The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    The obligation of the Accreditation unit and the state accreditation teams are to ensure that district and school efforts are proceeding in accordance with the rules and regulations, and to provide technical assistance where feasible to facilitate these efforts. School accreditation rules and regulations are promulgated pursuant to the Wyoming Education Code of 1969 (as amended) WS 21-2-304(b)(i). Degree Granting
Private post-secondary degree granting educational institutions must be licensed prior to operating and/or soliciting students in the state of Wyoming. The institution may be exempt from licensing if it is accredited by an accrediting body approved and recognized by the United States Department of Education. A personal interview between the Wyoming Deaprtment of Education and the applicant is mandatory prior to submission of an application. We provide a checklist in the application package. We encourage you to use the checklist to ensure you provide all needed information. Certain forms may be duplicated such as PSL Form 14. We recommend that you take time to read Chapter 30 of the State Board of Education Rules and Regulations and W.S. 21-2-401 through 21-2-407 before beginning to fill out the application and associated documents. Non-Degree Granting
Private post-secondary proprietary and non-degree granting educational institutions must be licensed by the State of Wyoming before it can operate and solicit student. Text of Regulations Section I. Definitions. For the purposes of these regulations, the following definitions shall apply: A. An "attorney" shall mean any person licensed to practice law in the State of Wyoming. B. References in these regulations to various rules refer to the "Rules for Continuing Legal Education of Members of the Wyoming State Bar." C. An "hour" of continuing legal education shall mean 60 minutes spent, after July 1, 1984, by an attorney in actual attendance at or completion of an accredited continuing legal education program, or its equivalent, as from time to time determined by the Board pursuant to Rule 4d. Credit will be given to the nearest quarter of an hour for hours spent at a seminar. D. An "accredited sponsor" shall mean an organization or person sponsoring continuing legal education activities which has been accredited by the Board as a sponsor pursuant to Section V hereof or which is listed in Rule 4d. During the time an organization or person is an accredited sponsor, all the continuing legal education activities of such organization or person, which comply with the requirements of Section IV hereof, shall be deemed automatically accredited.

Text of Rules Rule 1. Purpose. By continuing their legal education throughout their period of practice of law, attorneys can better fulfill their obligation competently to serve their clients. These rules establish minimum requirements for such continuing legal education and the means by which the requirements shall be enforced. Rule 2. State board of continuing legal education. There is hereby established a state board of continuing legal education to be appointed by this court. The board shall consist of nine (9) members, six (6) of whom shall be members of the Wyoming State Bar and three (3) of whom shall be residents of the state not admitted to the practice of law. Members shall be appointed for three-year terms, except that three (3) members of the initial board shall be appointed for a one-year term and three (3) members shall be appointed for a two-year term. Each yearly class of members shall include two (2) members of the bar and one (1) layperson. No person may serve more than two (2) consecutive terms as a member of the board. The court shall designate each year one (1) of the lawyer members to serve as chairman. The executive director of the Wyoming State Bar shall serve as the executive secretary of the board. The board shall have general supervisory authority over the administration of these rules and in addition shall have the specific duties and responsibilities hereinafter set forth. The board shall have authority to adopt such rules and regulations as it determines are necessary in carrying out its responsibilities.

    Laws and Regulations CONSERVATION STAMP Each sportsman licensed to hunt or fish in Wyoming, except Pioneer license holders, those who purchase resident or nonresident daily fishing licenses, resident or nonresident daily game bird/small game licenses, special limited fishing permits for hospitalized veterans, residents of state institutions and court-placed children, must purchase a single conservation stamp for $10, which will be valid for one calendar year. The stamp must be signed in ink and in immediate possession while engaged in the act of hunting or fishing . A lifetime conservation stamp may be purchased for $150 from the Cheyenne office of the department beginning July 1, 1997. Conservation stamps may be purchased from Game and Fish Department offices and license-selling agencies throughout the state. AGE RESTRICTIONS. The minimum age to take any big or trophy game animal is 12 years. ARCHERY HUNTING. No person shall hunt big or trophy game with bow and arrow or crossbow during a special archery hunting season without first obtaining an archery license and the appropriate hunting license. Archers must abide by the regulations established for the special archery season and the regular hunting season. Archery equipment and legal firearms as deemed by law may be used to hunt game during all hunting seasons except where Commission regulations specify otherwise. During special archery seasons and in archery only areas it is unlawful for an archer to have a firearm in possession while hunting.

    INTRODUCTION TO HUNTING AND HUNTER EDUCATION Welcome to the Wyoming Hunter Education Program. You are about to join the millions of people throughout the country who enjoy the tradition of hunting, but above all, respect and work to conserve wild animals and wild places. Hunting has always been a part of human life. For most of their history, humans depended on hunting for their survival. No other form of human activity has a longer tradition. For this tradition to continue will require safe, responsible, knowledgeable hunters who are dedicated to keeping sufficient habitats for wild animal populations. The first hunter safety courses were designed over 50 years ago with the main purpose of reducing hunting accidents. All states now have hunter education courses, with over 25 million graduates since the programs were started. A decrease in hunting accidents of well over 50% shows how effective these programs have been. Hunting is statistically safer than almost all other forms of recreation. While the major purpose of hunter education programs is still the prevention of hunting and firearm related accidents, more and more emphasis is being placed on improving knowledge about the heritage of hunting.
