Yemen is important to world energy markets because of its oil and natural gas resources as well as its strategic location at the Bab el-Mandab strait linking the Red Sea and the Gulf of Aden, one of the world's most active shipping lanes. Note: The information contained in this report is the best available as of May 2003 and can change. GENERAL BACKGROUND
Yemen's government continues to implement an economic reform program which it agreed to in 1995 as a condition for lending from the International Monetary Fund (IMF). The program includes banking reform, privatization of state-run industries, major infrastructure investment, and reduction or elimination of government subsidies, including wheat, flour, gasoline, and electricity. Yemen's economy has benefited from relatively high oil prices over the last year, which increased its hard currency receipts and remittances from Yemeni workers in the wealthier Persian Gulf countries. Oil income makes up about 70% of total Yemeni government revenues. Yemen's real gross domestic product grew 3.4% in 2002, and it is projected to grow 4.1% in 2003. Security remains a major concern of foreign firms doing business in Yemen, particularly after the French-flagged tanker Limburg was attacked off the coast of Yemen in October 2002. The Canadian oil company Nexen, which operates the ash-Shihr oil export terminal, agreed in Januray 2003 to provide assistance to the Yemeni government in improving security. Kidnappings of foreigners, including oil workers, have been a problem. Besides kidnappings, there have been periodic attacks on an oil pipeline in the Marib region of eastern Yemen, which is operated by U.S.-based Hunt Oil.

Yemen After more upsets than a first-time traveller to India, Yemen is developing a calm and collected air. Although the country is rapidly modernising, you'll find plenty of old-style Arabia - from spicy souqs to presumptuous palaces - wherever you travel. The country is covered in ancient skyscrapers - eight-storey buildings made from stone and mud - where people live on top of their animals and the views are spectacular. You'll also see mind-blowing mosques, sultans' palaces and villages perched on top of remote mountains.
Warning
Yemen's been an unsafe travel destination for at least a decade, but recent events have made it treacherous. Protests against Israel's occupation of the Palestinian Territories have grown increasingly large and violent. The Yemeni government is cooperating with the US in its war on terrorism, but the Yemeni people are not happy about that. Public anger at the US is high, and bound to intensify as more US troops are deployed to Yemen. The US State Department warns that senior Al-Qaeda operatives reside in Yemen and that they've received credible threats of terrorism against US interests there. The US and Australian governments have issued renewed travel warnings advising their citizens not to go to Yemen, and suggesting that those who are already there consider leaving as soon as possible. The British government also strongly advises against travel to Yemen. Those considering visiting the country should check with their government for security advice.

The Republic of Yemen, comprising the former (northern) Yemen Arab Republic (YAR) and (southern) People's Democratic Republic of Yemen (PDRY), was proclaimed in 1990. Following a brief but bloody civil war in mid-1994, the country was reunified under the Sana'a-based government. President Ali Abdullah Saleh is the leader of the General People's Congress (GPC), which dominates the Government. He was elected by the legislature to a 5-year term in 1994, and was elected to another 5-year term in the country's first nationwide direct presidential election in September 1999, winning 96.3 percent of the vote. The Constitution provides that the President be elected by popular vote from at least two candidates endorsed by Parliament. In November 1989, the leaders of the YAR (Ali Abdallah Salih) and the PDRY (Ali Salim Al-Bidh) agreed on a draft unity constitution originally drawn up in 1981. The Republic of Yemen (ROY) was declared on May 22, 1990. Ali Abdallah Salih became President and Ali Salim Al-Bidh became Vice President. Source: U.S. Department of State

    Meet our Women's Rights Advocacy Staff in Washington IHRLG IN YEMEN Context of Our Work While Yemen has ratified the Convention on the Elimination on All Forms of Discrimination Against Women and the Convention on the Political Rights of Women , Yemeni women continue to face institutionalized discrimination. Women are granted relative equity under Yemen's constitution, yet interpretations of Shari'a and social custom result in ongoing violations of women's human rights, including the failure to enforce laws pertaining to violence against women and the heightening of women's vulnerability to accusations of "moral crimes" (which can include being in public without a male escort). Women's rights are also not well protected within Yemen's criminal justice system. In addition to having to endure poor prison conditions, women held in detention are sometimes subject to violent interrogation or forced confession, and gender-based violations including sexual harassment, for which security forces are rarely held accountable. According to custom, children and babies born in prison generally remain with their mothers. As Yemeni practices require male members of the families of female prisoners to arrange their release, many women choose to remain in prison for fear of abuse by family members and rejection by their communities. Women prisoners also frequently remain in prison past the expiration of their sentences, because their male relatives refuse to take custody of released prisoners due to the shame associated with their alleged behavior. Until recently, the Yemeni government had had no plans in place for accommodating these abandoned women.

