Administrative Board Belgrade, 8.4.2004. - The Association of Independent Electronic Media (ANEM) is concerned at the fact the Serbian Government yesterday appointed a new Administrative Board of Radio Television Serbia by applying regulations under the Law on Public Companies rather than those of the Broadcast Act, which do not allow for the transformation of the state broadcaster into a public service. ANEM, however, welcomes a government statement in which it specified that the new members of the Administrative Board would only hold the posts until the election of a new Broadcast Council. This makes clear that the current appointments are only temporary. ANEM demands that the Serbian Government moves quickly to address the violations of the law in the election of certain members of the Council, in order for this body to finally begin carrying its mandate, which includes naming the Administrative Board of the transformed RTS.

ANEM Statement ANEM DEMANDS THE NEW GOVERNMENT RESOLVE PROBLEMS FACING MEDIA Belgrade, March 4, 2004. – The Association of Independent Electronic Media (ANEM) seeks that the new government of the Republic of Serbia without delay resolve the numerous problems burdening the work of the broadcast media in Serbia. In today’s statement, ANEM recalls the conclusions adopted at its assembly at the beginning of November last year, which stressed the need for the Serbian Parliament to act on the clear violations of the Broadcast Act during the election of the Republic Broadcast Agency Council. ANEM emphasises that this issue is of key importance in bringing order to the broadcast media sector in Serbia. ANEM requests that the government propose to the Serbian Parliament its candidates for president and members of the Administrative Board of the Telecommunications Agency, since the election of this body is a necessary precondition for the scheduling of a public contest and distribution of broadcast licences in line with the regulations of the Broadcast Act. ANEM demands that the government undertake as soon as possible to adopt the Law on Freedom of Access to Information and the amendments to the Broadcast Act, which are supported by ANEM and NUNS, and which would correct the balance of authority within the Broadcast Agency Council.

Cooperative Analysis of Aspects of the Kosova/Kosovo Conflict Political and Historical Context With the death in 1980 of longtime Yugoslav leader Josep Broz Tito, the relationship between Kosovar Albanians and the Yugoslav government began to deteriorate noticeably. Throughout the 1980s, tensions between ethnic Kosovar Albanians and the Yugoslav government rose. These tensions peaked in 1989 when Serbian President Slobodan Milosevic officially revoked Kosova/Kosovo’s autonomous status within the Republic of Serbia. This action exacerbated the already volatile situation, further setting Serbia and Kosova/Kosovo on a course toward conflict. Reacting to their increasing political marginalization by the Yugoslav government, Kosovar Albanians declared Kosova/Kosovo an independent republic within the Yugoslav state in 1990. Two years later, the self-declared republic elected its own parliament and named Ibrahim Rugova as president. Until the mid-1990s, the Kosovar Albanians adhered to a policy of peaceful resistance embraced by Rugova. However, by 1996, Rugova and his policy of non-violent opposition were increasingly discredited due to their inability to raise international support for the Kosovar Albanians’ cause. Internal opposition forces began to take a more assertive approach and support for civil disobedience grew. It was at this time that the Kosova/Kosovo Liberation Army (UÇK in its Albanian acronym) emerged as an armed opposition force.
