II. Recommendations
In any food relief program, not all people in need will receive aid. Because resources are limited, a line will always have to be drawn. Relief agencies must determine who will receive aid and how much and what kind of aid they will receive. The difference between a fair and an unfair or politicized relief program is the criteria that are used to make these decisions. International relief agencies have determined that the guiding principle behind relief must be need and they have established guidelines to guarantee fair delivery of food. The WFP also targets beneficiaries based on need.
To the Zimbabwe Government
  • In accordance with the Zimbabwe Constitution, the government should permit all people to buy GMB maize at set prices without reference to their race, religion, ethnicity, regional origin or residence, sex, or political affiliation. The government should instruct authorities in charge of beneficiary and distribution lists to abide by the principle of non-discrimination. Special effort should be made to ensure access to highly vulnerable populations, such as women head of households, children, and those affected by HIV/AIDS. The government should impress upon the leadership of all political parties that it is prohibited for politicians and party supporters to use food to influence or reward constituents or voters. Punitive action should be taken against those who flout this regulation.

The 51-page report, " Not Eligible: The Politicization of Food in Zimbabwe ," documents how food is denied to suspected supporters of Zimbabwe's main opposition party and to residents of former commercial farms resettled under the country's "fast-track" land reform program. The report examines the widespread politicization of the government's subsidized grain program, managed by the Grain Marketing Board, as well as the far less extensive manipulation of international food aid.
According to the report, government authorities and party officials of the ruling Zimbabwe African National Union-Patriotic Front (ZANU-PF) manipulate the supply and distribution of government-subsidized grain and the registration of recipients for international food aid. Though international aid agencies, including the World Food Programme, have gone to great lengths to prevent interference, this kind of manipulation remains a problem. International aid agencies must devote greater resources and attention to preventing the manipulation of recipient lists. The report also examines international community's tacit complicity in preventing food from reaching former commercial farm areas resettled under land reform.

The Zimbabwe government has expressed outrage at Secretary of State Colin Powell's criticism of President Robert Mugabe's administration in a piece he wrote and which appeared earlier this week in The New York Times newspaper. Information minister, Jonathan Moyo, accused Secretary Powell of lying about Zimbabwe's economic and political situation. Mr. Moyo's views were carried on the front page of the state controlled Herald newspaper two days after Mr. Powell's article appeared in New York Times Mr. Powell wrote that, under President Mugabe's rule, Zimbabwe has become a country on the verge of collapse. Millions of people, he said, are desperately hungry because of the land-reform program instituted by the Mugabe government. Mr. Powell also said the Zimbabwe government was a threat to regional stability, and he urged neighboring countries to pressure Mr. Mugabe to engage in dialogue with political opponents before a new round of elections.

Last Updated Fri, 13 Sep 2002 15:42:38 HARARE, ZIMBABWE - The Zimbabwe government struck back at another of its critics Friday, arresting a judge who sentenced a government minister to jail. Police took High Court Judge Feargus Blackie, 65, from his Harare home before dawn, his wife Adrienne said. In July, Blackie sentenced Justice Minister Patrick Chinamasa to three months in jail on contempt of court charges. But Chinamasa ignored the ruling and police refused to arrest him. Blackie recently retired and it is unclear what charges he may face. Police did not comment on the arrest. Critics say Zimbabwe's government regularly cracks down on judges if they are seen as opponents and ignores court rulings if it disagrees with them. Also on Friday, Justice for Agriculture, a farmers' support group, said 12 white farmers were arrested for defying government eviction orders. For more than two years, Zimbabwe's government has attempted to seize 95 per cent of white-owned farms.

GOVERNMENT
According to Zimbabwe's constitution, the president is head of state and ahead of government elected for a 6-year term by popular majority vote. Parliament consists of the House of Assembly and has up to a 5-year life span. The House of Assembly has 120 members elected by the common-roll electorate, eight governors, 10 chiefs, 12 presidential appointees, the Speaker and the Attorney General. The Zimbabwean constitution institutionalizes majority rule and protection of minority rights. The elected government controls senior appointments in the public service, including the military and police, and insures that appointments at lower levels are made on an equitable basis by the independent Public Service Commission. The judiciary is headed by the Chief Justice of the Supreme court who like the other justices is appointed by the President on the advice of the Judicial Service Commission. The constitution has a bill of rights containing extensive protection of human rights. The bill of rights could not be amended for the first ten years of independence except by unanimous vote of the House of Assembly. Zimbabwe is divided into eight provinces, each administered by a provincial governor appointed by the president. The provincial governor is assisted by the provincial administrator and representatives of several service ministries. Zimbabwe is governed by President Robert Mugabe and his Zimbabwean African National UnionPatriotic Front (ZANU-PF), which has dominated the legislative and executive branches since independence in 1980.

    RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.
