Download a pdf version of this article Letters Itching bites may limit Ross River virus infection Peter A Ryan Jillann F Farmer Brian H Kay and Andreas Suhrbier MJA To the Editor: Dugdale recently suggested that people who develop skin reactions to mosquito bites may be protected against Ross River virus (RRV) disease. He noted that seven patients with a history of RRV disease all reported no skin reaction to mosquito bites, and 18 patients with no past history of RRV disease reported reacting to such bites. We argue that this correlation is entirely to be expected, as the lack of reaction to mosquito bites illustrates that the individuals have been previously exposed to many bites. At least two studies have shown a clear inverse correlation between mosquito exposure and bite reactions. Clearly, exposure to a large number of mosquito bites increases the risk of infection. Thus, a reaction to mosquito bites probably does not protect against RRV disease, but is simply a marker for low exposure to mosquito bites and therefore low risk of RRV infection. The rationale behind the association of itching bites and protection against RRV infection is also tenuous. Virus is likely to reach the circulation within seconds of introduction by the mosquito, whereas allergic reactions take minutes to develop. It is unlikely that a local reaction will affect viral replication at distant sites.

That is, to make it a moral obligation to share basic advances in software engineering, while allowing ownership of specific content, including the right to sell one's own content. This means that a difficult line has to be drawn between "fundamental" knowledge, which is best shared, and "organized forms" that could be ownable products. It is possible for humans to mess up any set of good intentions (and quite a bit of this has happened to intellectual property in the sciences over the last 50 years). But, as has so often been pointed out over the years, that simply trying to write down any kind of principles is not enough. One of the most often used examples is the American Constitution. It's important that it is written down, but the citizenry has to both understand the intent and what "good faith" means in order for the system to work. Both the intent and the good faith have been under attack many times, including now. no The nature of programming (especially with late-bound systems like Squeak) makes it difficult to draw the distinctions that I think are important here. But we did so at Disney. We told Disney to pretend that Squeak came from a vendor (like Director coming from Macromedia). Here it is quite clear what is "basic" and what is "content". We left quite a bit of this Squeak content behind when we left Disney, because we believed that it was the kind of stuff that was reasonably ownable. The tricky part (but not to us) was to decide what new things done to Squeak counted as fundamental and sharable and what counts as ownable content. Message from the President SPANISH Kay Raseroka Dear IFLA Member, I am delighted to be able to send this letter of greetings as President to IFLA Members, to you who are the heart of our great Federation. The cross-cutting issues that we selected as areas of focus during 2003-2005, based on the outcomes of the consultative process with you, the IFLA members, are: Advocacy as a process that empowers librarians to advance the full realisation of the belief in IFLA Core Values at local, national, regional and international levels of library and information service operations. Development of partnerships with stakeholders who share our values and enhancement of continuing education of librarians. Both of these empower librarians to cope with dynamic change reflected in the emerging areas of opportunity: the Information Society. During 2003 IFLA focused its advocacy efforts on the World Summit on the Information Society (WSIS) . IFLA members influenced the content of the WSIS Declaration of Principles and Action Plan which form the basis for emerging information and knowledge society. The experiences gained at the IFLA Pre World Summit Conference: Libraries at the Heart of the Information Society , has demonstrated beyond any doubt that this goal is attainable. IFLA members from 70 countries participated 'as powerful advocates for the potential for libraries in the rapidly developing information society' in bilateral discussions with representatives of the national delegations to the WSIS on the importance of libraries in the emerging Information Society.

Mensaje de la Presidenta ENGLISH Kay Raseroka Estimado miembro de la IFLA, Es para mí un placer enviar mi primer saludo a vosotros miembros de la IFLA que sois el alma de nuestra gran Federación. Los temas que hemos seleccionado como prioritarios para el período 2003-2005, según los resultados obtenidos de la consulta que os hemos hecho, son: La defensa de los intereses de nuestra profesión como proceso por el cual se refuerza el papel de los bibliotecarios para promover los Valores Fundamentales de la IFLA en los servicios bibliotecarios y de información a nivel local, nacional, regional e internacional. El desarrollo de colaboraciones con todas aquellas partes implicadas que comparten nuestros valores y la mejora de la formación continua de los bibliotecarios. Ambos ayudan a los bibliotecarios a hacer frente a los continuos cambios que se están produciendo en la nueva Sociedad de la Información. Durante el 2003 la IFLA centró sus esfuerzos en la defensa de los intereses de la profesión en la Cumbre Mundial sobre la Sociedad de la Información . Los miembros de la IFLA influyeron en el contenido de la Declaración de Principios y Plan de Acción de esta Cumbre Mundial sobre la que se basa la nueva sociedad de la información y el conocimiento. La experiencia obtenida en el Congreso organizado por la IFLA con anterioridad a la Cumbre Mundial denominado "Las Bibliotecas como Núcleo de la Sociedad de la Información" ha demostrado, sin ninguna duda, que este objetivo es alcanzable. Miembros de la IFLA de setenta países participaron como "eficaces defensores del potencial de las bibliotecas en una sociedad de la información que está en constante evolución" en reuniones bilaterales con representantes de los delegados nacionales en la Cumbre Mundial sobre la importancia de las bibliotecas en la nueva Sociedad de la Información.
