Aber der "Sieg" Stalins stellt sich doch immer mehr als fragwürdig heraus. Es ist zwar unbekannt, was die beiden damaligen "Achsen"-Partner am Brenner gesagt haben, aber es ist nur zu wahrscheinlich, dass Hitler den Plan eines Dreibundes mit Mussolini und Stalin und eine Aufteilung Südosteuropas unter dem Einfluss der drei Diktatoren vorgelegt hat. Mussolini aber scheint darauf nicht eingegangen zu sein, sondern an seinem Plan eines Viermächtebundes Italien-Deutschland-England-Frankreich festgehalten zu haben, von dem freilich unklar ist, wie er sich verwirklichen lassen soll, solange Hitler in Deutschland regiert.
