Mandarin is the main language of government, the media and education in China and Taiwan, and one of the four official languages in Singapore. There are also significant communities of Mandarin speakers in Malaysia, Indonesia, Russia, the USA, Mongolia, Vietnam, Brunei, South Africa, Thailand, Laos, Cambodia, Hong Kong, the UK and Mauritius. Mandarin is spoken by about 870 million people as a first language. An additional 180 million or so people speak Mandarin as a second language. The total number of speakers is over 1 billion. Mandarin is known as (common language) in China, (national language) in Taiwan, and as (Chinese language) in Singapore and Malaysia. Written Chinese is based on spoken Mandarin, although the written language tends to be more concise than the spoken language. Speakers of other varieties of Chinese have to learn the grammar and vocabulary of Mandarin in order to read and write Chinese.
Phonetic transcription systems for Mandarin
The official romanization system used in China and in Western publications about China is (Chinese phonetic spelling) or simply . It was developed in the Soviet Union in 1931 for use by Chinese immigrants living there. A slightly revised version was adopted in China in 1958.

Herbert Allen Giles
Herbert A. Giles (1845-1935) is best known for his work on the Wade-Giles system for romanizing Mandarin, a revision of an earlier system by Sir Thomas Francis Wade (1818-95), whom he succeeded as professor of Chinese at Cambridge. Giles served as a British consular official in various parts of China from 1867-92. He was first posted to Taiwan 1867. He also served as British Consul at Tamsui (Danshui) from 1885-87. I've posted the complete text of four of his books. Chinese Sketches is probably of the most interest to readers today. Chinese Sketches (1876)
Religions of Ancient China (1905)

Chinese Civilization (1911)
