thoroughly practical politician of the day-George Washington Plunkitt, Tammany leader of the Fifteenth Assembly District, Sachem of the Tammany Society and Chairman of the Elections Committee of Tammany Hall, who has held the offices of State Senator, Assemblyman', Police Magistrate, County Supervisor and Alderman, and who boasts of his record in filling four public offices in one year and drawing salaries from three of them at the same time. The discourses that follow were delivered by him from his rostrum, the bootblack stand in the County Court-house, at various times in the last half-dozen years. Their absolute frankness and vigorous unconventionality of thought and expression charmed me. Plunkitt said right Out what all practical politicians think but are afraid to say. Some of the discourses I published as interviews in the New York Evening Post, the New York Sun, the New York World, and the Boston Transcript. They were reproduced in newspapers throughout the country and several of them, notably the talks on "The Curse of Civil Service Reform" and "Honest Graft and Dishonest Graft," became subjects of discussion in the United States Senate and in college lectures. There seemed to be a general recognition of Plunkitt as a striking type of the practical politician, a politician, moreover, who dared to say publicly what others in his class whisper among them-selves in the City Hall corridors and the hotel lobbies.

McDonald The rhetoric of the American Revolution warned that the exercise of power was an inducement to corruption: A successful republic required virtuous, disinterested leaders who, in their work for the public good, would not pursue personal gain. According to the republican ideal, then, the emergence of "professional politicians" could only symbolize the corruption of government. By the beginning of the twentieth century, some Americans had become convinced that such corruption was widespread and argued for political reforms that would remove the profit motive from public office. Promoters of "good government"—be they genteel "Mugwumps" or a later generation of progressives—especially advocated civil service reform at the municipal level as a means of disabling urban political machines. In their textbook, students will learn that the development of machine politics accompanied the rapid growth of American cities during the latter half of the nineteenth century. Survey texts also describe the place of political reform in the progressive agenda.
