James Payn February 28 March 25 English novelist, was born at Cheltenham , his father being clerk to the Thames Commissioners and treasurer to the county of Berkshire He was educated at Eton , and afterwards entered the Military Academy at Woolwich ; but his health was not equal to the demands of a military career, and he proceeded in to Trinity College, Cambridge . He was among the most popular men of his time, and served as president of the Union . Before going to Cambridge he had published some verses in Leigh Hunt 's Journal, and while still an undergraduate put forth a volume of Stories from Boccaccio in , and in 1853 a volume of Poems . In the same year he left Cambridge, and shortly afterwards married Miss Louisa Adelaide Edlin, sister of Sir Peter Edlin He then settled down in the Lake district to a literary career and contributed regularly to Household Words and Chambers's Journal . In he removed to Edinburgh to act as joint-editor of the latter periodical. He became sole editor in , and conducted the magazine with much success for fifteen years. He removed to London in

Oscar Fingal O'Flaherty Wills Wilde, born in 1854 in Dublin, Ireland, was the second son of Sir William Robert and Lady Jane Francesca Wilde. At the age of ten, Wilde entered the well-known Portora Royal School, where he excelled in Greek studies. His interest in Greek continued at Trinity College, Dublin, where John Mahaffy, an eminent Greek scholar who later took Wilde on a tour of Italy, was his tutor. Wilde was awarded a scholarship in classics from Magdalene College, Oxford, which he entered in 1874. During his fourth year at Oxford, Wilde won the prestigious Newdigate Prize for imitative poetry with a verse praising Ravenna, a city he had visited with Mahaffy and the burial site of Dante. In addition to his studies, Wilde began to develop his role as poseur and aesthete. Wilde received his BA in 1878 and, after an additional year at Oxford, went to London where he began writing. In 1880 Wilde published Vera; or, The Nihilists, and in 1881 he was hired by Richard D'Oyly Carte to boost Gilbert and Sullivan's new opera Patience in America by means of a lecture tour. Dressed in black velvet and a full length fur coat, he spoke on the new aestheticism from New York to San Francisco. He met with Henry Wadsworth Longfellow, Oliver Wendell Holmes, Louisa May Alcott, Walt Whitman, and Jefferson Davies, among others.

    New institutional economics of the environment : conceptual foundations and policy implications

    Abstract : This paper reviews literature in and around new institutional economics to assess its contributions to, and limitations in, research on environmental decision-making and governance. The paper also proposes ways to increase the fruitfulness of new institutional approach for environmental research. The paper identifies the conceptualisation of environmental problems as instances of interdependence and the acknowledgement of positive transaction costs as the hallmarks of new institutional approach to the environment.
