Follow the first year in Congress of Freshmen Reps. Kay Granger (R-TX) and Jay Johnson (D-WI) On the stroke of midnight on January 31, 1999, as millions of people around the world ring in the new year, the world will suffer a catastrophic failure of almost anything run by computer. At least this is the scenario being discussed in government and the computer industry. ( Click here for more information) One of the ways the federal government is preparing for the Year 2000 crisis (also known as the Y2K) is in Congress. The House Science Committee's Technology Subcommittee has been holding hearings into what is being done to prepare for the Y2K. The Subcommittee, chaired by Rep. Constance Morella (R-MD), is focusing on the most cost-effective way to prevent a real crisis. The crisis stems from the fact that since computers are based on a DD/MM/YY formula, computers will believe the year 2000 to be the year 1900. Therefore computers will be unable to correctly calculate any information dealing with time. The problem is solveable, the question is how to do it and how much will it cost. Rep. Morella has been looking into the problem for some time.

Background On September 3, 1987, Apple Computer invited students from twelve, top-ranked universities in the United States to detail their vision of the personal computer of the year 2000. The students were asked to be creative but practical, to describe the purpose and underlying technologies of their design. They were to be judged on both original thought, and how well they showed their thought would work. Each school sent its two best entries to Apple engineering directors. From these entries, the directors were to select the five best. From these, the nation's best entry was to be determined by a distinguished panel of judges comprised of Steve Wozniak, Alvin Toffler, Alan Kay, Diane Ravitch and Ray Bradbury. On January 28, 1988, that honor went to the the Tablet team from the University of Illinois. This is their entry.
Abstract
The University of Illinois design extends the freedom of pen and notepad with a machine that draws on the projected power of 21st century technology. Without assuming any new, major technological breakthroughs, it seeks to balance the promises of today's growing technologies with the changing role of computers in tomorrow's education, research, security, and commerce. It seeks to gather together in one basket the matured fruits of such buzzword technologies as LCD, GPS, CCD, WSI and DSP.

    Introduction
    The Year 2000 problem (years stored by their last two digits will overflow from "99" to "00" when the year passes from 1999 to 2000, causing miscalculations and misunderstandings) is not a huge problem of computer software, nor a unique problem, nor a difficult problem to solve, but it is the focus of a huge and unique racket. The racket treats the Year 2000 problem as huge, difficult, dangerous, and unique. There are doom-laden articles in the newspapers, expensive conferences, collections of articles such as the one you hold, service offerings by consulting groups, special software tools, internet news pages. This is the Year 2000 racket the problem is free, but solutions are for sale. The Year 2000 problem has three advantages that help to make it a perfect racket.

In an ongoing effort toward Year 2000 compliance, Microsoft has identified minor Year 2000 issues within Windows® 98. Update 2 corrects several minor issues associated with generating dates on your computer on or after January 1, 2000. You will need to have installed the original Year 2000 Update before you install Update 2. Windows 98 Year 2000 Update While you may have found that your Windows 98 computer sometimes displays Year 2000 dates incorrectly, this poses no risk of data loss. Because system files are being updated, it is important to follow all of the download instructions. See complete step by step instructions below. This software update is part of the Windows 98 Customer Service Pack. The following components are included in the Windows 98 Customer Service Pack:

  • Internet Explorer 4.01 Service Pack 2
  • Windows 98 Year 2000 Updates

Help The Problem Two-Digit Years The most common Year 2000 problem occurs with software that stores and/or manipulates dates using only two digits for the year. The two-digit date convention assumes that the century is 19xx. Any calculations built upon such dates will hence be incorrect. Leap Year A year is a leap year if it is divisible by four, but not if it is divisible by 100, unless it is also divisible by 400. Thus, the Year 2000 is a "special case" leap year that happens once every 400 years. Some systems and applications, if even they represent the year 2000 correctly, do not recognize the year as a leap year. This problem would cause all dates following February 29, 2000 to be off by one day. In order to be fully "Year 2000 Compliant," a system must represent dates after December 31, 1999 correctly as taking place in the 21 st century, and it must also recognize that February 29, 2000 is the last day of the month of February, 2000. What do they mean by "compliant"?

The calendar reckoning that will give us the Year 2000 problem goes back to a monk in the 6th
century A.D. named Dionysius Exiguus ("Dennis the Short") who calculated the date of the birth of Jesus and proposed dating before and after that date. Though the system only began to come into common use in the eighth century, the very first person to use it appears to have been Dionysius' friend Cassiodorus, another learned monk writing in the year 562.
Scholars now date the birth to about 4 B.C., which means that if Dionysius had got it right

Some versions assume the century is the current system date century; some window 1920-2019; Office 97 windows 1930-2029.

Microsoft Products that Store or Manipulate Dates Year Limit Microsoft Access 95 and before (full 4-digit "YYYY" year) 9999 Microsoft Access 95 and before (2-digit "YY" year shorthand) 1999 Microsoft Access 97 ("YY" year) 2029 Visual FoxPro ("YYYY" year) 9999 Q: What are the year limit details for Microsoft database products? A: Every Microsoft database product including Microsoft Access, Visual FoxPro, and Microsoft SQL Server stores years in 4-digit form. Microsoft provides users with the ability to enter 2-digit short cuts for year data (i.e., "96" instead of "1996"). When a user types in a 2-digit year, Microsoft’s programs actually store the complete 4-digit year – unlike many older mainframe programs, which store just the 2-digit form. There is no standard way in the industry to interpret 2-digit year short cuts and as a result, errors can occur when dates are entered and displayed only using 2-digits. Of course, users of Microsoft products can always type in all 4 digits of a year to clearly identify the date they want to store in order to reduce possible data entry errors.

The truism "Time to spare? Travel by air" will be more true than ever this holiday season. If you can't stay home, be flexible. Think of a typical crowded airport on New Year's Day, the peak of the holiday travel season. Now think of a jampacked Detroit Metro airport when a howling blizzard hits on New Year's Day. For some travelers, New Year's Day 2000 could bring the storm of the century. In the two weeks before and after January 1, record numbers of passengers will be in the air, according to Lou Marcoccio, year 2000 research director at the Gartner Group, a research firm in Stamford, Conn. Clearly, they're not listening to him. He's counseling the thousands of clients his company advises on Y2K-readiness issues to avoid traveling by air. Not that planes will fall from the sky. No one expects travel-related glitches to be life-threatening, at least in the U.S. and other developed countries. To illustrate the government's faith in the safety of U.S. aviation and air-traffic control, Jane Garvey, head of the Federal Aviation Administration, will greet the new millennium at 35,000 feet aboard a flight from Washington, D.C., to San Francisco. (The fact that the skies will be relatively quiet December 31American Airlines has canceled 20% of its flights for lack of bookings, for examplehas more to do with a reluctance to travel on New Year's Eve than Y2K worries.)