The security threat to all U.S. citizens in Yemen remains high due to continuing efforts by Al-Qa'ida to re-constitute an effective operating base. This could lead to possible attacks by extremist individuals or groups against U.S. citizens, facilities, businesses and perceived interests. From time to time the Embassy may temporarily close or suspend public services for security reasons.     Tourists freed after the shootout that killed four of their colleagues said on 30 December the battle started when Yemeni security forces attacked the gunmen who were holding the foreigners hostage.
    Their accounts appeared to contradict the official Yemeni government's Yemen said security forces only opened fire Tuesday after the kidnappers began killing some of the hostages at a camp in southern Yemen.
    Meanwhile, four German hostages who had been held captive by Yemeni tribesmen Dec. 7 were set free on 30 December. The three women and one man were reported to be in good condition and were en route to the Yemeni capital of San'a.
    Meanwhile tourists who had been abducted Monday told reporter s that once the attack began, the kidnappers tried to use their prisoners as shields and eventually shot two of the captives in "revenge killings" as they fled.
    "The worst time for me was that time when a barrel was pointed at my chest. I said, 'No, no, no," recounted Eric Firkin, who said a fellow captive, a woman, was shot dead in front of him.
    Mr Firkin, 55, from Croyden, 16 miles south of London England, said he was with a group of 11 hostages. The kidnappers had split their 16 captives into two groups and Mr Firkin and Brian Smith, another hostage, said they did not know how the other group had come under attack. Both men said their group wound up in the middle of a gun battle after government troops opened fire on the kidnappers as they fled with their hostages. "We were being led into the mountains to a hiding. Then we heard the gunfire," said Mr Firkin, a chemistry professor. He and Mr Smith were interviewed today at a hotel in the southern port of Aden.

    Recent Reports Support HRW World Report 1999 Order Online YEMEN Human Rights Developments On September 25 President Ali Abdallah Saleh won the first Yemeni direct presidential election, gaining an officially claimed 96.3 percent of the total vote, and entering his fifth term in office. The president pledged to fight corruption and build a modern state based on law and order. In his first act as he entered his new term he resigned his position as head of the Supreme Judicial Council, a measure that could contribute to judicial independence. In 1999 human rights problems in Yemen received greater international attention largely because of the high-profile trial of eight British and two Algerian nationals on charges of planning terrorist attacks in the country. The trial in Aden, which resulted in convictions in August and prison terms of between seven months and seven years, highlighted serious shortcomings in the Yemeni justice system, including arbitrary detention, torture, and unfair trials. Women convicted of violating traditional sexual mores were sometimes held in detention beyond the end of their sentence until a male guardian collected them from the prison. Many prisoners and detainees were held in unregulated detention centers operated by tribal leaders or branches of the security forces. Journalists and opposition political leaders were frequently subjected to detention, assault, or intimidation by security forces and unidentified armed gangs. Newspapers were subjected to closures and arbitrary restrictions in violation of local and international law. Reporters who exposed government corruption were particular targets. In the run-up to presidential elections in September, only one candidate was permitted to stand for elections against incumbent President Ali Abdullah Saleh and he was a member of the president ruling political party.

    History To the Romans, Yemen was Arabia Felix , whose mountains and fertile areas distinguished it from the barren desert of the rest of the Arabian peninsula. After the fall of the Roman Empire, Yemen came into the 7th century under the influence of Islam, which was then rapidly expanding throughout the region. It remained within the orbit of various regional powers until, in the 15th century, it became a flashpoint in the struggle between the Egyptians and the Ottoman Empire. Its strategic location subsequently attracted European powers and, during the early 17th and early 19th centuries, there was a constant struggle for control between the Europeans and the Ottomans. The development of trade routes to India and the Far East eventually made protection of the Suez sea route an imperative for the British, who occupied the port of Aden in 1839, as a staging post and military base. The Yemeni hinterland was, for the most part, under the loose control of the Ottoman Empire throughout the 19th century, until 1918, when the Imam Yahya took power in what became the Yemen Arab Republic (YAR). Aden and its surroundings meanwhile, were firmly established as a British colony. Yahya was assassinated in 1948 and his son Ahmed took over. From 1958-1961, the YAR was federated with Egypt and Syria in the United Arab States. Ahmed died in 1962 and an army coup led to civil war between Egypt-backed republicans and Saudi-backed royalists.
