Each year thousands of teens are thrust from group homes, institutions, and foster families onto the streets of New York City. At 18 - 21 they have "come of age" according to New York's foster care system and are expected to fend for themselves. These kids have dreams and aspirations ... to be teachers, doctors, graphic artists, accountants, pastry chefs. They have strengths and talents to be productive citizens, take responsibility, participate in a community. They have hopes of owning their own homes one day, having a family, living a good life. But according to studies, within a year 33% will be homeless, 50% unemployed, 25% arrested or incarcerated or on public assistance. Why? Because while the foster care system housed and fed them, no one showed them how to plan their future. No one reinforced their ambitions, or encouraged them to continue their education as a means of realizing their dreams. In fact, many are released from foster care without so much as a place to live, or any idea of where or how to go about getting a job. Youth Advocacy Center is changing that. In after-school seminars, these young adults are taught skills to address the challenges that await them. How to set career goals and map a route to reaching them. How to research and analyze prospects in their chosen field. How to identify possible allies and create a strategy to enlist their help. How to inventory their strengths and weaknesses ... to present themselves positively and confidently, both in writing and in person. How to deal with the setbacks and rejections in life.

Public Defender Division Offices, Resources and Cases Youth Advocacy Project (YAP) Appeals Unit
The Public Defender Division has a statewide Appeals Unit, based in the Boston office, whose lawyers provide appellate advocacy in cases tried by Public Defender Division attorneys. The Appeals Unit lawyers represent clients before the Massachusetts Appeals Court and the Supreme Judicial Court, and occasionally in federal court. The Appeals Unit, led by Chief Appellate Attorney Brownlow Speer, is known statewide for the excellence of its written and oral advocacy. Senior Trial Counsel Training and Supervision Training and supervision are particularly important components of the Public Defender Division’s ethic. Written supervision guidelines are utilized to ensure that all attorneys receive careful supervision and guidance as they handle the serious cases which make up the Public Defender Division’s work. New Public Defender Division attorneys attend an in-house, four-week training program conducted in September by the CPCS Training Unit. The new lawyer training program combines an in-depth review of Massachusetts substantive and procedural criminal law with a highly intensive trial skills training component. Over the four weeks of the course, more than fifty staff Public Defender Division attorneys, investigators and social workers assist in the training of the new lawyers.

Traditionally, this has been accomplished in a number of ways as community-based agencies, schools and motivated youth themselves have developed special projects on selected issues.
The purpose of the Build Our Own Youth Advocacy Tools is to have CCY gather the elements of these kinds of projects and make them freely available on-line to members who want to make use of them either as they are of in a buffet menu option where different elements are collected to form an entirely new tool.
We believe that this approach will eventually lead to the creation of an community-inspired "best practices" system where even the best and the brightest of ideas gets shared and enhanced.
CCY will post your materials as they are presented, with guidance from our staff and volunteers as to how to present them to others. You may e-mail to us electronic files (Word Documents preferred but any text is fine) and we will post them in a timely fashion. We then ask that you return to us a sample of the way that you modified or combined the pieces that you used along with a description of what you accomplished or tried to accomplish. (A little information about the audience you used the tools with would also be helpful.) We may follow-up on your submission for additional information if we decide to then post your materials in this space for others to use.
CCY may also periodically create some items or give samples of how elements from different people can be combined for a specific purpose.

23 September 2002 The Minister for Children, Mr Brian Lenihan TD, has today (23 September 2002) launched the National Pilot of the Youth Advocacy Programme at the Northern Area Health Board Headquarters, Swords, Co. Dublin. The Youth Advocacy Programme is an innovative programme, developed in the United States, which has been designed to provide support to at-risk young people and their families. "The Programme is about providing support and direction to young people within their homes and local communities in a way which acknowledges their strengths and offers unconditional care," said the Minister. The Minister said that he was particularly pleased to provide financial support to the Eastern Regional Health Authority for the National Youth Advocacy Pilot Programme in the Northern Area Health Board. "The direct annual cost of the National Pilot Programme is €600,000. It is envisaged that places will be available for 50 individual clients and their families in any one calendar year of the programme. There will be access for 25 clients and their families at any one time," said the Minister. The National Pilot in North Dublin will run for three years initially. It will be managed by the Northern Area Health Board in partnership with the Eastern Regional Health Authority, the Youth Advocacy Programme organisation and Extern, a charitable, not-for-profit organisation from Northern Ireland with the support of the Department of Health and Children.
