After death of dictator Josip Broz Tito in 1980, head of state began annual rotation among members of eight-member State Presidency. Federal Executive Council (FEC) acted as cabinet; its president was prime minister and de facto head of government. Legislative branch was bicameral Federal Assembly (Skupstina), representing republics and social organizations. Decision making slow, often cumbersome; proposals subject to veto by republics whose interests were threatened. Politics: Until 1990, sole center of political power was League of Communists of Yugoslavia (LCY). Its split along republic lines coincided with growth of many noncommunist parties, mostly republic based, in late 1980s. First noncommunist republic government elected in Croatia in 1990. Multiparty elections held in all republics in 1990. Foreign Relations: Maintained nonaligned international position after breaking with Soviet Union in 1948; remained a leader of world Nonaligned Movement through 1980s. Previously balanced relations with Soviet Union and West tilted toward West after economic and political crises in Soviet Union and Eastern European late 1980s.

The Yugoslav government supplied guarantees that Kraisnik would immediately arrive in The Hague at first notice of the Tribunal and before that he would stay in Yugoslavia.
The Hague Tribunal accuses Momcilo Kraisnik, former parliamentary chairman of the Srpska Republic and member of the Bosnia-Herzegovina assembly, of genocide, crimes against humanity, violation of warfare and serious violations of the Geneva convention during the civil war in Bosnia and Herzegovina.

    Parties agree new Yugoslavia government
    PODGORICA, Yugoslavia (Reuters) - Reformers backing new Yugoslav President Vojislav Kostunica signed a deal to create a federal coalition government together with two parties from the coastal republic of Montenegro.
    The signing of the deal was the final formal step before the new government goes before the federal parliament for approval on Saturday. Parliament is expected to approve the government as the coalition parties have a majority in the chamber.
    The Democratic Opposition of Serbia (DOS) alliance backing Kostunica is the largest group in the proposed government.
    Leaders from the three parties signed the agreement at a ceremony in the Montenegrin capital Podgorica on Friday evening.
    Details of the deal were not immediately available but coalition leaders have said the pact will be based on creating a modern market economy, pro-democracy reforms and a foreign policy aimed at fostering closer links with the rest of Europe.

As Stefan Bos reports despite the political changes, President Vojislav Kostunica has rejected a call from his allies to immediately dismiss the top commanders of police and armed forces. TEXT: After eight hours of difficult debates, the new Yugoslav government was voted into office by a vote of 136 to 19 by both chambers of Yugoslavia's 178-seat Parliamentary assembly. Twenty-three others were not present for the vote. The new government replaced a coalition primarily made up of Socialists -the renamed communists of ousted President Slobodan Milosevic - and the neo-communist party of his wife. It was seen as a milestone for this Balkan country. For the first time since World War Two the Yugoslav communist party, founded by Josip Broz Tito, will no longer play a powerful role. Supporters of President Kostunica have been given the key Ministries of Foreign Affairs, Police, Justice and Telecommunications. Deputy Prime Minister Miroljub Labus, a Kostunica ally and economic expert,will supervise the rebuilding of Yugoslavia's economy after a decade of wars and communist style mismanagement. But new Prime Minister,Zoran Zizic,from Yugoslavia's smallest republic Montenegro,is a supporter of former President Slobodan Milosevic. His Montenegro Socialist People's Party has been given the Defence Ministry.

    Yugoslavia: Government Resumes Talks With Milosevic Faction
    Belgrade, 23 October 2000 (RFE/RL) - Allies of Yugoslav President Vojislav Kostunica resumed talks today with followers of ousted President Slobodan Milosevic on forming a transition government for Yugoslavia. Milosevic's Socialists agreed last week to share power with the Democratic Opposition of Serbia coalition, but talks were nearly derailed by a dispute between the two factions over changes in the government. The parliament was originally set to vote Saturday on approving a list of cabinet nominations. The vote was postponed to this morning after the DOS demanded that certain Milosevic loyalists be dropped from a list of cabinet nominations. The rescheduled debate was to begin earlier this morning, but was delayed again by arguments between party managers. Today's parliament session is also expected to announce formally a date for early Serbian elections, tentatively set for 23 December.

    Yugoslavia: Government Vows Crackdown On Protesters
    Belgrade, 3 October 2000 (RFE/RL) - The Serbian government vowed today to prevent and punish any "subversive" activity, heralding a widespread crackdown on the civil disobedience campaign organized by the opposition to force Yugoslav President Slobodan Milosevic to step down. Tens of thousands of people demonstrated throughout Serbia as part of the nationwide protests which began yesterday. Reports say several thousand students have been stopped by riot police as they tried to march towards Milosevic's official residence. Coalminers in Kolubara, defying army threats, today vowed to continue with a crippling five-day strike that has led to power cuts. Power cuts are being registered today in the cities of Cacak, Nis, Novi Sad, and Kragujevac. The head of the army, General Nebojsa Pavkovic, said overnight that the authorities were ready to use emergency measures to force the miners back to work. Serbian opposition leader Vojislav Kostunica, who has claimed victory in the September 24 election, said today that Yugoslav elections are "finished" and that he will not take part in the run-off scheduled for this Sunday.
