This cover for the Belgrade hip-hop bands compilation CD, looks like reflecting a picture from the street in Harlem, New York city, and the white kid with punk haircut sitting on the sidewalk could have easily been me... There is a host of countries - like former Yugoslavia, Ireland, Lebanon, Israel, South Africa... - which had an access to "western civilization" on the level of culture, but not on the level of economy or political system. So, in a way we were a part of the "western civilization": we watched the same movies (American, mostly), scribbled the same graffiti on the walls, listened to the same music (British and American, mostly) and tried to emulate dress-codes of our "western civilization" peers while living in third-worldishly poor countries ridden by war, apartheid, communism and screwed up history full of failures. In Yugoslavia rock was around since early sixties, but it finally caught on with wide audiences in eighties through punk. Suddenly a very simple style was around which was easy to do even with very little money. So, a lot of bands just happened overnight. The punk menace swept Yugoslavia from northwest to southeast, and at some point we thought that punk is what the "western civilization" is all about, so we loved the "western civilization". Yugoslavia was a country of artificial, ideological bonds. Different cultures and ethnoreligious groups were never allowed to form the alliance in a natural way. Rather, the alliance was forced upon them under the slogan "brotherhood and unity". This never allowed us to know each other, really. Communists were scared that they'd be not needed any more if a more substantial bonds between various groups occurred. So, they worked on preventing them: inadvertently setting grounds for their extinction and the nationalist take-over in nineties. Rock, and particularly punk, was declared a Western plague, and although it was not banned, it was officially associated with drugs and bad behavior (well, this is nothing new, isn't it?). State apparatus was bent on preventing punk rock to spread to the country. And the communists were successful.

Culture and Arts Folk music varied from accordion-accompanied songs of Slovenia to ancient and modern epic poems of Serbia and Montenegro. The poems are chanted to the accompaniment of a one-stringed Slavic lute called a gusle . Yugoslav music of the late 20th century, including rock, often had a folk base. Opera and symphonic and chamber music were popular in Ljubljana, Zagreb, and Belgrade. The Dubrovnik summer festival achieved international renown. This performing arts festival featured primarily music, ballet, and drama. Ivan Meštrović, a Croat, was considered one of the 20th century’s outstanding sculptors. Yugoslavia’s self-taught peasant painters are still world-famous. One such painter is Ivan Generalić, a Croat who painted in the behind glass tradition of the Drava valley. In that tradition, paintings were made on the back of panes of glass to preserve them from soot and grease in peasant homes that lacked chimneys. Internationally known writers included Ivo Andrić, a Bosnian who won the 1961 Nobel Prize for literature. His most famous work is the novel

YUGOSLAVIA ("Land of the Southern Slavs"), a Socialist Federated Republic in S.E. Europe, in the Balkan Peninsula. The various elements of which Yugoslav Jewry was composed after 1918 (i.e. those of Serbia and the Austro-Hungarian countries) were distinct from one another in their language, culture, social structure, and character according to the six separate historical, political, and cultural regions of their origin. These regions were: Serbia; Slovenia; Croatia, Slavonia, and Dalmatia; Bosnia-Herzegovina; Macedonia; and Vojvodina. top

Jews lived in Slovenia from the 13th century until they were expelled in 1496 by Emperor Maximilian I of Austria. The biggest rabbinical center was at Maribor (Marburg) in the Styria district. Maribor had a "Jewish Street" as early as 1277 near the river Drava (Drau) and a synagogue inside the walled city. Rabbi Israel Isserlein taught there. His official title was "Landesrabbiner fuer Steiermark, Krain, und Korushka." He was succeeded by his pupil R. Joseph b. Moses. Other Jewish communities existed at Ptuj (Poetovia), Celje, Radgona, and Ljubljana. Jews were engaged in viticulture, and traded in horses and cattle. top

    "Romany culture and civilisation" by Mihai Merfea Roumanian language please! PRESENTATION ROMANY CULTURE AND CIVILISATION    Romany culture and civilisation represents one of the most controversial chapter subjects concerning the Romany population. The work has two parts (Part I: Concerning the Romany culture, Part II: Romany Civilization) and is a sociological research.    Another chapter presents the Romany population as an inspirational source for writers such as Romanian and foreign writers: Ion Budai Deleanu Nicolae Balcescu, Mihai Eminescu, Ion Luca Caragiale, Cervantes, Victor Hugo, Merime, Federico Garcia Lorca, painters: Nicolae Grigorescu, Theodor Aman, Arthur Verona and composers: Bizet and Ion Voicu.   The second part of the work “Romany Civilization" presents the skills and the professions of the Romany population. An important part represents their social integration as a way of active participation within the civil society and not assimilation. In this respect there is presented data obtained through empirical sociological investigations made in Punjab and in Romania, Yugoslavia, Hungary, Slovakia, Bulgaria, Germany, England etc.    Other elements of Romany civilization are presented: their religion, their nomadic and sedentary family, the biths the marriages and the funerals. The traditional and new social organization is presented through the role of the formal and informal leaders: judges, cnezi, bulibasa, kings and emperors. Krisul Romalo as a courthouse is analyzed through . the values which are used in order to promote the peace inside and outside the microcommunity.

    Founding, status and purview of the Archives of Yugoslavia The first initiative for the founding of the Archives of Yugoslavia and the adoption of a law to regulate its powers and purview, was launched by the Board of the State Archives in Belgrade (the current Archives) as far back as in 1922. The preparation and actual drafting of the bill lasted until 1935 but no law was adopted, so that the idea of founding the Archives of Yugoslavia did not materialize in the period between the two wars. After World War II, in 1950, the General Law on State Archives was passed. The Archives was founded under this law, under the name STATE ARCHIVES OF THE FEDERATIVE PEOPLE'S REPUBLIC OF YUGOSLAVIA. The direct application of federal regulations and the General Law on State Archives were of particular significance for the collection of archival material and for the Archives, which started official operation in 1952, i.e. early 1953, when the FPRY Government appointed the first director. In the period immediately following its founding the State Archives of FPR Yugoslavia, headquartered in Belgrade, worked under the supervision of the FPRY Ministry for Science and Culture and/or the Council for Science and Culture of the government of FPR Yugoslavia, and in 1953 it started operating as an autonomous federal agency under the name
