Computing And The Humanities: Promise And Prospects,
A National Arts and Humanities Computing Roundtable
WASHINGTON, DC - A national effort to foster programmatic interaction between the humanities and the computer science communities could significantly enrich both disciplines. This was the unanimous sentiment of a recent roundtable involving a diverse group of researchers and executives from the arts, humanities and computing and communications communities on March 28, 1997, held at the National Academy of Sciences building in Washington, DC. This lively brainstorming meeting was hosted by the Computer Science and Telecommunications Board of the National Research Council and convened by an extraordinary collaboration of the Board with the Coalition for Networked Information , the National Initiative for a Networked Cultural Heritage , and the Two Ravens Institute . Unequivocally, participants urged further and wider multi-disciplinary discussions as a prelude to possible practical action.

CAUSE is an international repository for data on information technology in higher education. While there are numerous surveys on various aspects of information technology in higher education, such as academic computing, library IT, and telecommunications, the CAUSE Institution Database is the most comprehensive, with data on information technology throughout the campus.

Brief Background
Dr. Clifford Lynch is presently Executive Director of the Coalition for Networked Information. Clifford Lynch has been the Director of the Coalition for Networked Information (CNI) since July 1997. Prior to joining CNI, Dr. Lynch spent 18 years at the University of California Office of the President, the last ten as Director of Library Automation. Internationally known for his development of Melvyl, an information system, which serves all of the campuses of the University of California, Lynch has played a key role in the development of information standards. Especially noteworthy is his work on Z39.50, which addresses the need for interoperability among information retrieval systems. Clifford Lynch, who holds a Ph.D. in Computer Science from the University of California, Berkeley, is an adjunct professor at Berkeley's School of Information Management and Systems. Dr. Lynch has also been involved in a wide variety of research and development efforts in the application of advanced technologies to information management and delivery, including work with computer networking, information servers, database management systems, and imaging technologies. He participates in several standards activities (including the NISO Standards Development Committee) and is the leader of the Coalition for Networked Information's Architectures and Standards Working Group. He has published extensively and serves on a number of editorial boards. He has served as a director and is the past president of the American Association for Information Science and a fellow of the American Association for the Advancement of Science and the National Information Standards Organization.

The Computer Science and Telecommunication Board (CSTB)
The Computer Science and Telecommunications Board's charter is broad: to ensure that the United States makes every effort to develop and use the major national resources represented in computer science, computer technology, and telecommunications. CSTB considers technical and policy issues pertaining to computer science, telecommunications, and associated technologies. The functions of the Board include:
  • monitoring and promoting the health of the computer science, computing technology, and telecommunications fields, including attention as appropriate to the issues of human resources and information infrastructure;
  • initiating studies involving computer science, computing technology, and telecommunications as critical resources and sources of national economic strength;
  • responding to requests from the government, non-profit organizations, and private industry for expert input on computer science, computing technology, and telecommunications issues; and to requests from the government for expert input on computer and telecommunications systems planning, utilization, and modernization.

This document sets forth concerns about the current electronic information environment, the desired environment for the future, and the preferred practices for library consortia and their member libraries to achieve the desired outcomes. In a rapidly changing technology and information environment, the general goals and views outlined here will remain relatively constant, while the specific terms may change based upon experience. Although this statement may have general applicability, the adopters expect that its primary relevance will be within the higher education community. A premise of this document is that the current scholarly communication system will continue during the critical transition period from print publication to electronic distribution of scholarly and research materials. Our primary intention is to define the current conditions and preferred practices for pricing and delivering scholarly information within this emerging electronic environment. While other organizations have set forth useful proposals that offer the potential to change signficantly the structure of the scholarly certification and review process [1], those efforts go beyond our current scope. This statement builds upon and complements the work of others to develop principles for the licensing of electronic resources. [2]
