Clinton, Bill 42nd president of the USA from 1993, a Democrat. He served as governor of Arkansas 1979-81 and 1983-93, establishing a liberal and progressive reputation. As president, he sought to implement a New Democrat programme, combining social reform with economic conservatism as a means of bringing the country out of recession. He was initially successful in introducing legislation to reduce the federal deficit and cut crime, but the loss of both houses of Congress to the Republicans in the 1994 midterm elections presented a serious obstacle to further social reform.
Born in the railway town of Hope, Arkansas, Clinton graduated from Georgetown University 1968, won a Rhodes scholarship to Oxford University 1968-70, and graduated from Yale University Law School 1973. He was elected attorney general for Arkansas in 1975. With running mate Al Gore, he won the 1992 presidential campaign by focusing on domestic issues and the ailing economy. He became the first Democrat in the White House for 13 years.
During his first year in office Clinton secured passage of an ambitious deficit reduction plan, combining spending cuts with tax increases targeted against the rich , and won Congressional approval of the controversial North American Free Trade Agreement (NAFTA) and wide-ranging anti crime bills. His alleged involvement in irregular financial dealings in the 1980s (the Whitewater affair) thereafter clouded his presidency and in the autumn of 1994 his much-championed health-care reform proposals were blocked by Congress. A subsequent diplomatic success in Haiti and the return of its democratically elected president Aristide failed to prevent a devastating defeat for his party in the Nov 1994 midterm elections.

When he was born his mother sent him to live with his grandparents, due to the fact that because of the current economy she couldn't possibly support a child by herself. He lived with his grandparents for two years while his mother was away at nursing school in New Orleans trying to advance her career. His grandparents tried to instill in him strong southern Baptist principles and a desire to get a good education. When Bill was four his mother returned to Hope where she met and married Roger Clinton Sr.. A few years later Bill and his family moved to Hot Springs, where despite his Baptist upbringing Bill attended a catholic school. In a 1998 essay in the New Yorker , author Toni Morrison described Clinton as "our first black president. Blacker than any actual person who could ever be elected in our children's lifetime." She went on to say: Clinton displays almost every trope of blackness: single-parent household, born poor, working-class, saxophone-playing, McDonald's -and-junk-food-loving boy from Arkansas. This is just another reason that the Republicans absolutely hated Clinton. "He's getting votes from the minorities just for being poor white trash fercrissakes!" He drove them utterly apeshit. The Republican leadership of the House could barely conceal their contempt for the man in their photo ops and press conferences.     Hope, Ark. William Jefferson Clinton was born William Jefferson Blythe IV in Hope, Ark., on Aug. 19, 1946. He was named for his father, who was killed in an automobile accident before Clinton's birth. Virginia Kelley, his mother, eventually married Roger Clinton, a car dealer, whose surname the future president later adopted. In high school in Hot Springs, Ark., Clinton considered becoming a doctor, but politics beckoned after a meeting with President John F. Kennedy in Washington, DC, on a Boys' Nation trip. He earned a BS in international affairs in 1968 at Georgetown University, having spent his junior year working for Arkansas senator J. William Fulbright. He was a Rhodes scholar at Oxford between 1968 and 1970. He then attended Yale Law School, where he met his future wife, Hillary Rodham, a Wellesley graduate. The couple has one child, Chelsea. In his second year, Clinton was faced with acrimonious battles over health care, welfare reform, and crime prevention. A health care reform package crafted by his wife failed to gain sufficient support. Clinton had to reduce his objective from massive overhaul to incremental reform.

    Clinton, Bill Clinton, Bill (William Jefferson Clinton), In 1992, Clinton won the Democratic presidential nomination after a primary campaign in which his character and private life were repeatedly questioned and, with running mate Senator Al Gore of Tennessee, went on to win the election, garnering 43% of the national vote in defeating Republican incumbent George H. W. Bush and independent H. Ross Perot In his first year in office, Clinton won passage of a national service program and of tax increases and spending cuts to reduce the federal deficit. He also proposed major changes in the U.S. health-care system that ultimately would have provided health-insurance coverage to most Americans. Clinton was unable to overcome widespread opposition to changes in the health-care system, however, and in a major policy defeat, failed to win passage of his plan. After this failure, his proposed programs were never as sweeping. The president's wife, Hillary Rodham Clinton , whom he married in 1975, played a more visibly active role in her husband's first term than most first ladies; she was particularly prominent in his attempt to revamp the health-care system.

When he was just 4 his mother remarried to Rodger Clinton of Hot Springs, Arkansas. In high school young William took the family name. While in school, Clinton excelled as a student and as a saxophone player. Frequently during his political career he played the sax and entertained audiences all around. As a delegate to Boys Nation while in high school, he met President Kennedy in the White House Rose Garden. That very encounter inspired him to take a career in the life of public service. Clinton attended Georgetown University and in 1968 received a bachelors degree in foreign service. He studied at Oxford University for two years after that. He then received a law degree from Yale University in 1973, then returned to Arkansas to teach law at the University of Arkansas and to prepare to enter politics. bodyOffer(16287) William J.
