MORRIS AND CHARLYNN SPENCER PYNE The Library of Congress played a prominent role during the spring 2000 meeting of the Coalition for Networked Information Task Force, held March 27-28 in Washington. The Library of Congress is a charter member of the Coalition for Networked Information (CNI), which was established in 1990 by the Association of Research Libraries and EDUCAUSE "to advance the transformative promise of networked information technology for the advancement of scholarly communication and the enrichment of intellectual productivity." CNI's international task force of more than 200 institutional members, including libraries, library vendors, universities, publishers, and U.S. and foreign government agencies, meets each spring and fall for discussions of new technologies and library projects. Archiving the Open-Access Web Collaborative Digital Reference Service (CDRS) Project Director for Public Service Collections Diane Kresh said that the CDRS Project will provide professional reference service to users anytime, anywhere, through an international digital network of academic, special, public and national libraries. Through CDRS, users will have Internet access to library experts who draw on digital and nondigital resources to answer their queries.

The Coalition for Networked Information was founded in March 1990 to help realize the promise of advanced networks and high performance computing for information access and delivery. The Coalition was established by three associations: The Asssociation of Research Libraries (ARL), CAUSE, and EDUCOM. ARL is an association promoting equitable access and effective use of recorded knowledge supporting teaching, research, and scholarship. CAUSE and EDUCOM are dedicated to introducing, using, and managing information technology and related resources in research in general and higher education. The Coalition for Networked Information promotes the creation of and access to information resources in networked environments in order to enrich scholarship and enhance intellectual productivity. A Task Force of institutions and organizations able and willing to contribute resources and attention to the mission of the Coalition was created in 1990 and continues to grow. This Task Force now provides a common vehicle by which over 180 institutions and organizations pursue a shared vision of information managment and how it must change in the 1990s to meet the social, educational, and economic opportunities and challenges of the 21st century. Members of the Task Force include higher education institutions, publishers, network service providers, computer hardware, software, and systems companies, library networks and organizations, and public and state libraries. The goal is to advance scholarship and intellectual creativity through networking and technology. CNI was formed in 1990 by three main sponsors, the Association of Research Libraries, CAUSE, and EDUCOM. There are now over 200 institutional members, predominantly institutions of higher education. ARL / CAUSE / EDUCOM Coalition for Networked Information CALL FOR INPUT: COALITION NIDR INITIATIVE INTRODUCTION On October 1, 1994, the Coalition for Networked Information launched a new research initiative to explore architectures and standards for advancing networked information discovery and retrieval (NIDR) in highly distributed heterogeneous environments. Avra Michelson of The MITRE Corporation will be available full time during the next year to work on this project in conjunction with Clifford Lynch, University of California Office of the President and Craig Summerhill, Systems Coordinator at the Coalition. Cecilia Preston will serve as the project's research associate. The team will author a white paper on NIDR technologies and their relationship to existing and future networked data architectures, standards, and structures. BASIC APPROACH Among the reasons the Coalition envisions a need for this paper are: o to explore the suitability of existing networked information discovery and retrieval methods for handling large digital libraries, o to provide a cross-domain examination of the technical and information management issues involved in the development of robust information retrieval systems that are designed to handle large volumes of production digital data, o to develop a research (and hopefully development) agenda that can be used to advance NIDR work, and o to strengthen the theoretical foundations that currently inform standards and tools development. The white paper will focus on technical as opposed to policy issues. The scope will be limited to exploring problems associated with identifying, selecting, and retrieving resources and objects in a large distributed network. These problems include classic information retrieval issues, as well as new sets of issues related to performance management and retrieval in the distributed environment, the support of complex multimedia objects, large data archives, in addition to those posed by traditional text-based information resources. Metadata, loosely defined as "information about information" is one of the basic unifying concepts and tools that can be used for improving networked information retrieval. One of the goals for the white paper will be to establish a theoretical framework for considering the relationship between metadata structures and content, the organization of network objects, and NIDR within a distributed environment. The authors will consider these issues from the Internet perspective assuming that resources are available both for free and fee and can be both public and access-controlled. A CALL FOR INPUT The Coalition anticipates that an initial draft of the paper will be released for public comment in April 1995. Prior to that time the authors seek suggestions from the Coalition membership and the larger network community on sources, projects, and scholarship related to the scope of this research initiative. Comments and suggestions may be submitted to the entire project team via e-mail using a mail reflector designed especially for the public- input portion of the project.
