Óòâåðæäàë, ÷òî îòêðûòûå èì ïðèíöèïû àäìèíèñòðàòèâíîãî óïðàâëåíèÿ óíèâåðñàëüíû, ò.å. ïðèìåíèìû íå òîëüêî â ýêîíîìèêå, íî è â ïðàâèòåëüñòâåííûõ îðãàíàõ è ó÷ðåæäåíèÿõ, / â àðìèè è íà ôëîòå è ò.ä. (Walter Rathenau, 1867-1922) - íåìåöêèé ãîñóäàðñòâåííûé äåÿòåëü, ïðîìûøëåííèê, ôèíàíñèñò è ïóáëèöèñò. Ïðèíèìàë àêòèâíîå ó÷àñòèå â ïîäãîòîâêå íåìåöêîé ýêîíîìèêè ê Ïåðâîé ìèðîâîé âîéíå. Çàíèìàë âûñîêèå ïîñòû â ýêîíîìèêå, à â 1915 ãîäó ñòàë ïðåäñåäàòåëåì ïðàâëåíèÿ AEG (Âñåîáùåé êîìïàíèè ýëåêòðè÷åñòâà). Ðàòåíàó áûë îäíèì èç íåìíîãèõ íåìåöêèõ ïîëèòèêîâ, êîòîðûå ïîíèìàëè, ÷òî äëÿ ïîáåäû íåîáõîäèìî ãîñóäàðñòâåííîå ðóêîâîäñòâî âñåìè ýêîíîìè÷åñêèìè ðåñóðñàìè ñòðàíû. Ïîñëå âîéíû ñòàë ñòîðîííèêîì Íîâîãî êóðñà, êîòîðûé ïðåäïîëàãàë ýêîíîìè÷åñêîå ñàìîóïðàâëåíèå íàðÿäó ñ ó÷àñòèåì â óïðàâëåíèè ðàáîòíèêîâ ïðè íàëè÷èè ýôôåêòèâíîãî ãîñóäàðñòâåííîãî êîíòðîëÿ. Ñ 1921 ãîäà - ìèíèñòð âîññòàíîâëåíèÿ, â íà÷àëå 1922 ãîäà çàíÿë ïîñò ìèíèñòðà èíîñòðàííûõ äåë.
