    INTRODUCTION
    New earth science methodology
    Remotely sensed satellite observations from space have fundamentally changed the way in which scientists study the atmosphere, oceans, land, vegetation, glaciers, sea ice, and other environmental aspects of the Earth's surface. In the past, the only way to investigate a given area was through direct observation and sampling on the ground and from ships or aircraft. Many portions of the globe are inaccessible and were poorly known. Observations were mainly limited to those features that could be seen, photographed, or measured in visible portions of the spectrum. Local studies were compiled to provide regional interpretations of environmental conditions. However, it was difficult if not impossible to obtain global interpretations or to document changing conditions over large areas. Many people now take for granted the daily images of clouds collected by weather satellites, but such routine viewing of the Earth from space is relatively new. In 1951, science-fiction writer Arthur C. Clarke proposed that a satellite in polar (N-S) orbit could allow humans to systematically view the whole planet, as the earth rotated beneath the satellite (Lauer

      LANDSAT MULTISPECTRAL SCANNER (MSS) AND THEMATIC MAPPER (TM)
      Landsat data have been used by government, commercial, industrial, civilian, and educational communities in the U.S. and worldwide. They are being used to support a wide range of applications in such areas as global change research, agriculture, forestry, geology, resources management, geography, mapping, water quality, and oceanography. The images can be used to map anthropogenic and natural changes on the Earth over periods of several months to two decades. The types of changes that can be identified include agricultural development, deforestation, desertification, natural disasters, urbanization, and the development and degradation of water resources. The following summary of the Landsat system was derived from the Landsat MSS and Landsat TM on-line user guides published by the U.S. Geological Survey (USGS) . These user guides provide detailed information about the Landsat Program and system characteristics, and include diagrams, sample images, and direct links to a glossary of important terms and acronyms. It is important to keep in mind that satellite images can be either classified or unclassified.

Townshend, University of Maryland College Park The testimony presented to the Sub-Committee relates to my views on the relevance of commercial remote sensing activities to the scientific community. Applications of remote sensing imagery to improve life on Earth. Remote sensing provides an increasingly important source of information about the Earth System and human activities within it. Satellite-based instruments have become more and more capable of detecting and monitoring properties of this system with increasing reliability. Moreover as the record of observations becomes longer and longer, so we gain a better understanding of how the Earth System is changing. Potential applications of these data are numerous including contributions to global change research, to weather and climate forecasting and to the monitoring and development of renewable and non-renewable resources. Improved understanding of the complex functioning of the Earth System is not merely an academic exercise. Changes in the Earth System, involving for example climate change, could have profound implications for forest, range and crop productivity. At shorter time horizons inter-annual variability may impact plant productivity and hydrology. In the longer term there is the potential for near "permanent" shifts in agricultural regions and on forest health.

      Contact information: http://www.gofc.org/gofc/contact.html Global Observation of Forest Cover is a new initiative of the Committee on Earth Observation Satellites (CEOS) to improve the quality and availability of satellite observations of forests and the information derived from these data. GOFC is designed to capitalize on the previously undertaken regional and international remote sensing efforts for forest characterization, such as the World Forest Watch (INPE, Brazil), Landsat Pathfinder (NASA, U.S.), TREES (Joint Research Centre, Europe), IGBP 1 km Land cover (NASA, NOAA, JRC, USGS/EDC), Forest Resource Assessment (FAO, UN), North American Landscape Characterization (U.S. Environmental Protection Agency), and Global Rainforest Mapping (NASDA, Japan, and JPL, U.S.). The sustainable development of forests has emerged as one of the most difficult, serious, and pressing environmental issues of our time. Human-induced (direct and indirect) changes in Earth's forests have affected natural resource availability, biodiversity, atmospheric composition, and climate. Through a process of chain reaction, climate change may adversely affect forests, possibly inducing further climate change. Observation of forests by satellites provides the best hope of understanding the complex processes involved. Observations from space also provide forest managers with the information they need to assess the current state of the forests, weigh the requirements of multiple uses by multiple stakeholders, and manage forestland resources in a sustainable way. Satellite observations are particularly valuable when there is a need for consistent information over wide areas in a short period of time.
