There are no express statutes either permitting or prohibiting Released Time in Wyoming. However, section 21-4-102(ii) allows for the board of trustees for each school district to excuse students if compulsory attendance "might work undue hardship." EDUCATION REGULATIONS: (Policy) None CASES: None ATTORNEY GENERAL OPINIONS: None SCRIPTURE UNION Recommendations: Like your state, many do not have specific laws or guidelines concerning Released Time. The absence of a specific law does not necessarily prohibit Released Time programs. In fact, it may allow a wider range of Released Time programs. For example, it is possible to offer Released Time classes as an off-campus elective class on the High School or Junior High level, which students take daily. This is being done in states such as Georgia, Florida, Utah, Arizona, and Idaho. The particular challenge in your state is that in the absence of a specific statute, you will need to conduct research into the legal background of Released Time at the federal level (Scripture Union can help!), and how decisions are made within your school system. The majority of school districts would require approval at the school board level, but many are moving to "site-based management," which would perhaps allow individual school principals to approve a Released Time program. Once your research is complete, you will need to approach the appropriate decision-maker(s) with a proposal for a Released Time class.

Investing in WY's Future Capital Construction . In an effort to save funds, recent Legislatures have substantially reduced the square footage required per student and imposed restrictive, "one-size-fits-all" building criteria. Just as the MAP model underestimates the number of teachers required due to its inability to integrate real-world limitations (see Class Size on page 6), the building criteria understate the facilities needed to accommodate the educational "Òbasket" in the real world of fluctuating enrollments, school day schedules and specialized courses, especially when considering the anticipated life of the facilities (as opposed to immediate needs). The reduced building standards also force school districts to fund "enhancements" from local rather than state resources - even if the "enhancement" is part of what has historically been considered a necessary facility. (Once again, this approach injects reliance on local funding into the capital construction program.) For example, an auditorium seating more than one-third of a school's student body now will be designated as an ÒenhancementÓ rather than an integral part of providing a quality education.
