MILITARY QOL IS A PACOM TOP PRIORITY JOC(AW) Douglas R. K. Holl
U.S. Pacific Command Public Affairs Office FOR IMMEDIATE RELEASE CAMP H.M. SMITH, HAWAII During the past year, service members around the world have benefited from a concentrated effort by their service chiefs and the Department of Defense to implement significant quality of life reforms in the military. During fiscal year 2000, service members received a 4.8 percent military pay raise, 50 percent retirement pay was restored for all service members and Congress enacted pay table reforms. On Oahu, $5 million in DoD funds went towards the repair and maintenance of Hawaii schools with large populations of military family members, and $143 million was spent on construction and refurbishment of military housing. The U.S. Pacific Command Director of Manpower and Personnel, Air Force Col. Wayne Newman, highlighted these successes and previewed planned QOL initiatives for the coming year during a recent Joint Women's Conference held here in Oahu. "The feedback I got from the conference attendees was that these initiatives are very important," said Newman. "It showed that we have had a sustained level of leadership involvement in improving the quality of life of our people."

I. PRINCIPLES OF CREDENTIALING PREAMBLE A. PURPOSE The purpose of this statement is to outline principles and provide practical suggestions to assist hospital credentialing committees in their task of granting privileges to perform gastrointestinal endoscopy. In conjunction with the standard JCAHO guidelines for granting hospital privileges, implementation of these methods should help hospital staffs insure that endoscopy is performed only by individuals with appropriate competency, thus assuring high quality patient care and proper procedure utilization. B. UNIFORMITY OF STANDARDS Uniform standards should be developed which apply to all hospital staff requesting privileges to perform endoscopy, and to all areas where endoscopy is performed within a given institution. Criteria must be established which are medically sound, not unreasonably stringent and which are applicable in common to all those wishing to obtain privileges in each specific endoscopic procedure. The goals must be the delivery of high quality patent care. C. SPECIFICITY OF PRIVILEGING FOR EGD AND COLONOSCOPY

Douglas is located on Allegan County’s Lake Michigan coast line at the mouth of the Kalamazoo River, just across the river from its sister city, Saugatuck . This town is supported mainly by tourism. Its historic main street includes Early American style houses, unique gift shops and a town clock. A marina and dock also can be accessed from the park on the river.
Douglas began in 1851 when settler Jonathan Wade built the first house here. He named the town Dudleyville, after his brother from Canada. A short while later, a Wm. Dutcher purchased land, and officially platted it, naming it Dutchville. Later, Wade sold a portion of land to Dutcher in 1861 and the city was replatted and re-named again, apparently at the suggestion of other settlers, who had since moved there. Eventually, the name of Douglas was agreed upon, after the American statesman, Stephen A. Douglas, which was apparently decided on in a town meeting. It also appears, however, that Wade’s nephew, Col. Fred May, who came from Douglas on the Isle of Man, also suggested the same name. The most likely explanation for the name involved a combination of these two sources. The town was eventually incorporated as a village in 1870.

TAOISM: A PORTRAIT by Dr. Douglas K. Chung
Professor at Grand Valley State University School
of Social Work, Grand Rapids, Michigan
Li Erh (6th century BCE) commonly known as Lao Tzu (the Old Master), was a contemporary of Confucius. He was the keeper of the imperial library, but in his old age he disappeared to the west, leaving behind him the Tao Te Ching (Book of Tao and Virtue). Taoism derived its name from this profoundly wise book, only about 5,000 words in length. It can be used as a guide to the cultivation of the self as well as a political manual for social transformation at both the micro and macro levels. The philosophy of Taoism and its belief in immortals can be traced back to the Yellow Emperor, Huang-Ti. That is why Taoism is often called the "Huang-Lao" philosophy. Taoism believes "Tao" to be the cosmic, mysterious, and ultimate principle underlying form, substance, being, and change. Tao encompasses everything. It can be used to understand the universe and nature as well as the human body. For example, "Tao gives birth to the One, the One gives birth to Two, and from Two emerges Three, Three gives birth to all the things. All things carry the Yin and the Yang, deriving their vital harmony from the proper blending of the two vital forces." ( Tao Te Ching , ch. 42) Tao is the cause of change and the source of all nature, including humanity. Everything from quanta to solar systems consists of two primary elements of existence, Yin and Yang forces, which represent all opposites. These two forces are complementary elements in any system and result in the harmony or balance of the system. All systems coexist in an interdependent network. The dynamic tension between Yin and Yang forces in all systems results in an endless process of change: production and reproduction and the transformation of energy. This is the natural order.

    Napoleon's Theorem
March 1999 A remarkable theorem has been attributed to Napoleon Bonaparte although his relation to the theorem is questioned in all sources available to me that mention his name. This can be said though that mathematics flourished in post-revolutionary France and mathematicians were held in great esteem in the new Empire. Laplace was a Minister of the Interior under Napoleon, albeit for short six weeks. On the sides of a triangle construct equilateral triangles (outer or inner Napoleon triangles). Napoleon's theorem states that the centers of the three outer Napoleon triangles form another equilateral triangle. The statement also holds for the three inner triangles. The theorem admits a series of generalizations. The add-on triangles may have an arbitrary shape provided they are similar and properly oriented. Then any triple of the corresponding (in the sense of the similarity) points form a triangle of the same shape . Another generalization was kindly brought to my attention by Steve Gray. This time, the construction starts with an arbitrary n-gon (thought to be oriented) and proceeds in (n - 2) steps. The end result at every step is another n-gon, the last of which is either regular or star-shaped. Napoleon's theorem (both for outer and inner constructions) follows when n = 3.
