About the Author
John Jay (1745-1829) was a member of the Continental Congress in 1774 through 1779 and its president in 1778-79, drafter of New York's first constitution in 1777, chief justice of the New York supreme court from 1777 to 1778, U. S. minister to Spain in 1779, a member of the commission to negotiate peace with Great Britain in Paris in 1787, U. S. secretary of foreign affairs from 1784 to 1789, Chief Justice of the United States from 1789 to 1795, and governor of New York from 1795 to 1801.

WHO: JOHN JAY He was a New York delegate to the First and Second Continental Congresses. He was appointed diplomatic minister to Spain in 1779 and later helped negotiate the Treaty of Paris with Great Britain - the treaty that ended the Revolutionary War. Along with Alexander Hamilton and James Madison , he wrote letters to newspapers encouraging the approval of the new Constitution. These letters were later published as the influential book, "The Federalist." President George Washington appointed him the first chief justice of the United States.

A New York lawyer, John Jay served in the First and Second Continental Congresses, and in 1779 he was appointed minister plenipotentiary to Spain. He was one of the negotiators of the Treaty of Paris, which ended the American Revolution. On a visit to London he commissioned the young American artist Gilbert Stuart to paint his portrait. There were to be two versions, one for himself, and the other a gift for his political ally William Bingham. Stuart, however, finished only the heads, and the portraits were later completed by another American artist, John Trumbull. After Stuart arrived in New York in 1793, he painted a new portrait of Jay as Chief Justice of the Supreme Court. Jay served as Chief Justice until he was elected governor of New York in 1795.

Biographical info:
(1745-1829). President of the Continental Congress 1778-1789. One of the negotiators of the Treaty of Paris 1783. Negotiated the failed Jay-Gardoqui Treaty 1784 (this will probably be more important next week). Secretary of Foreign Affairs 1784-1789. Helped write Federalist Papers. Chief Justice of the Supreme Court 1789-1795. Negotiated Jay's Treaty 1795 (this will also probably be more important next week). Governor of New York 1795-1801. He retired from public service because he was plagued by ill health.
General Views: In pre-Revolutionary activities he reflected the views of the conservative colonial merchant, opposing British actions but not favoring independence. Once the Declaration of Independence was proclaimed, however, he energetically supported the patriot cause. He believed that individual rights are limited to what the law decides is for the common good.
Views expressed in the Federalist Papers: He believed that the survival of the nation required the transfer of important, though limited, powers to the central government. Believed that this could be done without destroying the identity or autonomy of the separate states. His five papers were mostly concerned with foreign affairs, since as Secretary of Foreign Affairs under the Articles, he was familiar with that government's foreign problems.
Significance: As the first Chief Justice, Jay set many important legal precedents and customs. In Chisholm v. Georgia 1793, he set the precedent that an individual could sue a state. The 11th Amendment was passed to overrule this. Georgia vs. Brailsford set the precedent that individual states had no jurisdiction in cases involving foreign governments. Glass vs. Sloop Betsy set the precedent that foreign nations had no jurisdiction in the US except where specifically defined by treaty.

Born in NY,NY 1745-1829. Went to kngs college (now columbia) First chief jusice of us supreme court. Should have signed Delaration of independance but cuold ot be tere cuz detained by home state writing them a constitution. Sat at the Constitutional convention and continental congress. Minister to spain. Helped make peace treaty with France. Died of old age on an 800 acre settlement. Retired and took up reading and ritting in his old age. Hope I was helpfull.
