factsheet no: Tobacco policy in the European Union Action on Smoking and Health – December 2002 Smoking prevalence The proportion of adults who smoke in the European Union ranges from 19% in Sweden to 37% in Greece and Germany Country (year) Total % of smokers % of men % of women Country (year) Total % of smokers % of men % of women Austria Belgium Denmark Finland France Germany Greece Ireland Italy Luxembourg Netherlands Portugal Spain Sweden UK EU average The UK figures quoted in other ASH factsheets are taken from the ONS 2000 General Household Survey. The smoking  prevalence figures are 27% of the adult population: 29% of men and 25% of women. Tobacco-related deaths It is estimated that tobacco use is responsible for more than half a million deaths every year across the EU.   In 1995,  237 000 Europeans died prematurely in  middle age. Of these 118,000 were due to cancer, 62,500 due to vascular diseases and 47,000 due to respiratory ailments. Tobacco control policy in the European Union Efforts to reduce tobacco consumption in the EU have included preventative / educational campaigns and legislation. The principal framework for smoking education campaigns has been  the Europe Against Cancer programme which began in 1987.  In 1992, the Community Fund for Research and Information on Tobacco was created from a levy on the subsidies given to the growing of tobacco in the EU.  From this fund, about five million euros was made available for public information projects on the dangers of smoking and a similar amount for research into developing less dangerous varieties of tobacco.

New Book Bull’s Eye – unraveling the medical mystery of Lyme disease
by Jonathan A. Edlow, M.D. Yale University Press, 2003 This book is aimed at the layman, however health professionals who are not familiar with the 'story' of Lyme Disease may also find it of value. It concentrates almost entirely on American aspects but two chapters (out of a total of 26) are devoted to European work. The first of these (Chapter 7) deals with some of the early history from 1909-1948. The second (Chapter 8) brings the story as far as the 1950s. No mention is made of work conducted in Europe since then, though a few findings are cited in relation to specific topics in other chapters. It will be of particular interest to those interested in the emergence of the disease, and the account of the underlying science and the interaction of the various personalities involved in America from 1975 onwards make for an interesting and informative read.

Quality of life in rural Europe Quality of life issues are critical for successful rural development - a point emphasised by the Irish Presidency . Analysing how rural areas in the EU compare with urban areas on quality of life issues is an essential basis for developing policies to:
    • generate new incomes improve employment opportunities reverse the trend of rural depopulation improve transportation and infrastructure
Recent Foundation work shows that people in urban areas across the European Union are on average more optimistic about future prospects than people in rural areas. These results, and other findings, are presented at the Irish Presidency conference on '

European Union Law: An Integrated Guide to Electronic and Print Research
By Marylin J. Raisch Marylin Johnson Raisch Accidental Tourist on the New Frontier: An Introductory Guide to Global Legal Research (Littleton, CO: Rothman, 1998) and guides linked under "Research Guides and Publications" linking to "Researching International Law" at http://www.law-lib.utoronto.ca/resguide/index.htm Published October 15, 2002 Introduction The European Union is a fifteen-member political entity with a population of 378 million (as compared with the U.S. at 285 million) and exports a little over 18.4% of world trade (compared to U.S. 15.4%). With plans to expand its membership to at least 27 member states over the next few years, this common market and its "ever-closer union" of political cooperation is unique in the world and in world history. Its evolving legal system is now one which is such a strong player on the global scene that academic and practising lawyers alike in all areas of trade and business can benefit from greater familiarity with its institutions and sources of law. There are five major institutions in the European Union: the twenty-member Commission, the Council, the European Parliament, the Court of Justice, and the Court of Auditors. The Commission proposes legislation and policies, the Council approves legislation and can propose legislation of its own, and the Parliament gives its opinion on proposals, amended proposals, and addresses questions to the Commission. The Court of Justice enforces the legislation under the Treaties, and the Court of Auditors examines expenses and revenue of the Communities. See "Key players in EU legislation,"
