RE: JOHN GRAHAM
I am writing a letter of support for the bail hearing for John Graham set for December 17, 2003. I lived in the Yukon Territory for 32 years and I have known John Graham for approximately 25 of those years. I moved to the Yukon in 1965 where I began work as a residential supervisor at Yukon Hall, which is a dormitory for First Nations students who were required to live in Whitehorse for their schooling. After this I worked as a Practical Nurse and then moved on to politics. I was a founding member for the Yukon Association of Non-Status Indians and then later served as the vice-president for seven years. I also sat on several boards which included, the Yukon Indian Women’s Association and the Skookum Jim Friendship Centre. In 1980, I was appointed as a Justice of the Peace and served as the Executive Secretary to the Yukon Justice of the Peace Council. In 1982, I decided to get involved in territorial politics. I won the constituency riding of Whitehorse North Centre in 1982 and I served as the New Democrat Party Member of the Legislative Assembly from 1982 to 1996. For the first three years of this career, the NDP were in the opposition. In 1985, when the N.D.P. won the election, I was appointed the Minster of Health and Human Resources and Minister responsible for Juvenile Justice. While I was the Minister, the Women’s Directorate, which was formerly under the Labour Branch of the Department of Justice was created.

After hauling heavy camera gear into backcountry, he waited out six days of rain, snow, and fog before getting the picture that won this year's Mountain Photography Competition in Canada. Pulse of the Planet Mountain Culture, a division of the Banff Centre in Alberta, Canada, announced the winners of its eighth annual Mountain Photography Competition last week. Mueller, of Whitehorse, Yukon, Canada, took the grand prize for his "Autumn Sunset in the Heart of Tombstone, Tombstone Territorial Park, Yukon." A jury of respected photographers also awarded prizes in five subject areas: mountain adventure, culture, environment, flora and fauna, and landscape. The winning photographs and ten special mentions were culled from over 3,300 entries from 31 countries. The top honor was worth $1,000 (Canadian dollars; about U.S. $730) and prizes from the competition's sponsors while subject category winners took home $500 (Canadian dollars; about U.S. $370) and prizes.

  • The Department of Health and Social Services provides employment and training, counselling and referral of employable social-assistance recipients. The Department also provides some financial assistance to enable participation in formal occupational training or adult- education programs, and referral to specialized employment-training services for the disabled. Rehabilitation programs to prepare for the resumption of employment are available to assist those who have been ill or injured. The Vocational Rehabilitation Program provides counselling and assessment for clients requiring guidance in preparation for employment and/or adjustment for independent living in the community. The Program also provides training services and arranges for occupational and learning opportunities, and through other programs, provides job readiness and work-adjustment training to prepare adults for entry into the competitive job market. The Canada-Yukon Economic Development Agreement helps communities create and implement economic development plans.

    T he earliest securely dated archaeological sites in eastern and western Beringia involving Yukon/Alaska and eastern Siberia, respectively, fall between 10,000 and 14,000 B.P. (Morlan ). For 10,000 to 15,000 years prior to 14,000 B.P. a harsh Arctic environment existed and it has been suggested that Beringia may have been uninhabitable (Fladmark : 22-23; Schweger et al. : 439). Between 10,000 and 8,000 B.C. and probably earlier, an Asiatic-derived Upper Palaeolithic culture spread across much of the unglaciated territory of Beringia in Alaska and the Yukon. Originally called the American Palaeo-Arctic tradition (Anderson ) the name has been changed in this work to reflect more accurately the culture's geographical position in the Western Hemisphere. Technological similarities between Northwestern Palaeo-Arctic culture and Siberian assemblages have encouraged even more inclusive designations such as the Siberian-American Paleo-Arctic tradition (Dumond ) and the Beringian tradition (West ).
