Mr. Chairman and other Members of the Subcommittee on Fisheries Conservation, Wildlife and Oceans, I am very grateful to you for electing to conduct a hearing on H.R. 1006, the Captive Wildlife Safety Act. I am especially grateful to my Congressman, Buck McKeon, and to Representative George Miller for introducing this important legislation. This bill, if enacted, would fulfill a dream I have had since the mid-1990's: to see a federal law adopted to promote public safety and to prevent the abuse of wild cats kept as pets.
For 30 years, since I began working with big cats, I have been amazed that there are no federal laws uniformly regulating the transport of wild and exotic species kept as pets by private owners across the United States. Consider:
Near Houston, Texas, on March 15th, 2000, four-year-old Jayton Tidwell watched his uncle reach into the cage of the 400-pound Bengal tiger named Cheyenne he kept in the back yard. Little Jayton wanted to pet his uncle's beautiful tiger, too. The tiger responded by tearing off Jayton's arm.
Doctors reattached the arm after eleven hours of surgery, but to date Jayton's right arm remains largely useless. However, Jayton was lucky. Other children lose their lives to big cats recklessly kept as pets. In October, 2001, on a farm outside Lexington, Kentucky, one of the three pet tigers kept by Kerry Quinney snatched his three-year-old grandson Matthew Scott from his arms as they were having their picture taken in the tiger pen. Matthew died of massive head injuries after the 250-pound tiger dragged him around the pen.

Thank you Mr. Chairman, for the opportunity to testify before you and the Subcommittee regarding HR 1006, the Captive Wildlife Safety Act. Before I begin, I would like to request that my written testimony on behalf of the American Zoo and Aquarium Association (AZA) be included in the hearing record. I also respectfully request that the written testimony of the American Association of Zoological Veterinarians be entered into the record as well. My name is Dr. Eric Miller, DVM. I am Director of Animal Health and Conservation for the Saint Louis Zoological Park and a member of the American Zoo and Aquarium Association's Board of Directors. AZA represents 212 professionally-managed and accredited institutions which draw over 136 million visitors annually and have more than 5 million zoo and aquarium members. AZA institutions are the leaders in animal care and welfare, conservation science and conservation education. One of the cornerstones of AZA is its Species Survival Plan (SSP) programa long-term plan involving genetically-diverse breeding, habitat preservation, public education, field conservation and supportive research to ensure survival for many threatened and endangered species. Currently, AZA member institutions are involved in 108 different SSP programs throughout the world covering 159 species, including African and Asian lion, three species of tigerSiberian, Indochinese and Sumatran, clouded and snow leopard, cheetah and jaguar.

Zoo animals often are healthier and live longer than their wild counterparts since they are freed from the need to look for food and shelter, always be wary of predators and provided treatment for illness and injury.

DATELINE: RACINE, Minn. City leaders will decide Tuesday night whether to let an exotic animal farm remain open after concerns about lax security at BEARCAT Hollow, including the tiger attack of a girl last summer. Some residents who live near the park, which is about 25 miles northeast of Austin, want the City Council to pull the operating permit for BEARCAT Hollow and shut it down for good. The request followed the escape of a 10-month-old black bear in December. The bear ended up on the porch of a nearby home, breaking windows and frightening a family. And in July, a white Siberian tiger broke a gate at the park and attacked a 7-year-old Rochester girl. The tiger named Como was later destroyed, and the park was fined nearly $1,400. Nancy Kraft, and her husband, Ken, have operated BEARCAT Hollow since September 2000. She said they opened the park, which houses about 300 animals, as an educational zoo.

Many people wonder if it is cruel to take animals from their natural setting and keep them confined behind bars and trenches, where thousands of human beings stare at them. Perhaps some animals are far better off in zoos than in their natural surroundings. Wild animals are often hungry and sick. They may roam far and wide in the wild, but they do so to find food, not because they love the open space. They have many enemies, and must often fight to protect themselves, their mates, and their young. Very few live to an old age. After a few weeks in the zoo the good food, clean living quarters, and medical care, usually result in a greater improvement in the appearance of captured animals. Many mate and rear young in captivity. Many of them also seem to enjoy human visitors. Bears and seals love to show off. Monkeys and apes enjoy human companionship in captivity, especially that of their keepers. The Lincoln Park Zoo in Chicago once tried using one-way glass in the monkey house. People could look into the cage, but the monkeys could not see out. The monkeys became unhappy, and the glass was removed. At once, the animals regained their lively spirit.

The South American jaguars are called Shyam and Lakshmi. Outside Chennai city, at the Arignar Anna Zoological Park (AAZP), popularly known as Vandalur Zoo, the privilege of naming the animals is with the animal-keepers. They give their wards the same names they would give their children. And the bond developed by some of the animal-keepers is almost parental. Afternoons in February are not that warm in the zoo, considering that peak summer is a couple of months away. But Kala and Murugan had dived under the water in their enclosure. They lifted their heads with dog-like obedience when their keeper called out for them. The zoo, which is among the 15 largest in the country, now plans to introduce the concept of `Friends of the Zoo' through which interested persons can help in the upkeep of the animals by taking an individual, family or corporate membership. According to zoo Director N. Krishnakumar, the friends could provide either technical help or financial support, such as adopting the upkeep of an animal. ``We are looking forward to involving real zoo supporters.''
