State-By State Analysis WYOMING Although, Wyoming meets some of the AFT criteria for good charter school law, it exempts charter schools from meeting state standards and does not require that charter school students take the same test instrument used in other public schools Admissions policies:
The law states that school admission cannot be determined by residence except when a public school is converted into a charter. Admission shall not be determined solely on academics. The potential charter school must state admission requirements in application, and the means by which the school will achieve a racial and ethnic balance among its pupils that is reflective of the general population residing within the territorial jurisdiction of the school district in which the charter petition is submitted. State standards apply: No. Charter school applications must describe measurable pupil outcomes identified for use by the charter school. Pupil outcomes must measure the extent to which all pupils of the school demonstrate they have attained the skills and knowledge specified in the school's educational program, and must describe the method by which pupil progress in meeting these outcomes is measured.

Reciprocal Certification
All of the programs in teacher education at UM are fully accredited and lead to teacher certification in the State of Maryland , which is reciprocal in most other states. A listing of the states with which we have reciprocity is provided below: NOTE: The listing in the table below is taken from the NASDTEC website, http://www.nasdtec.org/report.tpl Alabama Alaska Arizona Arkansas California Colorado Connecticut Delaware Florida Georgia Hawaii Idaho Illinois Indiana Kansas Kentucky Louisiana Maine Massachusetts Michigan Mississippi Montana Nebraska Nevada New Hampshire New Jersey New Mexico New York North Carolina North Dakota Ohio Oklahoma Oregon Pennsylvania Rhode Island South Carolina Tennessee Texas Utah Vermont Virginia Washington West Virginia Wyoming Dictrict of Columbia NOTE: Several of these states require prospective teachers to meet additional ancillary requirements (e.g., additional teacher candidate assessments and/or courses, higher GPA requirement, etc.) in order to be fully certified. In many cases, the incoming teachers are issued an initial certificate, which enables them to begin teaching, and they are given a specific time line for fulfilling any remaining teacher certification requirements. Certification Virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN
The State of Michigan charges a substantial fee (approximately $125.00) to issue a Provisional certificate. Information on this is provided during directed teaching.
The Teacher Education program at Calvin College matches or exceeds the requirements for a Michigan Provisional certificate. Because Calvin College is accredited by the National Council for Accreditation in Teacher Education, graduates can more easily obtain certification in other states.
However, many states are presently changing their certification requirements. For example, the states marked with an asterisk (*) now require a course in teaching the exceptional child. If you are an elementary teacher and if one of these states is your home state, or if you are quite certain you may teach in one of these states, you should consider taking a course in the exceptional child.
A number of states, such as California, require a master's degree or its equivalent for regular teacher certification. All states require some sort of validation after a teacher completes a college program.

    Wyoming second in per-pupil spending
By HOLLY STROTHER Star-Tribune staff writer CASPER - CST - When it comes to providing money and other resources to its schools, Wyoming ranks second in the nation, spending $8,657 per student in adjusted dollars, according to a national education report released Monday. But the state ranked dead last in terms of improving the quality of its teachers, receiving an F grade for the third straight year, Education Week's Quality Counts 2002 report found. New Jersey led the country in per-pupil spending last year, with $9,362 in dollars that reflect regional cost differences. The lowest-ranked state was Arizona, with per-pupil spending of $5,006. The U.S. average was $7,079, according to the report. For the first time in at least six years, the state got an A on its report card in adequacy of resources, which "accounts for both the number of students below an 'adequate' level of spending and the degree to which spending on those students falls short of adequate," according to the report. State Sen. Charlie Scott, R-Casper, said he believed the F grade was a fair assessment of two of the three areas of teacher improvement: Teacher's salaries are not enough for the state to recruit more high-quality teachers, he said, and the Wyoming Professional Teachers Standards Board policies are complicated and rigid to the detriment of the education system here.
