Biden (DE-D) introduced S. 2242, the "Anticounterfeiting Act of 2004," a bill that prohibits trafficking in illicit authentication features, counterfeit documentation and packaging that is attached to or embedded in a record, CD, computer program, motion picture or other audiovisual work or its packaging. This bill is the 2004 version of a similar bill introduced by Sen. Biden in 2003 (S. 731) and is supported by the motion picture and recording industries. March 25: March 2: Rep. Stearns (R-FL) and 18 co-sponsors introduced H.R. 3872, the Consumer Access to Information Act of 2004, a new version of database protection legislation. The 1915 Panama- Pacific Exposition was San Francisco's second fair (following the 1894 Mid- Winter Fair) and her first major exposition. The 1915 Fair celebrated both the opening of the newly- completed Panama Canal - a triumph of Franco- American engineering - and the newly- rebuilt San Francisco, vital and vigorous after recovering from the 1906 earthquake and fire. The Fair opened on February 20, 1915, and closed December 4, 1915, having attracted 18,876,438 visits by several million visitors. Mabel Normand and Fatty Arbuckle were major comedy stars of the silent screen. Mabel Normand (1894 -1930) was a brilliant comedienne and prankster with an irrepressible vitality who became a Mack Sennett star. She played opposite such greats as Charlie Chaplin and Fatty Arbuckle and was perhaps the most talented comic star of the silent screen. Roscoe "Fatty" Arbuckle (1887-1933), a vaudeville veteran, became one of Sennett's Keystone Kops in 1913 and rose to stardom. In 1917 he was accused of sexual assault in the death of starlet Virginia Rappe, who collapsed during a wild drinking party he threw in a suite of the St. Francis Hotel in San Francisco. Although acquitted, Arbuckle's career was ruined.

Library of Congress
The Library of Congress, founded in 1800 and housed in a three-building complex across from the nation's capitol in Washington, D.C., is a storehouse for knowledge and an active center for research and creativity of all kindsthe world's largest and most open library. With collections numbering close to 100 million items, it includes materials in 460 languages; the basic manuscript collections of 23 Presidents of the United States, and the papers of thousands of other figures who have shaped history; maps and atlases that have aided explorers and navigators in charting both the world and outer space; the earliest motion pictures and examples of recorded sound, as well as the latest data bases and software packages. The Russian/Soviet collections of the Library of Congress are strong in all areas except clinical medicine and technical agriculture, which are covered by the National Library of Medicine and the National Agricultural Library, respectively. The Library possesses approximately one million volumes of monographs and bound periodicals in the Russian language, 60,000 in Ukrainian, and 11,000 in Belorussian, the largest collections anywhere outside Russia. In addition, the Library acquires on an annual basis some 15,000-20,000 monographs and 3,000 serial titles from the Soviet Union and maintains an acquisition office in Moscow. 1. Explain the importance of libraries in general, and of the Library of Congress in particular. 2. Formulate and ask appropriate questions at the Library of Congress. 3. Participate in group discussions concerning the field trip. 4. Develop an appreciation for the Library of Congress, its beautiful architecture, and its impressive collections. Pre-Visit Activities: 1. Discussion of the "Founding Fathers" (their lives, writings, philosophies, and contributions to our society) 2. Discussion of the purposes of libraries, in general, and of the Library of Congress in particular. 3. Formulation of appropriate questions to be asked upon the site visit. On-Site Activities: 1. View slide presentation. (Ground floor of Jefferson Building) 2. Break into groups of under twenty-five people and take 45 minute guided tour. Follow-Up Activities: 1. Class discussion will be held concerning the field trip.

for FEDERAL DEPOSITORY LIBRARY PATRONS The Federal Depository Library Program Franklin Pierce Law Center Library has been a selective Federal depository library since 1973 and is one of nine depository libraries in the State of New Hampshire. The Law Library's collection comprises 12.7% of the available item numbers in the Federal depository library program. It consists primarily of Congressional hearings, reports, prints and debates; Federal agency administrative decisions; U.S. Supreme Court decisions; the Code of Federal Regulations (CFR); the Federal Register; and Presidential documents and papers. Any individual entering the library who states specifically a desire to see a federal government document will be allowed access for that purpose. A member of the library staff will assist the patron in locating the document.

The definition goes on to include "an entity offering the transmission, routing, or providing of connections for digital online communications, between or among points specified by a user, of material of the user's choosing, without modification to the content of the material as sent or received." (new subsection 17 U.S.C. 512(k)(1)(A)-(B)). This is not the same analysis used by the FCC, and this is not an FCC proceeding. The FCC analysis of ISPs is long and tortured, and is influenced by a historical separation between enhanced services providers and telecommunications carriers, and the corresponding dichotomy in the 1996 Act between information services providers and telecommunications carriers.
