Fire protection began in the city of Wheeling, Virginia (West Virginia in 1863) in the spring of 1807 on April 21st when the town council passed several resolutions concerning fires. In 1820 council had a building constructed at the West end of the Market House to store the town's fire equipment. Mostly leather buckets, hooks, and ladders. In 1830 forty to fifty businessmen organized the "First Wheeling Hose Company," thus beginning the era of Independent Fire Companies. The first steam fire engine arrived in 1861 at the Niagara Engine Co. No. 3. Through 1868 a total of seven independent fire companies had organized throughout the growing river town.
In December of 1869, the council realized the advantages of a paid fire department and selected William Winder to organize and manage the new department. Chief Winder had a great task and was challenged by some members of the independent fire departments at first. He quickly setup 4 firehouses and divided the city into to two fire districts. During 1892-93 the Wheeling Fire Department became a fully paid fire department with firefighters earning $60.00/month.
