The Year 2000 Computer Problem - Issues for Small Jurisdictions

First of all, what is the Year 2000 problem? To conserve storage space in the early days of computing, years were stored as two digits rather than as four (for example, 98 rather than 1998) in computer programs. If your software programs are not updated to handle four digits, then calculations involving dates could be incorrect, affecting a variety of your financial and database systems. A sEcond problem with the Year 2000 will occur because the clocks in many personal computers store years as two digits and have no place holder for the millennium value of a year, requiring that you update your hardware. Further, the Year 2000 is a leap year, but the rules governing computing dates will fail to recognize 2000 as a leap year. What does the Year 2000 problem mean for small cities, towns, and counties within Washington State?

WHAT'S THE RUSH? COUNTDOWN to the YEAR 2000!
While many people are eagerly awaiting January 1st, 2000 to see if anything will actually crash, there needs to be an awareness that this is not only a one day problem. Since software and hardware that is involved in projections and demographic data we are surely going to need to be up to speed at least one year in advance. According to the Gartner Group, while 40% of the time and resources might be spent on analysis of the problem and modification of the situation, another 45% of the time is spent on testing, training, disaster recovery and documentation. This means that companies cannot START their fixes in the year 1999, they need to be on it by mid 1998 to have a good chance of minimizing the problems. We are less than 380 days away before this date arrives.

On January 1, 2000, computer systems and other mechanical devices that use date-sensitive microchips may not distinguish between the years 2000 and 1900, and could fail to function. The purpose of this hearing is to receive a status report on the efforts of U.S. and international governments in preparing for the Year 2000 computer problem. BACKGROUND In the 1960s and 1970s, when these systems were developed, computers had limited storage space. In an effort to conserve that space, or memory, computer programmers designated the year by using two digits instead of four. For example, 1966 was simply "66." The method works until confronted by the "00" of the year 2000. Unless corrected, these computer systems and microchips may not know if the "00" means the year 2000 or the year 1900. The confusion could result in the transmission of corrupted data, computer malfunctions, or total system breakdowns. The Year 2000 problem, or Y2K, is global. A number of private-sector organizations have estimated the worldwide cost of fixing these date-sensitive systems to be between $600 billion and $1 trillion.

The various independent surveys from SIM and Anderson Consulting Worldwide and Peter deJager keep telling us the same thing - that only 20-30% of all US companies have begun to inventory their systems and perform any risk assessment steps to address their Year 2000 problem. Worse, less than 10% have actually started fixing their code. While the rest of the world, and your company is catching up, there are things that you can - and must - do right NOW to help your company address the problem and withstand the inevitable onslaught of litigation that is allegedly making some attorneys salivate. The Economist in its cover story in its October 4th-10th, 1997 issue entitled "The Millennium-Bug, Muddle" quotes the estimated cost to the world's companies and governments of fixing the problem (including fixing the errors, lost productivity from those systems that fail, and the cost of liability lawsuits) at - take your choice: Gartner Group $600 billion; Technology Research Reports, a California market-research firm, $2 trillion ; and Boston's Software Productivity Research at $3.6 trillion. The Year 2000 "Millennium Bug" As we approach the turn of the Millennium, we all need to consider the well publicized year 2000 computer problem.
The Year 2000 ("y2k") software problem or "Millennium Bug" arises from the use of a two-digit field to identify years in computer BIOS hardware or software programs (for example 85 = 1985), and the assumption of a single century the 1900s. Any BIOS or software so created will read (or attempt to read)"00" as the year 1900. Programs that use dates will fail or malfunction if these errors are not corrected.
Therefore we need to be concerned about both our computer hardware and the software that runs on it and take necessary steps to ensure that we be able to continue to depend on our computers and software.

    When computers were first built, memory was so expensive that every little bit needed to be conserved. So, instead of storing the date in a four digit number, programs stored the date as a 2 digit number. For example, the year 1997 is displayed as 97. This works really well until you get to the year 2000. For some programs, this means 2000 will become 1900; for others, these 2 digits were stored in such a way that you will see the computers "beginning of time" date often in the 1980's. Most of the year 2000 problems are with software . However, the bios of a computer (on the computer motherboard) also has a clock. Hence, there can be hardware problems as well.

    The easiest way to test if you will have problems is to try it. First, backup your computer. One should ALWAYS backup a computer before trying anything risky. Then, change your systems date to 11:59pm Dec 31, 1999. Let the computer run for 5 minutes. Reboot your computer. Find out if the date is still correct. Then, check out what works and what doesn't work. Then, change your date back.

Experts say if hospitals don't act now to correct computer programming, an alarming number of pieces of medical equipment may malfunction all because computer makers failed to plan for the next century. The key problem is that when you enter "00" for the year 2000, many computers get confused. "We talked to one organization that found that their intensive care monitoring system would shut down on January 1, 2000," said year 2000 consultant Joel Ackerman. "That's a biggie. We worry about that. "I would say that patient care is definitely at risk," he added.

By Alvin Powell Contributing Writer The year 2000 is coming and Harvard's computer specialists are preparing to meet it. The preparation is needed because, along with the new millennium comes the "millennium bug," a worldwide glitch in computer software caused by programmers saving space by noting dates with just two digits. That means that computers, which take everything literally, will assume the year "00" is 1900. If untreated, this seemingly innocuous problem could cause trouble ranging from fax machines marking documents with the date Jan. 1, 1900, to wide-scale disruption of financial networks and power grids. Exactly how large the problem will be is subject to debate. Some doomsayers predict a wave of bankruptcies and a global recession. Others say it will be noticed hardly at all. Most agree, though, that it is a problem worth paying attention to and that early assessment and action can minimize the potential impact. Harvard has been working for more than a year to minimize any disruption. The University has surveyed its many schools and departments, quizzed vendors on their software's "Year 2000 compliance," contacted outside institutions with which it exchanges information electronically, and put a University-wide structure in place with the goal of gaining near-total compliance by January 1999.
