Peel River in Yukon, Canada Unlike the situation in the United States, however, the Yukon government is asking for the public's opinion. It uses a five-step process that includes an internal departmental review, consultations with First Nations (native Canadian groups), a call for nominations, a review process, and a call for bids. During the fourth step, the review process, the public is given 45 days to voice its opinion to the government. The area in question is the Peel River Watershed, and the Yukon chapter of the Canadian Parks and Wilderness Society (CPAWS) has registered its opinion by calling on the Yukon government to cancel the area's nomination for oil and gas development. However, Scott Kent, minister of economic development for Yukon Territory said, "We're following the five-step process, so we're consulting the Yukon people before we move forward." The review process inviting public input about the Peel River Watershed ends Sept. 21.

By Erica Gies, Environmental News Network WHITEHORSE, Yukon, Canada — An area that has been called one of the Yukon’s most important wetlands has been nominated for oil and gas development, raising a controversy similar to that over the United States' Arctic National Wildlife Refuge (ANWR). Unlike the situation in the United States, however, the Yukon government is asking for the public's opinion. It uses a five-step process that includes an internal departmental review, consultations with First Nations (native Canadian groups), a call for nominations, a review process, and a call for bids. During the fourth step, the review process, the public is given 45 days to voice its opinion to the government. The area in question is the Peel River Watershed, and the Yukon chapter of the Canadian Parks and Wilderness Society (CPAWS) has registered its opinion by calling on the Yukon government to cancel the area's nomination for oil and gas development. "The Peel Plateau wetlands support a population of endangered peregrine falcon, contain key waterfowl habitat, and are an important staging area for migratory waterfowl," said Mac Hislop, CPAWS oil and gas coordinator. "Over the years, the Peel Plateau wetlands have been identified as a priority area for protection by the Yukon Government, Environment Canada, and the Mackenzie Delta–Beaufort Sea Regional Land Use Plan."

April 03, 2002 - Vol. 8, No. 32 April Yukon government close to toppling after resignations Yukon Premier Pat Duncan, the most outspoken Canadian supporter of an Alaska Highway gas pipeline, is on the brink of losing control of the territorial government. Three members of Duncan's Liberal caucus in the legislature have resigned, accusing the premier of not listening to caucus members. Their departure leaves the Liberals with a minority government, holding eight seats, against five New Democrats, the three new independent members and one member of the Yukon party. Don Roberts said he left because Duncan and her advisers made a lot of decisions, leaving the caucus to operate as a rubber stamp. Mike McLarnon said Duncan took most of her direction from unelected Liberal party members, staff and the federal government. Wayne Jim, the third to leave the government ranks, said of Duncan: "It was her way or no way." Both Jim and Duncan were fired from cabinet in early January, but said their action in jumping ship was not a case of revenge. "If we wanted to sabotage this government, we would have had access to 1,000 ways to do it," McLarnon said.

  • This report reviews measures adopted by the Government of Yukon in application of the International Convention on the Elimination of All Forms of Racial Discrimination. It updates, until May 2001, the information contained in previous reports. Please refer to the Yukon's contribution to Canada's reports on the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights for relevant information not repeated in this report.
  • Article 2 : Policy and programme initiatives
  • In 1999, the Public Service Commission began a new initiative to strengthen public sector management. A key component of this initiative is the Yukon Government Leadership Forum. This forum focuses on preparing employees to assume senior management positions within the Yukon government. The representation of women, Aboriginal people, visible minorities and people with disabilities was built into the selection process. Twenty three participants completed the programme and graduated in June 2001, with a new intake planned for 2002. The Workplace Harassment Policy, established in 1992, remains in effect. The policy now also provides information to employees about laying complaints under the Human Rights Act. The purpose of the policy is to establish a workplace that does not tolerate harassment and to maintain a work environment that is free from harassment. The policy applies to all individuals, including casual and contract personnel employed with the Yukon government. Definitions are provided for the types of harassment covered under this policy, which include workplace harassment, personal harassment, sexual harassment and abuse of authority.
