The vast bulk of it went to the very priorities most lawmakers targeted before the session began education, corrections and savings with schools, both K-12 and higher education, getting close to half. (See box.)
Michael Walden-Newman, director of the Wyoming Taxpayers Association, said most of the calls he received during the session were from people who had two main questions:
What exactly is the surplus? Where did it go in the budget?
First, the surplus is found in the General Fund, Budget Reserve Account, and School Foundation Program slices of the overall state budget. Those are the funds that lawmakers directly control.
Prior to the session, revenues came in higher than forecasts had projected, to say the least. Unexpectedly high mineral prices, especially for natural gas, were the main factors, according to Walden-Newman.

Court denies schools special master By JOAN BARRON
Star-Tribune capital bureau CHEYENNE The Wyoming Supreme Court on Monday told feuding sides in a fight over, in part, who will pay for "extras" at new schools, to slog through the normal legal steps.
The high court declined to appoint a "special master" to help wade through the complicated impasse over whether the way school construction is paid for is constitutional. A special master would take testimony and make recommendations concerning the state's entire public school financing operation construction and operational.
The court on Monday concluded that an impasse in the state's school capital construction program wasn't sufficient for the court to exert jurisdiction over the program, said a terse order signed by Justice Michael Golden.

Senate Joint Resolution 10 proposed a change to the Wyoming Constitution that would have allowed the Legislature to legally recognize a special category of schools defined as "necessary small public schools" and to provide special funding for them.
Under SJ 10, the Legislature would have defined which schools would qualify as necessary small public schools. Then, funding for those schools would have been exempt from any of the constraints that apply to the statewide school funding model currently used to fund all public schools in Wyoming.
The school-funding model now in use was initiated in 1997, after a series of lawsuits found that the way Wyoming funded schools was unconstitutional. The school-funding model has been adjusted and modified every year since, as the Legislature attempts to bring it into compliance with directives from the Wyoming Supreme Court.
Supporters of SJ 10 maintained that small rural schools in Wyoming are underfunded by the school funding model, and that they must be maintained even at a high cost to the state as an essential component of Wyoming's culture and tradition.

    Who Can Participate

    The Wyoming Regional Science Bowl competition is open to any Wyoming High School wishing to participate. Teams are made up of five students, four team players plus an alternate, and one coach. The coach can be a teacher, parent, or community volunteer.
    The 2004 Wyoming Regional Science Bowl will be held on Saturday, February 21, 2004, at Kelly Walsh High School in Casper. The teams compete by answering questions on scientific topics in astronomy, biology, chemistry, mathematics, physics, earth, computer and general science.
    For those students participating in the Science Bowl, science exhibits, hands-on demonstrations, and brain-teaser problems are offered during the competition breaks and lunch time. Students also have the opportunity to study and strategize for the next round of competition.
    The winning Regional Science Bowl Team will go on to compete at the National Science Bowl competition to be held April 29 - May 3, 2004 at the National 4-H Center in Chevy Chase, Maryland. Prizes awarded in 2003 included money to the Science Department's of the top 18 schools, and the top five teams overall were provided trips to participate in hands-on science expiences at both international sites and Department of Energy Facilities.

    This program was a collaborative effort between the Wyoming Geological Survey and a production of University Television, a division of the Outreach School. The program specifically was made for Wyoming Public Television. The initial showing on or about April 6, 2001 was the centerpiece of Wyoming Public Television's fund raising effort. It has been shown periodically since that time and will continue to be shown. The video tape is available to schools, businesses, government and can be provided to the public and is available through all Wyoming County libraries. In addition to airing on Wyoming Public Television, parts of the video have been used in a KTWO three-part series on earthquakes, resulting in many inquiries coming to the Wyoming State Geological Survey. It is and will be used as educational outreach for a number of years to come.
